JCA maintains silence about next course of action. ITGOA to hold Biennial General Body Meeting

Surprisingly JCA is yet to come out with the decisions taken on 19th Novemebr's meeting even after two days. Did the meeting actually take place as scheduled ? There seems to be no progress in the CBDT regarding DPC or other issues. Perhaps the leaders are too busy with some other more serious concerns and did not consider it necessary to inform the members about the decision, if any, regarding further course of action.

ITGOA issued notice to hold it's Biennial General Body Meeting at Hotel Green View Resort, Khanapara, Guwahati, Assam on  20th, 21st & 22nd December, 2015 to elect new office bearers and discuss other organizational issues including accounts.

In a separate communication, ITGOA urged all state units to remove the deficiencies in APAR of ITOs so that DPC can be done within March 2016 (upto R.Y. 2016-17). In this communication (dated 21/11/15) they only informed that "The proposal for the ACIT promotion for the R.Y. 2014-15 of 180 officers has gone to the UPSC already" but no update or any development for the charter of demand and Revenue Secretary's direction and consequences.

Perhaps the leaders are too busy to hold  Biennial General Body Meeting rather than pursuing demands. The number game seems to be more important in election politics !

Another partner of JCA decided to hold meeting on 11th December to review    suspended agitational programme called by JCA and to decide upon the future course of action.
But while the big brothers (ITGOA) are silent about next course of action, it is doubtful whether the association can take any decision of it's own !
The "three weeks" suspension of agitation seems to be endless.

  1. The admin did not initiate any discussion regarding 7th pay commission issues where as almost all blogs related to govt. Employees expressed the concerns of its related department like postal, audit&accounts etc.

    The issue of atmost importance today is getting some improvised (in the past, on some issues the govt sanctioned more than what recommended or rejected by PC, when taken up through proper forum) benefits when govt officially notifies for implementation. Even 0.1 increase in proposed multiplication factor will bring considerable benefit to all the employees. After official notification for implementation, nothing can be done.

    By discussing through this blog, we can bring some valid points ( which were not considered by the commission) to the notice of our association leaders (they may sometimes ignorant on those points ) who inturn discuss with other department counterparts and finally take up with govt.

  2. It indicates that JCA is in no mood to relaunch the agitation even though no there is no progress on assurances given by RS and CBDT for withdrawal of agitation

  6. JCA ko dikhawa nahi karna chahiye. If they can not fight heartly for members and achieve goal which is set before one year and thereafter aken step of strike than to surrender before CBDT

Income tax collection and employees welfare responsibility must be given to state government their to pertain region-wise because of the central board of direct taxes, new delhi could not be resolved the problems of employees and huge anomaly were created after implementing the cadre restructuring in this department in many regions on many different matter and no body need to go hon'ble supreme court decision will be decided in hon'ble high court, it is saving of time and enjoying the life with their post. its my opinion.

  8. CBI Inspector upgraded to 4800 Grade Pay. Similarly ACIO-II in IB also upgraded to 4600 GP despite the fact that they get security allowance. No demand regarding upgradation of ITI and ITO met by 7th CPC.

  12. Even minor improvement is brought in the recommendation of the pay commission before its implementation, the benefit goes to every one starting from MTS who are all our own department staff. Can we discuss our department specific pay fixation issues in blogs related with other departments.
    Years together we discussed the issue of ITO to ACIT promotion. Has the stay been vacated?Can the DPC conducted before vacation of stay? We all know why this particular issue is not solved.Knowing very well the facts for delay ,some wants that other issues involving benefit to whole lot of employees of the department should not be given priority.

    Pay commission is a wider issue involving all the departments and all groups of employees of GoI. The GoI will not keep pending the notification for implementation because of the imcome tax employees service associations are busy in dealing with other issues.If delay takes place projecting our department specific concerns over the pay commission report then govt will say why didn't you bring this issue before issue of notification. The benefit of whole lot is important or group of employees.

  13. Inspector of Posts upgraded to Rs.4600/- and as a consequential effect the next two posts which were earlier in Rs.4600/- upgraded to Rs.4,800/- and Rs.4,800/- post upgraded to Rs.5,400/-

    We failed in getting upgradation of scale at any level.

  14. Postal Assistants and Data Entry Operators with +2 qualification are placed in grade pay Rs.2400/-. Tax Asistants with degree qualification at entry level should have edge over DEOs and postal Assistants. The difficulty level of CGL examination is also higher than HSC level. Efforts should be made to bring TAs in 2800 gp level.

  20. Ek taraf to jca kahan raha hai ki casual labour ke sabandh me cbdt ke 16/10/2015 ke letter ko keep in abeyance ka oder diya gaya hai aur dosari oor CCIT cca es letter ko action lene ke liye fields me forward kar rahe hai akhir Sach hai kya

    CBEC unions could get the justification in writing from the 7th pay commission for filling up of Assistant Commissioners 100% by promotion in their CR.

    In the wordings of 7th PC "It further notes that as part of the cadre re-structuring exercise of 2013, 2118 temporary posts of Assistant Commissioners in GP ₹5400 (PB-3) have been created, which are to be filled up 100 percent by promotion of Superintendents of Customs (Preventive)/ Central Excise/Appraisers. The Commission observes that this move would provide adequate career progression for these feeder cadres viz., Superintendents and Inspectors of Customs and Central Excise."


    Not satisfied with PC report they they have taken up the matter with minister in the name of Satyagraha.

  23. In CBDT, a peon retires as ITO and LDC retires as JCIT.In CBEC, an inspector hardly reaches the level of Assistant Commissioner.Pl don't compare CBDT and CBEC. CBDT and our IRS officers are far better than CBEC.

  26. IT SEEMS THAT JCA LEADERS ARE BUSY WITH FETCHING MONEY FOR ORGANIZING THEIR LAVISH ANNUAL GENERAL MEETING AT GUWAHATI. THEY DON'T HAVE TIME FOR PLACING DEMANDS FOR UPGRADING PAY OF ITOs AND ITIs WHICH ARE VERY JUSTIFIED AND LEGITIMATE ISSUE IN THE CONTEXT OF 7TH CPC RECOMMENDATION. THIS IS THE TRUE CHARACTER OF OUR HON'BLE LEADERS.

  27. Pay of TA also needs to be upgraded. In CGL exam, TA is the final choice opted by most candidates only because of gp fixed at Rs. 2400, so the quality of alloted candidates also at the level expected from last strata of qualified in exam. To attract the talent keeping the best interest of the department in mind, administration itself must take initiative to upgrade post of TA to next level. All other parameters are in favour for upgradation, it won't be much difficult to upgrade it, only will to do needed. Pay level is the only reason for talented among selected candidates not joining the post or switch over to other posts and manpower crunch is experienced even after recruiting in mass scale.
