Ministry of Finance issued cadre restructuring notification for Income Tax Dept.

In consequence to the cadre review approved by the cabinet earlier this month, MOF has come out with much awaited notification today.
It is stated that in the cadre of ACIT, 166 regular pots + 620 reserve posts + 563 vacancies (consequential due to promotion in higher grade) to be filled up in a span of five years.
All other posts which are to be filled up by promotion to be filled at once without waiting for the recruitment rule amendment. Therefore it is time for cheers for the departmental employees as promotion in a very large scale is going to happen soon.

  2. The notification has some silly mistakes. In the annex A , Sr No. 12 the Grade pay of A.O. Gr III should be 4600 instead of 4200. In Sr No. 21, Grade Pay of DPA Gr B also to be replaced with 4600.

  3. the much awaited cadre restructuring had at last come. Will it benefit the Group-C and Group-B employees. I believe that "not it will not happen". Because please refer to Para 2.ii of F.no.A-11013/1/2013-Ad.VII, dated 31/3/2013, of CBDT, which says that the Cabinet has permitted to fill up the additional vacancies as per Model RR of DOPT. Please see the model RR No. AB.14017/61/2008-Estt. (RR), dated 24/3/2010, issued by the DOPT. Without seeing the consequence by without reading the model RR of the DOPT, you people are fighting each other being Stenographers and Ministerial Staff. This fighting has rightly benefitted the people like you to lost everything, because Notes in the said Model RR clearly states that the merged cadres will not have any right to their in their erstwhile cadre, i.e. Stenographer Gr-I & II, O.S., & STA. I advise you to fight again and again without knowing that the sand under your feet has been washed away.

  4. the FM already promised 70k crores revenue consequent to CR in this FY. Unless the DR ITI posts diverted to PR, how can this be achieved in 9 months time?

  6. Please see the Para-V of No. AB.14017/61/2008-Estt. (RR) of DOPT, dated 31/3/2013.

    (v) Regulation of regular rendered in the pre-revised scales
    The revised pay structure approved includes a number of 'merged grades' with a
    common grade pay and the concept of pay bands with grade pay introduced
    effective from 1.1.2006. Insofar as the issue of regulation of service rendered prior
    to 1.1.2006 is concerned, while the general rule may be that such regular service
    be deemed to be service rendered in the corresponding grade pay / pay scale
    approved effective from 1.1.2006 or from a subsequent date, as the case maybe,
    this formulation cannot apply in cases where there has been merger of more than
    one grade into one with a single grade pay/ pay scale. Since the merger is
    effective from 1.1.2006 only, even notional benefits of the merger cannot be
    extended for periods falling prior to 1.1.2006. A Note to the following effect may,
    therefore, be inserted under col.12 of the Schedule on RRs, and under relevant
    provisions in Service Rules, to take care of the requirements:
    Note:
    For the purpose of computing minimum qualifying service for promotion, the
    service rendered on a regular basis by an officer prior to 1.1.2006 / the date from
    which the revised pay structure based on the 6th CPC recommendations has been
    extended, shall be deemed to be service rendered in the corresponding grade pay
    / pay scale extended based on the recommendations of the Commission. For
    purposes of appointment on deputation / absorption basis, the service rendered on
    a regular basis by an officer prior to 1.1.2006 / the date from which the revised pay
    structure based on the 6th CPC recommendations has been extended, shall be
    deemed to be service rendered in the corresponding grade pay / pay scale
    extended based on the recommendations of the Commission except where there
    has been merger of more than one pre-revised scale of pay into one grade with a
    common grade pay / pay scale, and where this benefit will extend only for the
    post(s) for which that grade pay / pay scale is the normal replacement grade
    without any upgradation.

    Please elaborate the recruitment rule which will be considered while implementing cadre view specifically what will be the feeder cadre for the promotion of Inspector post, whether TA or Senior TA , for minimum length of service is 3 years or 4 years in the respective feeder cadre. Whether all post created for inspector will be filed at one stage on in two stages

  11. It is heard that ITEF has given proposal to the cadre restructuring committee that stenographer cadre should not be promoted to Inspector post in future and they will be promoted only to PS post. Has someone any idea on this issue.
