Operational Vehicles : Used for which operation ?

One of our viewers asked this question of course with a request of anonymity.
Let’s have a quick look about the scheme and actual use of operational vehicles in Income Tax Department, perhaps the same in every other central department.
Operational vehicles have been introduced in this department for smooth departmental operation. Instead of buying new cars and bearing responsibility of recruiting staff car drivers, hired cars without any recurring liability had been preferred by Govt. Each vehicle is being taken on rent at the cost of Rs 40,000/- plus service tax as applicable (including the cost of driver). Each and every CIT charge is allotted 2 to 4 operational vehicles. The fund is diverted from the 1% incentive scheme. The question is what purpose the cars actually serve. It is being used for private purposes of the officers of the department. It is mostly used to carry the officers (who are not entitled to get the facility) from their residence to office and back. It is also being used for other necessary operations like bringing their children to school / college, shopping for the family members and to meet other important household obligations. Those officers using the car are also enjoying Transport Allowance as per rules (not less than Rs 6400/- p.m. including D.A. thereon). It is rarely seen that any employee of the department have been allowed to do any official outdoor duty with these vehicles.
It is not surprising that IRS Association and ITGOA had never said anything on records against this practice as their members are the beneficiary of this privilege. But ITEF leaders who do not get this facility widely are also mum on this issue for some unknown reason. Solidarity for their elder brothers of ITGOA may be a possible reason.

When the Government is on austerity measure and cutting non plan expenditures, will somebody look into this drainage of money for gain of a handful of officers?

  1. Its 100% true. Every officer in each CIT use operation vehicle for his personal use. But nobody will initiated to stop this. Because rule maker are the first who misuse it.

  2. 200% true make video film of these vehicles true will come. Officials are not allowed to touch these vehicles and officers are daily passenger upto 100 km., this matter should be handed over to vigilance section.

  5. In nwr, it is property of irs they use it for their personal use and also drawing tpt allow. On official duty, they dont allow other officers/officials. These vehicles generally are not of comercial no.

  6. It is 100 true. When any DDO to take action to recover Transport allowance, the person immediately called and warned him (or) transfer the person from that post. Kindly take this matter to the Board and Minister of Finance to stop the operational vehicles.

  7. ITEF leaders are trying to get u all hand set worth not less than thousand rupees out of 1% incentive. Take that and keep quiet like ur leaders.

  8. ITEF LEADERS are faithful slaves. Pls do not doubt their faithfulness toward all sr. ......... they are working only to satisfy their interest. Again and again they are making mockery of system as well as their members. KPR type leaders are there to harm the interest of aam members. I challenge if these type leader can win in the Election of local units

  10. Certainly, log book is there. If audit is done, each n every vehicle's log book is signed by the officer who is using it as it is his /her personal vehicle. If those r operational vehicle than the log is to be signed by different people or officers. But who will check.

  11. Operational vehicles are not provided for cash handling and even for raid duties. If an RTI is sought surprising things will come i) no log book maintained ii) used for daily up down from one district to another, their no can easily be traced of CCTV installed on by pass road daily. iii) Driver are not wearing uniforms

  12. This issue is widely practised in INCOME TAX Department. Many Officers(both from direct IRS Cadres and promotees to IRS Posts) are following this unfair and unethical Practice inspite of drawing their Travelling Allowances.Proper SACH BHARAT is not at all possible without stopping this unfair(dirty for human being) practice by those corrupt(morally) officials.

  15. Revenue Deptt all the way has mandate to play with public money during collection or there after. So integrity is hardly a concern. It is a legacy in rightful practice further strengthened by training institutions...

  19. once I was on a survey duty and I was asked to go for an enquiry. I called driver, he was at residence of incharge (DDIT) of that premise. DDIT's residence was 30 KM from premise. You can imagine how much fuel had been burnt. Inspector can pay for taxi but they can not pay for their domestic need.

