Training of officers / officials in new Income Tax Business Application

As the department is going to roll out a new environment of computer application from the existing ITD Application, exhaustive training is proposed in the new ITBA.
Nationwide training programme scheduled to commence in this month itself in 40 locations.
For the last few years practically no training in ITD application has been provided to the users by RTI/MSTUs for lack of infrastructure like absence of ITD nodes, RSA Token, module of training software etc. Repeated representations from the users in this regard could not yield any result so far.
Let us hope that extensive and exhaustive training programme in the new application may provide an opportunity for the users to effectively work on the new environment.

  1. There is no user interface for the ITIs working in our department. They should also be given access to the ITD applications because they are going to be Assessing officers one day.

  2. no need of interface to the ITI. ITI is appointed for outside inspection only as the name say so that ITI means Inspector of income tax. providing interface is a wastage of money and man power as after giving node to the ITI, the ITI will not go for Search and Seizure work, they will no got for serving notices, they will not go for inquiry. they will only demand AC and being idle in future.they will occupy seats meant for other staffs. only wastage on money. the main duty is to help the AO so there is no need of node for the ITI.

Income Tax Laws :While in service the tax liabity is on the basis of Office Address.After retirement,the same is on the basis of Residential Addresses of the tax payers.If this basic concept is understood well,revenue due to the government will show substantial improvement in due course of time.As of now few simplified formats are under consideration.

  4. What about monitoring arrear demand etc? I fully agree with the demand to provide access to ITIs inITD application.

    1. If you are really willing to collect arrear demand, access to ITD application may not be required unless adjustment of refund. Arrear demand can be moniterd and collected outside ITD, if you are willing. Don't make an alibi for which you have never attempted

  5. Except Assessing Officer and higher authorities, user interface for working in ITD application is not provided to any cadre. Department should concentrate in collection and widening of TAX(Income Tax) wherein 80% of Officers and Officials are mostly concentrated on REFUND. Today, INCOME TAX DEPARTMENT is mainly REFUND DEPARTMENT. Just as CPC before releasing REFUND, adjust arrear demand by issuing notice u/s.245, the same should also be implented at ITD Application, wherein, it should be made mandatory to adjust REFUND with ARREAR DEMAND, if any. As on date, Officials below the rank of Assessing Officer, has no liabilities. The credit for achieving budget target at the end, goes to the Assessing Officer only, no matter who may have assisted the A.O. ITI should also be given certain percentage of budget target for collection, so that his/her achievement may be counted. TRO are almost dormant and haven't heard in decade any auction done by the INCOME TAX DEPARTMENT, however, defaulters list are published in due time.
