Little progress in 8 months after suspension of agitation by JCA

No information available for ITO to ACIT promotion (2015-16)

Viewers may recall that JCA withdrew agitation following assurance (read "direction") by Revenue Secretary on a brief meeting on 3rd November 2015. As per JCA, the agitation had been withdrawn temporarily but later on it proved that withdrawal was unconditional and for infinite period.
Let us see what the employees did achieve in the last eight months against their five point charter of demands and assurances thereafter
1. Regarding ITO to ACIT promotion : Only adhoc promotion for the vacancy year 2014-15 is effected. The promise of DPC for 2015-16, 2016-17 within 31st March proved bogus. And consequential adhoc promotion from ITI to ITO did not take place in all charges. Forget about any adhoc consequential promotion down the line of Inspector in any charge.
2. RRs of Gr.B & C cadres : Recruitment Rules for the cadres of TA, NS, Staff Car Drivers, Canteen Employees notified. But the Recruitment Rules for the cadres of ITO, AO, PS, Inspector, Stenographer Gr.-I and Executive Assistant is still pending.
3. Filling up of vacant posts : Promised "For relaxation of RRs, as per suggestions of JCA, a comprehensive proposal will be submitted by the HRD to the CBDT within a day or two." Nothing actually happened.
4. Regularization of Casual Workers : No development so far.
5.  Infrastructure Issue : No progress.

In addition to these five point demand, earlier demands like laptop to Inspector/AO/PS, Increased petrol allowance for Inspector/N.S.,  access to irsofficersonline etc. are still pending for years.
The ridiculous and childish demand against videography in Dept. exam., not adhered to, in addition compulsory passing of exam. for newly promoted ITOs introduced.
And surprisingly, JCA is in no mood for agitation !

  3. ITGOA के कारण 180 की जगह 200 ITO को ACIT में प्रमोशन मिला । ये क्या कम बड़ी बात है। members should feel proud for achievement of ITGOA।

  5. If the comments in this blog are seen atleast on a weekly basis by CBDT and higher authorities, I am sure the pain and agony that persists in the lower cadres in the Dept can be understood in real sense.

Unfortunately JCA in the Income Tax Department is totally purchased by CBDT.Now time has come the Income Tax Employees(Both staff members and officers) should relinquish the MEMBERSHIP of JCA(both ITEF & ITGOA)in protest against their(JCA in the from of ITEF & ITGOA) inability to snatch the demands from CBDT---

  10. Our JCA (ITEF+ITGOA) is fine. We can not go ahead without this organization. But our present leaders are seems to be incapable or selfish. This may be the reason for which the lower grade employees are suffering.

  11. Jca is in hibernation mood only and not in any agitation mood. They will start again only when there is election of the leaders in their conferences so as to keep their posts intact from their rebels.

  12. Promotion ki koi jarurat nehin h. Kya hoga promotion milne se mujhe samajh m nehin araha h. Apni existing seat ki kam to malum nehin hai koi IIT and ITO ko sab log daily wages pe dependent h. Ho sake to daily wage employee ko regular kar ke quick promotion de diya jae taki wo ITO ya ACIT tk promotion pa saken.yishe punya hoga. income tax ki 90% kam purely and mostly dependent on daily wages. It is due to shortage of TA and Sr.TA. phir promotion kis ko chahhiye and kya jarurat hai promotion ki bhaiyo boliye.

    1. I agree with you, majority of the work is being done by out sourcing staff. Departmental employees ITI,ITO and even ACIT are depend upon them. But I don't see any shortage of staff in Gujarat region. Many of the officers get done there works through the contract worker being seated in his cabin. This practice is encouraging by the officers only. It is surprising that when they got transferred they take the out sourcing staff with them. They are not at all cared about the long term lose to the department. If they don't give work to the subordinate staff how they learn work.

  14. Unncessary demands like remove camera, invigilator, etc from exam hall. 1000 liters of petrol for ITIs/NSs. Laptops to all staff and their family members, promoting all ITOs to ACIT, giving 100 promotions (some departments get NIL), giving helicopters for Officers, making contingent employees to ITOs, etc are ridiculous demands by JCA. Demands should be justified, then only it is taken into account, otherwise, even genuine demands shall be ignored.

  16. The Circle leadership in many states is good, though not excellent. In fact in some states like AP & TS, state ITEF body was elected unanimously. But these people have no or little say in CHQ affairs as CHQ itself is dominated by metro charges. Its the CHQ that takes decision on JCA, charter of demands etc..

Nothing has been achieved by you leaders.PLEASE REVIVE THE AGITATION IMMEDIATELY AND BOYCOTT THE IDS RELATED WORKS TILL WE ACHIEVE OUR GOAL OF 5 POINT CHARTER OF DEMAND.