  22. It is true that operational vehicles are being used for family enjoyment purposes. Mostly,the higher grade officers are misusing the above vehicles. Govt. should implement fine of ten times of transport allowance if found guilty of misusing the vehicles. Also, there should be a provision of reporting the above case secretly.

  25. One CIT previously worked in Trichy in Tamilnadu now working in Vizag in Andrapradesh used to take the office Innova to Chennai from Trichy every week end and returns on Monday morning. Evidence: Toll booths in Chennai to Trichy road. Stayed in the office guest house and drawn HRA also. But he will show to the world that he is Mr.Perfect and all other in the department are thieves.

  28. What is the use of telling all these ? Recently, I have gone through one text book titled INDIAN ECONOMICS by Datt & Subramaniam which is recommended by almost all Indian universities and considered as a reliable for statistical data related to Indian economic affairs, wherein it is stated that income tax department is most corrupt department in india. This is being read by all economists who works on economic model related to India all over the world. Still there is no sign for improvement. Do u think by discussing these things within our circle going to yield result.

  31. Vehicles should be provided only for PCCIT/CCIT & PCIT/CIT. If one of the above post lies vacant for more than a month, the vehicle should be surrendered. After regular officer assume duty, the vehicle can be provided to the officer. In case of Ranges, there is no need for any operational vehicle. In case of survey, they may be permitted to hire required vehicles. This saves lot of funds.

  36. This is a very good article written. Each and every word written there is, in reality, cannot be said to be untrue. But who can stop it. If the amount spent throughout India by various Commissioners of IT Dept under this head "Operational Vehicles (may be it is spent under Office Expenditure 'OE' head)" is taken into account, it will certainly be going to be a mind boggling amount. Yes, as somebody said, in India, Law Makers are the Law Breakers. That is why India is what it is now (in worst condition. In India, there are a substantial number of cases of "Fence eating the crop". Majority of the population from every walk of life or every walk of sphere is contributing its mite to destroy the country's growth by contributing to corrupt practices. Even God cannot save India because its countrymen want to save for themselves and "shave" the country.

  38. Unless something constructive is done, the misuse will continue as ever. Who will bell the cat? This is the question. The agony of these contributors in this blog does not go to the notice of those who take action. Will it? While it is a fact that nobody contributing to this article would like his name to appear here, yet they do like to put an end to this misuse. How? It has to be ponder over as to who would initiate and move the concerned agency to stop this. That is the question. Unless that is done mere contribution here will not serve any useful purpose except sharing one's opinion/agony/jealously, etc. The misuse of operational vehicles is known to one and all. There is no proper audit in this regard. Even if audit is put in place, they will also start utilizing these operational vehicles. So, how to stop it? It is a question that will remain unanswered till some outside agency comes out with evidences like sting operation, etc.

  39. It is 100% true. Therefore, it is suggested to explore departmental vehicles and recruit departmental drivers so that the log book of the vehicles are being audited by the CAG. Thus, the malpractice can be stopped only.

  40. There is no doubt that it is the misuse of govt.funds. Log books should be signed by higher authorities so that they can see how much use is there for office/personal.It should be looked into that how much expr.made on these vehicles and what revenue collected after doing journey on these vehicles

  42. Despite Member, CBDT's instruction regarding misuse of operational vehicle, still the menace is going on everywhere. It is suggested that need based hiring should be made instead of monthly hiring of operational vehicle to prevent its misuse.

  43. Dear sirs, please post this again in your page. All over India, in our department grave misuse of operational vehicles is going on despite periodical instructions/circulars by the CBDT and by the respective PCCITs. In the faceless assessment environment, most of the operational vehicles became redundant and the department is shelving tax payers money in wasting the vehicle bills. Most of the operational vehicles are either unused or misused. The operational vehicles are used for officer's pick up and drop from home, wife's shopping, children's school or tution classes. This wastage of tax payer's money should be brought to the notice of Hon. FM and Hon. PM Modi ji.
