I-T dept introduces new number for taxpayers
Taxpayers will now have to procure a 'new number' for filing returns and making any communication with the income-tax department.
The unique document identification number (DIN), on the lines of numbers like PAN and TAN, will be quoted on “every” income tax-related communication, including returns to be filed next year for the financial year 2010-11.
According to the new guidelines brought out by the Central Board of Direct Taxes (CBDT), the DIN will be mandatory “in respect of every notice, order, letter or any correspondence” with the department, by the taxpayers.
“The DIN will be generated by the I-T department and will be useful, essentially, for error-free filing of tax returns, claiming refunds and other communication with the department by the assesses,” a senior finance ministry official said.
The Aykar Sampark Kendras will hand out the DIN from this month, the official said. Assesses will not be put to any trouble as the numbers will be generated and allotted by the department itself. I-T officials will also be allotted the numbers in order to streamline the process, the official said, adding the number had to be produced thereon for every activity with the department.
Taxpayers and tax collectors are currently required to quote permanent account number (PAN) and tax deduction and collection account number (TAN), among others, when returns are filed with the department. According to Section 282B of the Income Tax Act that deals with DIN, if the document, sent to the tax authority, does not bear this unique computer-generated number, “such document, letter or any correspondence shall be treated as invalid and shall be deemed never to have been received.”
DIN is aimed at bringing more transparency in tax administration as the whole exercise involves a number of documents and proformas. Apart from regular filing of taxes, a taxpayer deals with the department for various other financial services, which DIN will help to ease, the official said.

70 thousand posts vaccant in I.T. and Customs, Revenue Secy hints to solve the problem within March 11.
Nearly 70,000 posts are lying vacant in the income tax and customs department, according to revenue secretary Sunil Mitra.
The vacancies could not be filled because the departments were unable to bring out the promotion list amid the controversy related to the 2G spectrum scandal, Mitra said on the sidelines of a seminar organised by the Indian Chamber of Commerce here today.
“Since the departmental promotions are being held up, vacancies at the lower grade could not be created at the moment and hence we cannot hire new people. However, we expect to do something before the end of the current financial year,” Mitra said.

Our Comment : As the cadre review and restructure exercise is on the way in both the departments and likely to be finalized soon, the R.S may have taken this into account.

Income Tax Dept is introducing “Project Tarang” which will provide Blackberry Handsets to CCIT and CITs, Broadband connections in the residence of Group A officers, 3G Data Card for officers who got Laptop earlier, and mobile connections to all employees including officers.
The scheme is made with BSNL/MTNL as service provider.
Salient Features of this project :
1. All calls made from BSNL/MTNL mobile/landline to BSNL/MTNL mobile/landline will be free on all India basis without any STD and Roaming charges.
2. 3G datacard with 5GB free download per month.
3. On every mobile connection, there will be 400 minute free calls to other service provider.
4. SMS to BSNL/MTNL will be free.
5. On every landline connection there will be 300 free calls to other service provider’s mobile/landline.
6. Broadband Connections will be of unlimited data usage.
In excess of the limit mentioned above charges will be borne by the employee.
It is clearly visible from the above features that the majority of the privileges will be enjoyed by the officers of the department as usual. It may be mentioned that they have earlier got laptop each without offering anything for the majority portion of employees and the operational vehicles are being used as personal property of the officers without any protest from the service association.
It is to be see whether the ITEF, the one and only service association for non gazetted employees will take it granted or not as they have done in the earlier occasion {At the time of distributing laptops to officers depriving the common employees who were mainly responsible for achieving the target collecton}.
