JCA circular on meeting with Member (P&V) on 16.09 and continuation of agitation

No breakthrough , only 180 promotion proposed. agitation to continue.
ITO to ACIT promotion
"The Member (P&V) explained the matter on behalf of the CBDT and stated that the CBDT was working for 180 promotions for the R.Y. 2014-15 for which the preparation was almost complete and expected to be sent to UPSC in next week. He also stated that the Board was proposing similar number of promotions for the R.Y. 2015-16 and the proposal would be sent to the UPSC in next month. It was explained that the combined sanctioned strength of DCIT/ACIT for determining the vacancy in the ACIT cadre would not be acceptable as per the IRS RR, 2015 and so, more number of vacancies, as demanded by the JCA, did not occur."

  1. Till now ITGOA/JCA has not openly published how many year wise vacancies they are expecting from the CBDT to the members. All their negotiations are kept secret and not informed or discussed in/to the field level. If this senario continues, members loose their faith in ITGOA/ITEF in future .

  4. How can CBDT insist on IRS 2015 Recruitment Rule when it is not yet approved/notified? Till its notified the old RR of IRS has to be followed up-to the date of notification. This stand is also of CBDT in the case of Group 'C' cadres when similar issue was arised last year for RR in the case of ITIs and Executive Assistants. Then how can the CBDT insisting of new RR of IRS 2015? Very strange.

The letter of ITGOA dated 17-09-2015 to the CBDT for issuing advisory on NRP issue is damn against the promotees, the ITEF should immediately withdraw support from JCA,and proposed strike action on 8-10-2015, that is only only for the benefit of ITGOA.ITGOA HAS AGAIN CHEATED THE ITEF ON NRP ISSUE.

Both the Ajay Goyal and Bhasker are dreeming to become CIT on the shoulder of NRP and trying to get undue advantage of their position, the letter dated 17-09-2015 to the CBDT was issued without even consulting the other office bearers, on their own interpretation and is totally misleading, this should not be done.

  8. What about promotee ITIs seniority and ITEF going to do now? When the ongoing agitation is going on in JCA banner, how can ITGOA suomoto write letter on NRP issue without ITEF's consultation and letter addressed in JCA banner? ITGOA is using ITEF as a napkin and after work is over, ITGOA is simply wipes the napkin and put in the dust bin.

  10. NRP matter is not ITGOA's making. It is a decision by the Supreme Court. Whether the Court's decision was right or wrong may be a subject for discussion but there is no denying that it has to be implemented. Promotion orders are issued with the rider that the seniority is subject to change according to revised seniority based on NRP decision. Members should think and realise that it is in the interest of everyone to finalise the seniority once and for all. For once, we have to shun our crab mentality of dragging down our own person. If Ajay Goyal and Bhaskar dream of becoming CIT, then a direct UDC can dream of retiring as an ACIT or DCIT. What's wrong in that? In the time when a direct IRS becomes CIT from ACIT in 20 years (ACIT-DCIT-Jt.CIT-Addl.CIT-CIT), a direct ITI is waiting for 2nd promotion of his career (ITI-ITO-ACIT). Same is the situation for other direct recruits in the lower cadre. And we still continue to fight among each other. Such a depressing situation.

  11. Kam se kam 540 ACIT promotion hona chahiye for R.Y 2013-14, 2014-15 and 2015-16. CBDT lolly pop khilane ki plan mein hai.so Agitation hona jaruri hai.

  12. Who is CBDT to withhold the cadre restructuring? It has already been approved by the cabinet. IRS ke liye two separate cadres were created and they also got pay commission out of cadre restructuring. Baaki sab ke liye .. Baba Ka .... If this is the attitude, the Department has to work only on IRS manpower or non-IRS manpower.

  14. what about Casual workers who have been completed 10 years as on 31.03.2015 as well as Central Administrative Tribunal has been passed an order in favor of those casual workers who have been engaged before December-2008. ??????????

  17. WHAT IS THE CONTRIBUTION OF ITGOA? ONLY POSTPONING ITO TO ACIT PROMOTION AND AS A RESULT DEMOTING ITOs TO INSPECTORS? CBDT WAS READY TO GIVE 180 PROMOTIONS IN APRIL. WHY THE LEADERS STOP PROMOTIONS THEN? WHO BENEFITED - IRS? WITH WHOM OUR LEADERS ARE PARTYING AND WHOM THEY ARE FELICITATING AT OUR COST?

  20. SC AND ST PEOPLE IF THEY CLEAR DEPTT EXAM EARLY THAN THEIR BATCH MATE THEY WILL OBVIOUSLY BECOME SENIOR TO THEIR BATCH MATE. WHAT IS THE UTILITY OF CATCH UP RULE. JUST WASTING THE TIME. CATCH UP RULE IS FOR STATE GOVT EMPLOYEE. NOT FOR CENTRAL GOVT.NOW A DAYS CATCH UP RULE IS NO MORE APPLICABLE.BECAUSE IN NR PARMAR THERE IS NO PROVISION OF CATCH UP RULE.

  22. IF CATCH UP RULE IS APPLICABLE TO CENTRAL EXCISE AND CUSTOMS DEPARTMENT, IT IS VERY MUCH APPLICABLE TO INCOME TAX DEPARTMENT ALSO. EVEN IN STATE GOVERNMENT OF KERALA, RESERVATION IS GETTING ONLY IN ENTRY LEVEL AND NOT UPTO SUPERANNUATION. THESE GOVERNMENT BRAHMINS ARE ALSO TAKING THE CHANCES OF GENERAL CANDIDATES THROUGH THE BETTERMENT ALSO. THESE HAVE TO STOPPED ALSO. WE HAVE TO FIGHT COURT LEVEL. ITEF OR ITGOA WOULD NOT FIGHT FOR THIS INJUSTICE.

  26. Both CBDT and associations have to be blamed for the present fiasco in the department. While the CBDT is working one side for the IRS people and the associations confused the issue of NRP by pressing to implement from 1986 instead of NRP judgement date as instructed by DOPT.

  27. Present govt may take strong action in case of strike etc.Just now SC has upheld dismissal of secretary of air india employees association foe organizing strike.Everyone should be cautious.

  28. Promotee inspectors especially coming from UDC cadre are against this strike because They (ITGOA) have nothing to do with the rest of the cadre in the department. ITGOA is interested in the carrier prospects of only Dr. ITI turned ITO turned ACIT. Instead of calling for a strike ITGOA should press CCIT(CCA) for uniform implementation of NRP across all the cadre. ITEF be aware of this motive of ITGOA and should not participate in the strike.

  31. All staff of of West Bengal region should not participate in the strike as the head of ITGOA being from WB region has not initiated any action against the deprivation of WB employees. Especially, the Sr TAs have been waiting for promotion even after passing ITI Exam. of 9 years. This is disgusting.
