Update of departmental issues - ITEF version

Mr N.R. Parmar, I.T.O.,  who himself became a history in Income Tax Dept. for his much discussed court case, retired on superannuation on 29.11.2014.
ITEF, Central HQ recently issued circular regarding pending issues of the department including RRs, filling up of posts, Laptop to Inspectors etc. Important points discussed with new chairperson and intimated to members as under.
Filling up of Post of RY 2014-15.
On the basis of imputs that the DoPT may require more time to consider and approve the RRs of various cadres in the Department and the rider attached to the instant instructions on the matter, it was decided to go with the existing Recruitment Rules for all the cadres for filling up of vacancies for the Rect. Year 2014-15.  It was also decided to move separately to the Competent Authorities to get relaxation for filling up the posts in the Inspectors cadre lying vacant for want of candidates in one of the two categories by considering the candidates in the other category.   The instructions for holding DPC meetings and effecting promotions on the above lines will be issued shortly.
Deptl. Examination Results.
The declaration of results of the Departmental Examination for Inspectors is likely to be delayed till December, 2014 due to some technical problem in the answer papers of Delhi Region. 
Laptops to ITIs & Mobile handsets to all.
Still pending with Dept. of Expenditure - "We have also been informed that the IFU (Dept. Of Revenue) after returning the files quite a number of times for clarification etc. has finally approved the two proposals viz. Laptops to Inspectors and Mobile Handsets to all personnel out of the 1% incentive fund.  These proposals have been submitted to the Department of Expenditure for  Govt.’s final approval."

  1. KPR n Party and chamchas of this party . If u have guts inform all members that what is your credibility what have you done for the welfare of members . U have done everything for the destruction of our esteemed organization Itef. Future generation s will not forgive u for your sinful mischievous efforts. There will be baddua from every core of heart of those persons who retired without getting any promotion after completed more than 30 yrs service and still could not be promoted in coming two yrs.   5. Absolutely right. Why not they call a strike for not filling the vacant posts, staff having multiple charges etc. They have never raised these vital issues.

  7. Hitler, to unite the peopke of Germany created a common enemy 'jews' and portayed them as destructor. Simillarly all efforts are made to portray one individual as destructor.

    Well, what is the difference between old rr and new rr. The major difference is going to be in creation of EA cadre and iti promotion, if proposed draft is accepted. We are not sure whether proposal will be accepted or will undergo changes . That depends on DoPT directions keeping common model recruitment rules already framed by them for all the departments of GoI as a whole. If DoPT says our proposals are to be modified in line with model recruitment rules the qualifying service to all except iti to ito will increase two to three folds. So, we have to wait many years. There will be only direct entry EAs and ITIs entering department.

    What is bad in old rr? Some group say 3:1 ratio. Fine, how many stenos left out for promotion. In present scenerio, hardly 5% of the remaining vacancies may go to stenos. It works out to be 19:1.
    Another group says, 1:1 ratio for passing and service seniority so it is advantageous to junior lot. If ssc DR TAs are considered as junior lot in many charges they are already promoted and in some charges SSC 2005 DR TAs got promotion under service seniority quota. This clearly indicates that most seniors who cleared exams got promoted. There may be one or two charges where the inter-dept. / inter charge transferees were more in past, some seniors are yet to be promoted. That is an extra ordinary situation which can not be compared because any sample survey extremes are ignored.
    So, instead of thinking negative , think positively.
    New RR may not be in expected lines. We can't expect what we proposed is going to be approved. Our proposal will be matched with DoPT's yard-stick model codel recruitment rules and the qualifying service may be much more than proposed. In that case there won't be any promotion in near feature in many lower level cadres up to inspector.
    If Jews were allowed to take part in the main stream of Germany, the Germany would have achieved number one position in workd arena.

    1. These comments must be written by KPR or his aide. If u truly thinking about welfare of employees than post your comment what the existing os can do to got promoted. Nobody is eligible as per old RR despite more than 30 yrs ministeria cadrel service

  9. Every time we read that it will take some more time for the DoPT to finalise RR.. The DoPT only, instructed to change RR every 5 years and compulsorily on restructure/cadre review. As for Inspectors, the 1985(amended) RR is being continued, now 28 years over and 2 cadre reviews. ITEF members, think the play behind it, who is befooling us?! The leaders never wanted to change RR, especially in Inspecor cadre.(It was amended, by executive instruction, on 20-10-2003 with 4:1 and no steno-III and TA in feeder grades, in line with DoPT instructions - but your leaders managed to cancell it- rolled back to 1985 RR).

    Kpr like leader may be got retired any time. They should be allowed to handle the affairs of itef after retirement. There may be a committee of some neutral to handle day to day affairs.

  12. KPR jisdin ITEF chhod denge WO din itef ka akhiri din hoga! Usi din se ITO log IRS ki munsi ka kam karenge aur ITIs log IRSs ka ghar ka kam karenge jaise vehicles servicing at showroom , bathroom ka bulb lagana, Air port receive karna or chhodne Jana, bacho ko school chhod ne Jana etc aur TAs and Sr TAs ka kam special chaye lane jana aur steno and MTS ki baat chhodo. Mere dosto without Associations ap ki self esteem office mein maintain nehi kar payoge! Without associations phir se British rule dekhoge! Associations hai bolke promotions mil raha hai! Jhank ke dekho jahan associations nehi hai waham promotions to dur ki baat hai employees ko chinti ki terah dekha jata hai aur kuchal diya jata hai. Stata govt mein ya to promotion nehin milta ya 1 promotions pe retire ho jate hai. Itef hai respect hai! Aur associations chalana mamuli baat nehi hai. Jo apni family life, bacho ko chhod ke association chala rahe hai unse respect karna chahiye! Gali deke apni gaal pe kiun chanta mar rahe ho. Old RR mein Jo mil raha hai le jao. New RR ayega to promotions ko bhul Jana aur IRSs ki ghar ki kam karna. Sudhar jao. Chalo milke bole itef!! Zinda baad! Jca zindabad!

    1. ITEF is must but there must be leader like Krishna Kutty n kanojia etc who can manage the show. KPR type leader are not able to run the association.

  15. Whatever top leaders of ITEF are boasting of themselves but still they have not got any notification/clarification on the issue consequential vacancies. It is not yet cleared whether consequential vacancies arising in cadre review implementation process are to be taken in same R.Y. Though it has been seen that many regions have taken consequential vacancies in the same R.Y. but there are few who have not considered the same.

  18. Earlier cadre review took place in 2001but final RR for inspector never came. Till date DPC for ITI r being conducted on Ad hoc RR and undue benifit is beinģ steno cadres whose required qialification is 10th. So never expect RR in near future.

  20. bhai koi mts ke bare me bhi bateye ki promotion criteria kya hai . kitane sal se sun rahe hain .five yrs, five yrs. its not fair .three yrs is enough .to pahale aur aaj me kya difference raha sala pahale bhi five ab bhi five.almost all mts are going to complete three yrs. by this criteria we are eligible for promotion.ITEF to mts ke bare me kuchh karati hi nahi hai. aaj tak to maine kisi bhi charter of demand me mts recruitment rule me koi change ya relaxation ki baat hi nahi.

  21. ANY CHANCE FOR PROMOTION OF MTS WHO IS TO COMPLETE THREE YEARS IN 2015.UNTIL NOW WE USED TO CONSIDER THAT OUR CRITERIA FOR PROMOTION IS 3YRS.NOW WE HEAR THAT IT IS 5 YRS.WHY WE KEPT IN DARK FOR YEARS, WHY RECRUITMENT RULE NOT ISSUED TILL NOW.
