JCA on warpath again, lunch hour demonstration on 12/05/15

 Agitation against delay in promotions to ACIT & other related issues
 "In pursuit of the following demands, the Central JCA in the said meeting has unanimously decided to tread a path of Agitation in the form of Lunch hour demonstration on 12.05.2015 in front of the all the Pr. CCIT offices, across the country.
 i) Immediate promotion from ITO to ACIT against the left-out vacancies of R.Y. 2013-14 and the entire vacancies of R.Y.s 2014-15 & 2015-16; 
ii) Immediate finalisation of Recruitment Rules of Gr. B & C employees; 
iii) Immediate filling up of posts of Inspectors lying vacant for want of candidates in one category by promoting the eligible candidates available in other category.

  4. Very right! JCA has not done anything eyecatching!. Association ka activity kuch bhi nehin dikhai deta! Bs bade bade designation! Secretary General, President etc..Par output is big zero! saram ki bt hai bhai! Apni members log buri tarah sufferer ho rahe hai but neta bhaion chup chap dekh rahen hai! Apni post ka to value rakhoo. Abhi tk DPC 15-16 ka karwa nehin pa rahe hain! Jo bt destructive hai like new rr uske pichhee daud rahe hai jo ki CBDT ka km h nehin wo to DOPT karega. Jo cbdt se hoga wo karwane mein unable hai hamare so called SG and President saheb. Confidence badhaiye, age badhiye apni unity ka strength dikhaiye. ITEF zindabad!!!

  5. JCA is only concerned with ITO to ACIT promotion. Why not they press for early implementation of NR Parmar, the hurdle in ACIT promotion? They were concerned only till the President ITGOA got promotion as ACIT. What the Pr CCIT Chnd is doing for the implementation of N R Parmar. They are not listening to the Apex Court, CBDT or the ITEF/ITGOA Things are in the knowledge of JCA but they are still sleeping.

  7. If this agitation could have started a year back, so many of our senior ITOs would have retired as ACITs. After KUmbkarn's sleep over the period JCA woke up only now.

  9. In agitation only elected members of ITGOA present. YE SIRF PROMOTION CHATE HAI. HE NONGAZESSTED KA DIHYAN NAHI KARTHE. NOT PRTICIPATE IN AGITATION.

  13. New leaders ko guidance ki jarurat hai. Wo wo kin log ke pressure mein ake DPC 15-16 ke liye voice raise nehin kr pa rahe hai. Hanuman chalisa path ki je himmat aur gyan jarur ayegi.

  14. ITGOA should have started agitation for promotion from ITO to ACIT at one go and not as five instalments. Thats why ITO to ACIT promotions taking such long time. Promote officers should not hold more than one charge.

  18. N R PARMAR implementation is history. Dual seniority cannot be granted. There are numerous ambiguity in interpretation of N R P. SECRETARY GENERAL OF ITGOA ONLY EATS SHiTS AND FARTS OF N R PARMAR. HE dreams of becoming CIT before retirement. My foot. He shd first read n understand what N R P is. Now there are multiple stay on DPC in Delhi. Numerous court cases in other charges. N R P is history. Today rajee moan and renu kumar decisions are law of land. No advertisements no recruitment. Even supreme Court chief justice is not above law. These DR'S think that PROMOTEES r fools. My foot.

  20. Precondition putforth by UPSC for conduct of DPC for ITO to AC is 100% implementation of NRP in all charges. This will take another six months to one year.
    New Recruitment Rules will place all OS will be bunched with Senior TAs which is vehemently opposed by all existing OS and they conveyed their decision to quit membership of ITEF when it is implemented. So ITEF leadership not interested to face such a situation because their own survival involved.
    Only thing which can happen is converting the promotion vaccancies of stenographer to ministerial where sufficient stenographers are not available. This can be justified by more than one reason.

