The
Secretariat meeting of the ITEF (CHQ) was held on 11.12.2015 under the
President ship of Com. Ashok Kumar Kanojia at 11.30 am at Manishinath Bhavan,
Rajouri Garden, New Delhi.
Agenda No.1: Review of the suspended
agitational programme as per call of the Central JCA: The President and Secretary General informed
the latest developments regarding five points charter of demands.
i)
ITO to ACIT promotions: The proposal to promote all eligible persons
promoted as ITOs till April, 2004 to the cadre of ACIT vide DPCs of R.Y.s
2014-15, 2015-16 & 2016-17 was made by the CBDT for a total of around 650
vacancies required for the purpose. It was also proposed that 200 promotions to
be done in each of the R.Y.s 2014-15 & 2015-16 and the rest in the R.Y.
2016-17. It was also proposed that all the three DPCs would be held before
31-03-2016. The Hon’ble FM
approved the proposal on 02-12-2015.
ii)
The relaxation required for the promotion in the cadre of
Sr.TA has been approved by the Hon’ble Finance Minister, GOI, and the order has
already been issued. The proposal for the relaxations required for the
promotions in the cadres of Pr. AO, Stenographer Gr.-I and TA are yet to be
sent to the competent authority for final approval.
iii)
The Recruitment Rules for the cadres of TA, NS, Staff Car
Drivers, Canteen Employees are already been approved by the Hon’ble Finance
Minister of the GOI. The RR of canteen
employees has already been notified and for TA, NS and SCDs are yet to be Notified.
The Recruitment Rules for the cadres of ITO, AO, PS, Inspector, Stenographer
Gr.-I and Executive Assistant are sanctioned by the Hon’ble Finance Minister,
GOI, and sent to the DoPT for approval.
iv)
In regard to the issue of Daily Paid Labours, the Instruction
dated 16-10-2015 has been withdrawn/modified as demanded by the Central JCA and
the revised Instruction has been issued on 23-11-2015.
v)
In regard to the issue of Infrastructure, a letter was
issued by the office of the HRD on 20-10-2015, as demanded by the JCA, but
actions are not taken either by the local authorities or by the CBDT. The Units
of JCA may take up the issue of Infrastructure with the local authorities and
intimate the specific issues/projects to the Central JCA to take up with the CBDT.
Taking into consideration the positive
developments on the demands from the side of the CBDT it was decided to take a
final call on the suspended agitational programme once the order regarding
relaxation of existing RRs of TA and Steno. Gr.I is notified and response of
the CBDT is known on other pending issues.
No promotion in near future......ITEF and ITGOA to celebrate......in Kerala and Assam at our cost.....Congratz comrades..

ReplyDeleteITEF does not have magic wand. It takes some time to implement our demands. Files have to be routed through various levels and in different departments. So please have patience. If someone says that promotions won't take place even after FMs approval, then I have nothing to say

ReplyDeleteIt seems the the strike and the pressure by JCA to the Board is paying off but only little bit. Many more demands are pending. All issues should be raised vociferously. If required, another non-cooperation should be called.
