Little progress in 8 months after suspension of agitation by JCA

No information available for ITO to ACIT promotion (2015-16)

Viewers may recall that JCA withdrew agitation following assurance (read "direction") by Revenue Secretary on a brief meeting on 3rd November 2015. As per JCA, the agitation had been withdrawn temporarily but later on it proved that withdrawal was unconditional and for infinite period.
Let us see what the employees did achieve in the last eight months against their five point charter of demands and assurances thereafter
1. Regarding ITO to ACIT promotion : Only adhoc promotion for the vacancy year 2014-15 is effected. The promise of DPC for 2015-16, 2016-17 within 31st March proved bogus. And consequential adhoc promotion from ITI to ITO did not take place in all charges. Forget about any adhoc consequential promotion down the line of Inspector in any charge.
2. RRs of Gr.B & C cadres : Recruitment Rules for the cadres of TA, NS, Staff Car Drivers, Canteen Employees notified. But the Recruitment Rules for the cadres of ITO, AO, PS, Inspector, Stenographer Gr.-I and Executive Assistant is still pending.
3. Filling up of vacant posts : Promised "For relaxation of RRs, as per suggestions of JCA, a comprehensive proposal will be submitted by the HRD to the CBDT within a day or two." Nothing actually happened.
4. Regularization of Casual Workers : No development so far.
5.  Infrastructure Issue : No progress.

In addition to these five point demand, earlier demands like laptop to Inspector/AO/PS, Increased petrol allowance for Inspector/N.S.,  access to irsofficersonline etc. are still pending for years.
The ridiculous and childish demand against videography in Dept. exam., not adhered to, in addition compulsory passing of exam. for newly promoted ITOs introduced.
And surprisingly, JCA is in no mood for agitation !

Adhoc ACIT promotion (2015-16) likely this week

It is reported that Adhoc ACIT promotion for the vacancy year 2015-16 will be completed within this week. Chairman, CBDT and Member (P) has assured this. They also assured that 6 vacant posts of earlier year (2014-15) (for 5 retired and 1 deceased in the earlier promotion order) will also be considered in this order.

The publisher of this blog is being flooded with queries about ACIT promotion which is long overdue. No concrete information is available in any forum. Surprisingly, the ITGOA leaders either do not have access to information or not willing to share the details for some secret agenda of their own.
Rumors are spreading within the employees. As per news available, one of the promotion aspirants has already retired last month without getting his legitimate promotion. 
As per news procured from unconfirmed sources, though the procedure of DPC has been completed on 20 and 21st of June last month, the minute of the DPC meeting is yet to be formally signed. CBDT is in dilemma whether to give effect to the CAT, Ahmedabad order received within the DPC meeting first and then issue promotion order or vice versa. The order mentioned here is in favour of an ITO who has to be promoted in the vacancy year 2014-15.

ITOs to qualify exam after training to get further increment

As per the direction issued by Jt Director of Income Tax (Exam), all newly promoted ITOs will have to qualify in the examination to be conducted by Regional Training Institutes after the induction training.
Unless an ITO pass the aforesaid exam, he/she will not be considered eligible for further increment.
This move, first time in the history of Income Tax Department will surely come under strict criticism and resistance as no such criteria exists for  any other promotional cadre. All the ITO have cleared the ITO ship exam and became eligible for promotion in the grade of ITO. So why they should prove themselves again ?

JCA has responded with the matter with a strong note and in a letter to the Chairman, CBDT, they expressed disapproval and objection. JCA further threatened not to participate in such training if the direction is not withdrawn.
"We hope that you will kindly consider the matter urgently and issue directions to withdraw the aforesaid directive immediately or otherwise, we will be compelled to ask our members not to attend training courses."
