CBDT informed by a letter yesterday that 180 promotions to the post of ACIT for panel year 2014-15 to be submitted today to UPSC.
Similar exercise for 180 more posts to be done for the panel year 2015-16 has been commenced and to be submitted to UPSC shortly.
A meeting with Revenue Secretary and JCA to be held on 3rd November to address the issues relating to stagnation of ITOs.
No reference has been made regarding the other issues of the five point charter of demands in the said letter.
It is evident with the developments stated above, nothing could have been achieved so far. CBDT was always ready to effect promotion in the tune of 180 per panel year and they did not commit anything more. No other demands have been addressed yet. Still the leadership took this opportunity to escape and probably going to suspend the agitation.

Leadership should think what were their demands, what have they achieved till now and what can they achieve if agitation is continued before taking a decision on withdrawal of agitation.

This will strengthen the case of inspectors/Sr.TAs in CAT regarding claim of considering the vacancies of cadre restructuring in R.Y. 2014-15 instead of 2013-14. It will bring more direct ITI up in seniority

If we have guts, why don't we write UPSC exam and qualify and become CIT or PR CC.In fact we are illeterate and we have created nuisance in the whole country by holding strike.we dream big but do nothing.who has stopped us from writing upsc?

ReplyDeleteNo it will be sent to N R PARMAR first for approval and then to ram jethmalani and subsequently to dawood after which it will be sent to UPSC. Chairman of UPSC is on a one month holiday and likely to join office for only one week in second week of December after which he will again be on leave for Christmas vacation and join in second week of January 2016 by which time budget exercise will start. Hopefully in second week of April 2016 the dpc may be held.

Why no reply so far ? It looks nobody is aware of the exact or even approximate number of vacancies that can be filled once our demands are agreed upon. including central office bearers , nobody is aware ? what is the hesitation to release the number ? If no number is committed , then later on any achievement (?) can be claimed as successful (!) ? ...
Anyone please complaint to local police station near to cbdt, stating that CR ACIT posts 135+135+135 relating to 3 years are suddenly disappeared and get it back.

ReplyDeletewe should send our opinion on the issue of agitation through our circles/units, if they are not able to express your opinion and get the action be taken as per your considered view, then friend, it is our fault not the CJCA. Instead of blaming the JCA leadership we should ask the explanation of the circle/unit leadership.

CBDT has mastered the fine art of pretending to be busy in addressing our problems and grievances, without actually doing anything.
ReplyDeleteOn 15.07.2015, CBDT sent letter to all CCsIT CCA asking for list of all ACsIT posted in each CCA region as on 01.04.2013, 01.04.2014 and 01.04.2015. The Board is the one which conducts AGT from the rank of ACIT onwards. AGT was conducted in 2013, 2014 and 2015 also. Then, how can the Board not have any data on the number of ACsIT posted CCA wise? What was the actual intention of sending such a letter?
On 03.09.2015 and 17.09.2015, Board asked for sanctioned strength and working strength from each CCA region. So, our Board is not even aware of its total sanctioned strength and need the data from field formation!
CBDT does not have data on Gr. B & Gr. C. It does not have list of ACsIT. But it is ready when it comes to promotion from CC to Pr. CC, CIT to Pr. CIT, Addl CIT to CIT.
On 15.10.2015, CBDT asked for the list of ITOs with revised seniority as per NR Parmar judgment. Everyone knows that the list is far from ready. So, how many list did the Board receive in compliance to its direction? Board subsequently stated that the proposal for promotion of 180 post is being sent to UPSC. Now, if proposal can be sent without that list also, why was it asking the list by return fax?
Somewhere it was mentioned that the post of ACs may be increased and for that the RS has to execute his powers. On the other hand, Board reiterates that not more than 180 promotions can be given for each year. So, how is the increase in ACIT posts, if it ever happens, going to solve the stagnation at ITO level and percolate down to Inspectors, Sr. T.A.s, T.A.s etc.?
Can anyone explain how promotion at lower level eat into any of the benefits at upper level? Then, why is such stonewalling by CBDT when it comes to promotion at lower levels?
Everyone should understand where the problem lies.
