Unless an ITO pass the aforesaid exam, he/she will not be considered eligible for further increment.
This move, first time in the history of Income Tax Department will surely come under strict criticism and resistance as no such criteria exists for any other promotional cadre. All the ITO have cleared the ITO ship exam and became eligible for promotion in the grade of ITO. So why they should prove themselves again ?

"We hope that you will kindly consider the matter urgently and issue directions to withdraw the aforesaid directive immediately or otherwise, we will be compelled to ask our members not to attend training courses."

ReplyDeleteIf the department is withholding annual increment of candidates who failed to clear the examination of regional training institutes for ITO's. Then why not certain provision for advance / additional increments should be prescribed for candidates clearing the same. One cannot only punish another, there should be certain amount of reward also, for rational balance of the same. Hope certain balance attitude will prevail in near future.

ReplyDeleteCBDT should initiate steps to ensure quality in ITO cadre. I have noticed some assessment order which was made with out even application of commonsense. I hope, if an ITO can make an assessment order, it won't be a problem for him to clear the examination.

ReplyDeleteIt is desirable rather should made compulsory for all ITO's and ACIT's. JCA should not react on this issue. There are many Steno based ITO's who do not have sufficient tax linked experience and knowledge before they promoted as ITO by virtue of special quota given to them. It is very unfortunate to say here that there are many ITO's in our department who are hesitating or avoiding to face the public because of inadequate knowledge of the post they are holding. Hence, the decision to conduct examination is absolutely right.

ReplyDeleteThere should be an uniformity amongst all the PrCCITs with respect to effecting of the consquential Ad hock promotions of ITI to ITOs. Many Pr.CCITs have issued orders promoting the ITIs as ITOs on Ad hock basis. But the Tamil Nadu Pr.CCIT alone is very much adamant in not ordering the promotion of ITIs to ITOs even for the V.Y of 2014-15. The Board should also issue instructions to all the Pr.CCITs in this regard in the interest of staff welfare. The JCA also seems to be sleeping in Tamil Nadu.
ReplyDeleteDear 5.02 pm - At present Department is being run by the Stenos along with other respected colleagues. Stenos are efficient in all respect viz. application of Act, Assessment Order, ITD Application and in all respect. Those who are lagging far behind the stenos can project such type of comments. If anybody is telling or questioning the eligibility of stenos that means they are directly abusing the present exam system by virtue of which all are perfectly serving the department.

ReplyDeleteWhy the CBDT can not take initiative to prevent short cut methods adopted by the candidates while getting through the ITO departmental examination.
ReplyDeleteInstead of stopping increments, such AOs may not be given filed postings till the passing of such examinations. And for all those who are already AOs, already gone through training, there should be a refresher course and they should also be made to face the exam to prove that they are suitable for the assessment work.