  20. From the comments it appears that lower grade èmployees are not happy with the performance of central leaders. Now JCA requires strong and dedicated leaders who can fight for the welfare of employees, otherwise, there is no reason to contribute for this federation

  22. Wat abt itef leaders who r chamchas of itgoa and supported dem in unjustified judgement of nrp so as to get dem promotion as cit. But going by the things happening in the department, d D.R guys are not going to get beyond dcit promotion and only a few can reach up to d level of JCIT.

This all happened for the sake of few self centred DR Inspectors of so called CGLE 2005 batch...for whom the CBDT made NRP with retrospective effect duly supported by the ITGOA and ITEF for their vested interests. Now see the fate.....this is the beginning. Not even one charge can say NRP implemented successfully without any litigation.

  29. CBDT has not yet issued any sort of instruction regarding seniority of inter charge transfered officials in nrp perview. Some charges claims that they have implemented nrp fully and reverted many staffs. I don't know how they did. They might have ignored hon'ble supreme court's decision while taking in to consideration of seniority of inter charge transfer cases. This shows that indiscipline is going on in all charges.

  30. True 1.30 PM post. They have not implemented SC upheld Rajiv Mohan Case and CBDT is quite silent on this as it may cause grave consequence to so called their pet CGLE 2005 Inspectors.

  32. Leaders are busy for Managing Committee Meeting of ITGA in Bengaluru to be held on 15th and 16th July. They will enjoy quality food , wine and lavish hospitality in the members' expense. They don't have any time to think about promotion or other petty issues ! Long Live ITGOA.

  37. Let some one may please inform whether the ITEF or ITGOA is alive or dead in the Income tax Department.Don't they have guts to represent the dying grievances of our comrades before the CBDT? Don't they know this is the apt time for us to revive our agitation at the time of IDS 2016? in the country? It leads to suspicion that all the leaders would have been suitably taken care of with hefty rewards to ignore the cry of our comrades.

  39. Good morning comrades. Can anyone from tamilnadu tell why promotion to the cadre of ITOs w.r.t.retirements are not done regularly these days. On 30 th June about six ITOs retired and no promotion effected till date. Is it so complex a procedure to pass orders.
    Why our comrates keeping kool? Are they afraid of to meet the pccit? No madification , promotion and other orders are piling in pccit's room and our great leaders comrates are busy in flight travel and attending meetings.

If they are not able to achive the demands, they should have resigned their posts long back. Why they are continue to hold their posts whith out any achievements?

Our leaders feel they are given importance whenever they receive invitation to attend the meetings chaired by PM/FM/RS etc. Being leaders of employee union they forget these are all diplomatic gimmicks employed by administration to blunt the fighting spirit for implementation of demands and thereby proved their unworthiness of being association leaders. To know this basic thing one need not to have higher IQ levels , even a human with moderate IQ can understand these things. What prevents our leaders having well coherent thinking and better IQ levels from politely denying for these sort of out of turn gestures offered by administration . Our leader instead of putting pressure for implementation of demands, they attend meetings where the administration wants to show them how they are pressurised from top. The basic aim of the invitation to administrative meetings is to reduce the pressure for our demands. JCA leaders should wake up and concentrate on our demands.

  54. आख़िर JCA नेता भी आदमी है उन्हें भी vigilance और cbi से डर लगता है। उन्हें भी पैसे कमाने है। अच्छी posting के लिए ही तो वे Union में आते है।
    इसलिए ये बहुत ज़रूरी है कि वोट सिर्फ़ ईमानदार नेता को ही दिया जाए। लालचीं लोगों को नेता बनाने का परिणाम तो भुगतना ही पड़ेगा

  57. Some well paid employees are sitting idle just because they are not being assigned any work by concerned officers they are attached with. Most of the works are being done by daily wagers. However, the same officer is issuing Integrity and vigilance clearance for the non performing officials instead of assigning work to them, if they are not being able to attend the assigned work, they should be kept in stagnation. One Got promoted to the rank of office superintendent but doesn't know how to write in Note Sheet / Order Sheet. One Got promoted to IIT, forget about writing an enquiry report, he doesn't know how to write a leave application. Daily Wagers are being used as slaves. Quality work done by them should be appreciated. Non performers should be penalized. Only deserving officials should get promoted.

  58. TA working in assessment (Circle) don't know how to work online (AST). IIT posted in Circle does the TA's work. OS is wandering without work; TA assigned with assessment work is doing OS's work of purchasing stationary for the Range & wishes to do so though he has been posted exclusively in assessment by the Pr.CCIT. Local notices are being sent through Speed Post while Notice Servers are there to do so. Are Officers in short in Odisha to supervise these works????
