We regret to inform you that even today, in the evening of 6th April, no update available about Adhoc promotion order to the post of ACIT.
The promotion aspirants of the vacancy year 2014-15 are totally frustrated and shattered. ITGOA expected the order on 4th April but even after 48 hours of the deadline they did not bother to inform the members about any recent development.
In the meantime rumours are spreading everywhere. Some people are talking about stay order in Principal CAT but no such order could be traced so far. Some are blaming the F.M. for not signing the required approval. Some of the members are blaming the red-tapism/procedural delay.
It should be the moral responsibility of ITGOA to tell the truth and that too without any delay.

All promotion seeker (2014-15) should learn from DRI 2005 batch. How they fight for their right. They dont waste time in wait, instantly approach CAT. Why dont you file contempt of supreme court (NRP) against CBDT, order was delivered in 2012 and how many years will take cbdt to implement it. But slavery is running in your veins, you think that you will not get cream posting. Life of slave can not be better

For pacifying the ITGOA members of Mumbai, they organizing dinner and dance for members at Radio Club, Colaba, Mumbai. Before getting post of Chairman, General Secretary of ITGOA, they every time blaming ITEF Associations for step mother treatment to DRI. After getting ileligimate promotion, now they are keeping silence. For organizing strike, they want ITEF.
The Apex body do not have any right to mock with the ITOs aspiring for promotion.
The main reason behind this situation is the unfortunate judgement passed in the N R PARMAR CASE. The judgement is totally against the principle of natural justice. How can seniority be given to a person who has still not joined the department? It's totally unjustified.

IRS officers are clearly working out in a systematic manner so that no promoter in future become JCIT.
No body is concerned about the situation prevailing in case of Inspectors to be promoted as ITOs in the states of AP & Telengana. Now as many as 30 inspectors of 2008-09 batch still to get promotion as ITOs. As per the available information in many states 2010-11 batch Inspectors have already been promoted as ITOs due to the recent cadre-restructuring. Is it not injustice to the Inspectors working in AP&Telengana. When the rules and regulations of the I.T.Dept. are uniform in all the states of India, why this injustice to the these two states. Is it sin to an Inspector who has been allotted this state. In most of the states, the DR Inspectors of 2010-11 batch have already been promoted as ITOs. But the DR Inspectors of 2008-09 batch of these two states are still awaiting for promotion to ITOs. Please do justice. Jaago ITEF & ITGOA.

One has to ensure that the ball starts rolling. If this stalemate continues,there is very likelihood of social stigna cropping up between IRS and promotees. This should be averted in the larger interest of the mother -I.T.Department. The so called budget collections and achievements etc being projected by the CBDT is on account of collective efforts which should be recognised positively setting aside IRS and non-IRS phobia.
West Bengal is more pathetic than AP & T.
ITGOA or ITEF are not giving any updation or latest position. Only our Simple income tax giving accurate news. Hence from this month we can stop subscription to these useless fellows and sent it to simple income tax.

It goa leaders who are already promoted and are creamy posting of two or more charges due to shortage in ACIT cadre are not in favour of promotion of ACIT BCoz then they will loose additional charges of creamy posting

first u peep within yourself If a person cant not be given seniority before joining; the same fact is applicable to u also my dear friend. U joined the new post in a date and getting seniority before the joining i.e. approximately two years before getting the actual promotion. U also become a brave and follow the natural justice. This is the problem. If u want to be in favour of natural juristice, then be impartial and then talk.
I also thought of the same to stop subscription to ITGOA and send it to simple income tax for giving updates.

Mr 9:55 AM there is no injustice being done when vacancy relate to the particular year why not seniority be given from that year. when joining is being delayed for no fault of direct who are to be blame , administration promotees should also be given promotion from the date when direct joins then only u will feel justice is being done.

Dear Comrades,
The DPC for the ad‐hoc promotion to the cadre of ACIT, for 200 vacancies against the R.Y. 2014‐15, was held on 31‐03‐2016. The promotion order (ad‐hoc) is expected to be passed on 07‐04‐2016. It has already been intimated through the Circular no. 03 of ITGOA, dated 31‐03‐2016, that the Ad‐hoc DPC for 200 vacancies against the R.Y. 2015‐16 will be convened by the CBDT shortly, if the deficiencies in APARs can be removed by then. The deficiency list of 116 officers was uploaded on 30‐03‐2016. All the Units of ITGOA were requested to remove the deficiencies by 05‐04‐2016 and send the requisite documents to the Board. It was also requested to all the Unit leadership to send the documents positively through messenger and not by post to save time and help the ad‐hoc DPC for the R.Y. 2015‐16 to be held as soon as possible. It has been decided that the DPC for the ad‐hoc promotion in ACIT against the 200
vacancies of the R.Y. 2015‐16 will be held on 21/22‐04‐2016 by the CBDT but unfortunately, only a few Units have complied with completing the deficient APARs till date and 95 cases out of 116 deficient APARs are still pending. It is to state that if we can’t pursue the local authorities to send all the APARs removing deficiencies, as per the list, to the CBDT by 12‐04‐2016, the DPC for the ad‐hoc promotion will not be possible to be held on 21/22‐04‐2016. Also, the Units must ensure that the replies/complete APARs sent by them are accepted by the concerned Directorate of the CBDT and no further queries are made. Further, do request the members of CHQ once again to make themselves available at Delhi right from tomorrow, on rotation, to help preparing the proposal for the ad‐hoc DPC or otherwise, the said DPC will be delayed indefinitely.

Pr. Bench of CAT has not granted any stay.
Members are requested to fight for the grant of seniority retrospectively the way it is given to direct recruits in the cadre of ITIs. The DR ITIs are given seniority from the date of communication to SSC and thus are becoming senior to the promotee ITIs. Similarly, the senior shall be fixed from the date of seniority granted to the DR ACITs.
Is leaders of ITGOA CHQ is aware of it. If yes, why not to fight for justice.