  21. Boss at least NRP implementation should be implemented at all levels before DPC of 2015-16. this must be included in the ongoing agenda of JCA. It's unfortunate that they don't care about the cadres below ITI. Hey leaders we all are suffering and will suffer more after the implementation on new RR. there is no future for us. please try to understand the severity and impact of your laziness in prioritizing the issues which require your major consideration. why NRP implementation at ITI level. even though CBDT ask to implement at all levels. there are some regions where no one is taking pain to prepare seniority list as per NRP for cadre lower than ITI. is this mean we need to raise our voice separately. this is why many are raising voice to form a wing of union which can take up issues of cadres below ITI. DOPT has suggested 10 yrs of service for promotion from TA to EA. but no one is taking this issue. 10 yrs are nothing for our leaders? being at lower cadre, no one is listening to me. neither branch secretory, additional secretory not even general secretory. To whom i need to approach, please guide! i m very tensed as well as confuse.

I agree with comment at 9.35 AM. the third condition may solve everything. this condition is the only benefit which ministerial staff may get so if the seats are vacant, efforts can be put upon for this. NRP implementation will also benefit everyone including the newbies of the department as well as for ITO to AC much awaited promotion. Gear up JCA for these two demands. Once you implement NRP in all regions, UPSC will itself conduct the DPC. no need to send representation to CBDT. Understand the need and unite!

  23. New RR low paid employee ko gulam banane ke liye banaya gaya hai jise ITEF pura support kr raha hai. Koi bhi rule employee ke benefit ke liye hota hai but New RR itna ghatia tarika se banaya gaya hai ki employee ko har kadam pe difficulty ka damna krna parega. JCA to pagal hoga hai.

  25. CBDT's instruction on NRP is purely based on ITEF's pressure tactics and not in the true sprit of NRP Judgement and DOPT's subsequent clarification on NRP judgement. The DOPT has clarified that NRP should be implemented from the date of judgement wherever there is no dispute of seniority and wherever seniority is already settled then it should not be revisited. The delay In implementation of NRP is mainly due to ITEF and CBDT's wrong clarification because of ITEF's arm twisting attitude.

  30. we always support JCA. If there is no union Board will never give any benefit. JCA please expedite the matter of ITO to ACIT promotion. NRP is a long issue, order can be passed with writing subject to NR Parmar. Because NRP isssue can take time i.e. 2 to 5 years to solve each and every persons problem. Everybody cannot be satisfied. Always think positive comrades. Hence, ITO to ACIT promotion cannot be hampered. This will give opportunity of promotion to every person MTS to ITI. So Please all are requested not to oppose this promotion. NRP is never ending process. First take promotion then fight for justice. Review DPC is always open. ISLIYE PAIR PAR KULHADI MARNE KA KAM MAT KARIYE ISSE SABKA NUKSAN HOGA. Everyone knows the story of cat and monkey.

  34. NRP is such a complicated matter that to resolve this issue completely it will take more than one and half year. So NRP hota rahega aram se but jo due ho gaya hai i.e DPC 15-16 use priority dena jaruri hai. Jb NRP ho jayega tb seniority change hota rahega. NRP abhi urgent nehin hai.

  35. Implementation of NRP is now prime importance for the department. CBDT should not take any decision in hurry to give promotion without NRP, For the benefits of few Hon'ble Supreme Courts decision should not be ignored. Justice first promotion next.

  40. There are comments quoting SC ruling on various cases to counter the NRP. Did any one approach the proper forum for implementation of those relevant judgement in income tax depatment. Without making any effort for its implementation what is the use of quoting all those judgements here. NRP is the persistant effort of group of employees who estimated their benefit out of it. Friends who write counter arguments in this forum can very well use the available remedial meadures in judiciary. Simply commenting is of no use, rather it sends weak singnals or it sounds bad.

  43. JCA SHOULD ALSO TAKE INITIATIVE TO FILL ALL THE RESTRUCTURING PROMOTIONAL POSTS LYING VACCANT DUE TO NON- FULFILLMENT OF MINIMUM LENGTH OF SERVICE BY APPROACHING CBDT FOR ADOPTION OF ONE TIME RELAXATION MEASURE FOR PROMOTION.
