In addition to the Lunch-hour Demonstration to be
held at all Pr.CCIT offices and other CCIT/CIT stations on 25-08-2015, following other programmes have been chalked out by JCA on a meeting dated 24.08.2015.
"The Central JCA, in an emergent meeting on 24-08-2015 at New Delhi, decides that the members of JCA will be on a day’s strike on 8th October, 2015.
The members of JCA all over the country will wear Black-badge on 31-08-2015 in protest of the indifferent attitude of the CBDT in respect of these very legitimate demands.
The JCA has also called upon its members to observe the following programme of actions from 09-09-2015.
1. Lunch-hour demonstration will be held on 09-09-2015 in all Pr. CCIT and other CCIT/CIT offices nation-wide and the Notice for a day’s Strike on 08-10-2015 will be served on the CBDT. Copy of the strike notice will be served by the state units to the Pr.CCsIT.
The non-cooperation movement will start from 09-09-2015 itself in the following manner:
i) Stoppage of work relating to widening of tax-base.
ii) No work relating to I & CI job like uploading of CIB data, disposal of verification cases, etc.
iii) Artificial deadlines for completion of scrutiny assessments will not be adhered to.
2. Black-flag Demonstration before the Chairperson and Members of CBDT on their visit in any office outside the North Block.
3. Day-long Dharna in front of all Pr.CCIT and other CCIT/CIT offices on 15-09-2015.
4. Half-day walk-out from 2.00 PM on 24-09-2015
5. Strike action on 8th October, Thursday, 2015.
It is further decided to intensify the agitation after 08-10-2015.
The other measures of non-cooperation, like non-participation in search/survey operations, stoppage of tax-recovery works, etc. will be adopted after 08-10-2015, if required. All the Units/Circles of ITGOA/ITEF are requested to observe the programme of agitation jointly. An extensive campaign programme for the Strike action on 08-10-2015 has to be carried out. The Central JCA will serve letter to the Chairperson, CBDT on 25-08-2015 intimating the programme of agitation."

Why the non cooperation movement starts from 09/09/2015 instead of with immediate effect ? It seems that leaders have some inside information that something positive may happen from CBDT within this period.
No no. This period is needed to postpone the agitation based on the assurance to be given by the CBDT that the demands will be taken care before 31.12.2020.

Rajiv Mohan Case is exactly the opposite Judgement of NR Parmar and is contrary to the OMs of 1986/87. Rajiv Mohan case is a Single Page Judgement which was being confirmed by the Hon'ble Apex court to the Judgement of Allahabad High Court. At that time N R Parmar case was not finalised. Very Soon Rajiv Mohan Case will be reviewed to give the effect of N R Parmar Case. Rajiv Mohan Case says that a person's seniority will be started from the date of joining even if he comes via intercharge in a financial year for a particular vacancy. So frinds i am also an intercharge Transfree. So do not be happy because in Rajiv Mohan Case, it is not pronounced the counting of past services.

All the confusion prevailing now in the department is due to our great comrade KPR who has done huge blunder on NRP implementation.
Mr 4:25 u r very much wrong regarding grace mark policy. Till date no grace mark has been given to any betterment candidate. No such order is issued till date by the CBDT also. A reserved candidate has to pass without grace mark to be considered as OM(own merit). I am also a general candidate working in AD section.
U r not properly informed rajeev mohan is 73 page judgement dear sir. It agrees with NRP JUDGEMENT of Gujarat high court. Direct recruits will get seniority from date of joining only. No ante date seniority. Rajeev mohan judgement is law of the land. Few shady characters in ITGOA have corrupted the minds of CBDT and HRD officials and got advisory issued for their own vested interests.
Nowhere NRP decision says that ante date seniority is to be given and that too for unconstitutional recruited DR ITI like those joined in 2008 09 and got back dated seniority of 2006 07 by dubious means.

if you are not in mumbai, update your information, Mumbai CAT has given two orders (at least 7 candidates) wherein grace mark are allowed in betterment and department has not challenged that orders. your regional ITSEWA can also get benefit of that.
NRP protesters to whom category you belong? NRP judgment is impartial to all. Whether it is LDC/UDC or Dr.ITI, all will get seniority from date of vacancy or notification of vacancy whichever is later. Sometimes who officiate in office deliberately delay the joining of new recruits whether it is LDC/UDC or Dr.ITI so that they can get benefit of seniority over Direct recruits. NRP or OM 86 protect them from deliberate delay in their joining.
Why the Constitution gives this grace marks?. The ITSEWA members are requested to implement the Honble Supreme Court's order in the case of Rohtas Vs UOI dated 15.07.2014 which is declared the DOPT 1997 OM is illegal. The DOPT is still not implemented the Supreme Court order. Who is care the members?. Then, after completing normal examination with out betterment why the advance increment is given to the ITSEWA members?. The members are willing to write as General Candidates as per the Draft examination of the Board.
What about ICT, Sports Quota, Compassionate appointment candidates? NRP how protect these?
