In a nutshell, R.S. asked CBDT to complete DPC of 2014-15 immediately, then for 2015-16 and 2016-17 and asked to complete all DPCs within March 2016.

In a nutshell, R.S. asked CBDT to complete DPC of 2014-15 immediately, then for 2015-16 and 2016-17 and asked to complete all DPCs within March 2016.
Details are :
1. RS expressed that the issue of
stagnation in ITO cadre is serious and needs to be addressed and also expressed
his concern.
2. RS asked
both the Board and JCA to find solution on this issue through discussion.
3. JCA
explained the delay in holding of DPCs and asked for more posts in ACIT cadre
for promotion quota through GFR 254 and other means for removing stagnation.
4. RS expressed and directed to work out
the modalities to reduce the stagnation to not more than 12 years.
5. RS directed the Member(P) to ensure
DPC for 2014-15 immediately. He also directed to ensure immediate vacation of
CAT stay.
6. RS directed to complete DPC for
2015-16 thereafter and also start preparing DPC for 2016-17 so that all the
DPCs could be completed by March 2016.
7. RS directed Member(P) to put up the
proposal at the earliest for more vacancies in ACIT cadre for promotion, be it
GFR or otherwise.
8. RS asked JCA to withdraw the
agitation immediately. He told that our problems will be addressed. JCA can
meet him at any time. He expressed that PM wants the senior authorities to take proper care of employees problems but the employees should also work with sincerity. He told that this agitation has given him bad name.
9. RS had to go somewhere but he
directed the Member to continue meeting with JCA and draw some agreeable
conclusion.
10. The Member was told by JCA that
addressing stagnation was our priority and there can be no settlement if
stagnation issue is not addressed irrespective whether DPC is held early.
11. The Member(P) told that he will meet
RS again and will fix another meeting of JCA with him.

What about other demands? If ACIT promotion issue is resolved then agitation will be called off? Then ITEF demands???????? ????????
ReplyDeleteNo concrete news...these are only directions but nobody is going to follow them and even if they follow...there is no time limit.RS asked JCA to withdraw agitation right now but not directed authorities to table all the proposals and commencement of DPC within a week. So agitation can't be withdrawn at all. Still no discussion upon the calculation of vacancies because board has sent the proposal for only 180 seats. RS has directed to convene the DPC which indirectly mean that only 180 promotions are going to be held, then what is the mean of agitation, earlier board was ready to give 180 promotion and same is happening then why so much hue and cry. we can't be settled down unless correct proposal of more vacancy is sent to UPSC.

ReplyDeleteDR ITIs will not become JCIT and they will retire as DCIT as in the Customs and Central Excise department as per the latest plan of the IRS.

stagnation not more than 12 years ! ? beautiful ! ? how you intend to fill vacancies. All people less than 12 years are not eligible ? ! who are the people giving data to R.S ?

ReplyDeleteJCA members have been receiving messages that the agitation has been "suspended" for three weeks. What happens if the Board still does not fulfil our demands, the agitation will start once again? Remember reading two days back that JCA will not back down even if a single point is not accepted!!! What about the other points which were so widely circulated? The regularization of casual labourers has conveniently taken a back seat. Request the leaders of both ITGOA and ITEF not to agree to any of the suggestions as the Board will be come up with some excuse or other and delay even these promotions. Request the agitation to continue till the points on the agenda are achieved. If this is not done, members of ITGOA and ITEF will lose faith in JCA and our leaders will have a tough time to convince them. Please do not back out now. Let the agitation continue till our just demands are met. JCA ZINDABAD. ITGOA ZINDABAD. ITEF ZINDABAD. Unity is strength.
ReplyDeleteRS has directed the Board to work out plan to reduce stagnation. The JCA since long was demanding few extra vacancies that too on the strength of proper calculation. That was turned away by the ill gotten people seated in CBDT. I doubt the intention of the CBDT.How they will react on this proposal ? Definately some hurdles are expected from the IRS lobby also to stall the implementation of any such proposal to reduce stagnation.They have ruined also our career by opposing pentafurcation of reserved vacancies created in CRC 13.
ReplyDeleteThese itgoas leaders are a selfish self centered good for nothing lot just want promotee irs tag at the cost of promotee officers and itis. They do not have guts to conduct agitation on their own. Gutless individuals always cling on to itef or support and later back stabb them once objective is achieved.

What happen to the Raga of our big B.B. that we will certainly have some vacancy in 2013-14.This was not discussed in the meeting this 180 post we could have in March 2015 as the CBDT it self had offered, but ITGOA demanded more vacancy in 2013-14, now we are still at 180, than why the promotions are delayed almost for 1 year who is responsible?

Bench, New Delhi as well as Lucknow Bench, Lucknow were quashed the letter of CBDT dated 09/13/05/2013 and directed to the Department to consider the matter for regularization but in the above letter point no. 3.3 Litigation on the issue of the CBDT's letter dated 04.07.2011 & 09/13.05.2013, the CBDT has direct to the department that no further appeal may be filed on this issue and wages have to be paid for the service of the casual labour availed.
Ye to hona hi tha brother, agar JCA real me casual workers k hit me hai to jitene bi casual workers court se case jeet gaye hai unko kam se kam temporary status to dilwa hi de.

ReplyDeleteWhat the board said : I give 180 + 180 considering 2 years period. What came after 3rd Nov meeting : one more year's panel can be added. Officers upto 2003 would be considered. This works out to 619. As per board's calculation it shd be 540 for three years ( 180*3 ). Now the difference is 79 out of which 31 people (year 2003 and before) are retiring by this march 2016. So finally we get 48 extra promotions because of this agitation. that too it may take place in 2016-17. may not take place also ... Please , someone appreciate the results achieved !!!
ReplyDeleteNearly 2 weeks gone, there is no progress regarding the direction given by the Revenue Secretary. The Board is playing cat and mouse game with us. If no result is achieved, JCA should immediately meet the RS and inform the situation and start the agitation immediately.
