Allocation of posts as recommended by core committee is procured by sources. There are some modifications over the report of sub committee 1. The allocation includes the number of existing and additional man power. The chart available with us is from ITO and upwards. In some region like West Bengal the sanctioned strength of ITO actually reduced from 477 to 471.

CHARTER OF DEMANDS TO BE PREFERRED
1) Review all promotions in violation of instructions dated 20-10-2003
2) Get the instructions in 2005 cancelling the above one, going back to 1986 RR (manged by leaders)
3) Let only ministerial staff be promoted to the post of Inspectors and A.Os
4) Cancel the proposed merger of stenos and T.As to form Executive Assistants (SSC selection qualification for Steno is 12 th Std. and for T.A, Graduation). It is mere cheating of the T.As.
5) Let the steno be a separate entity with their own promotion channel, P.S, Sr.P.S etc. as is in majority of the Departments.
6) Grant/Revise ACP/MACP to all eligible employees, ignoring the absorption as Tax Assistants ( treated as Promotion). It never comes under the definition of ‘Regular Promotion’
7) Grant advance increments to all STAs/O.Ss for passing Inspectors Examination in view of the CAT order of Ernakulam and Mumbai benches.
8) Let no Office Superintendents be demoted as Executive Assistants in the ensuing cadre review.
9) Stop outsourcing of Data Entry work.(Let the TA/STA attend the work)
10) Stop outsourcing of stenography/typing work ( Let the steno do the work – alas, all stenos are promoted as Inspectors)
11) Let the Board take fare judgement, for promotions, merger of cadres, etc. etc. understanding the set up and work of the Department at lower rungs.
12) The Grievance Redressal Cell has been constituted with a true spirit of reducing the litigation. This cell may be dismissed, as it is helping increase the litigation.
13) In certain offices, OS and STAs are made to take dictations in long hand and to do the typing job as all the Stenos in Kerala charges are promoted as Inspectors! Stop this practice.
14) The ITEF must immediately stop making mainstream employees the scapegoats on all changes/cadre review/RR etc.
15) Almost all the leaders of ITEF are/were fairly selfish and got their promotions(undue), fulfilling their own wishes, totally iganoring the genuine grievances of the mainstream employees. Stop this immediately.
16) The working atmosphere as well as the image of the Department has deteriorated considerably, after the Restructuring in 2001, by effecting certain promotions, without considering the job requirements. This must not be repeated.
17) Those who demand for RIGHT TO STRIKE must understand that others have their RIGHT TO WORK as well.( others rights must not be in your pocket).
18) It would be the ITEF, the only association in the world, who cheated mercilessly their majority members, let nobody forgive for this.
These Unions are spoiling the Department and career aspect of staff....Shameless fellows.…..present situation is due to them...NRP / CR problem all are created due to ITEF and its so called selfish leaders....
Why CBDT is partial to NR Parmar case? The verdict of Apex court is one sided. Review petition/other legal action is the need of hour against such illogical order.

Our union leaders are extension of Board, reading between the lines the circular No.38 of ITEF,one can very well understand this. As per their view in the circular, Cadre restructuring issue can be sortedout .The agitation starting from 21.01.2014is for solving old issues. CENTRAL LEADERSHIP IS HOPEFUL OF GETTING THE ISSUES OF CR SETTLED ACROSS NEGOTIATING TABLE. Then what for agitatation. Is it to show your presence?

Dear friend, most of your comments are agreeable, but it is not understood why you are so much against stenos. Stenos are also getting promotion after qualifying the required ITI exam. At least they do have technical knowledge and most of the stenos are graduates. One person can be promoted from Watchman or Daftary to TA, Sr.TA, ITI, OS, ITO etc. But a steno cannot be promoted or what? Do you think that your comments are justified? Because of only reason that stenos are being recruited with the qualification of 10+2 whereas TAs are recruited with the qualification of graduation, they should not be considered for promotion to ITI? Then what about the promotion of watchmen, Daftaries with only passing of typing test? Why compassionate appointments are being made in the cadre of TAs and not stenos? If steno are to be promoted in their own channel like PS, Sr.PS why the TAs have two channels like OS, AO, GR.I AO etc and also ITI. TAs should also be promoted to only AOs and all the ITIs must be recruited through DR quota then. Do you agree with it. Please do not hurt the others. While joining the Department, everyone will have his own idea about the career progression. All of sudden, changes should not be made in the Recruitment Rules. Date of passing must be retained for promotion to ITI.
Dear Friend, all of a sudden RR should not be changed..yes, do you know that RR for ITI is 27 years old? No steno shall be promoted from GP-2400/- to GP 4600/- a double jump, on just completing 3 years. This will not happen in any other Department. A watchman or TA, they come up through all the post like TA, STA, OS etc. Like this, let the steno also come as TA, STA, OS etc...why not? Do you know that in the present proposal a Steno has three channels as PS-Sr.PS, ITI and AO) whereas for ministerial cadres only two? Is this not irrational? is this not cheating the ministerial cadres? I joined Kerala as LDC in 1994 and passed ITI exam in 2006(before this I was not allowed to attend the test), still in GP 4200/-(promoted as OS on 20-12-2013). Do you know OG steno joined here in 2010 passed ITI exam in 2012 promoted as ITI in 2013, whereas I am deprived even the advance increments? Is this rational????????
Dear Friend, it is acceptable that in some charges some benefit might have been gained by stenos and in some charges, other cadres might be benefitted. However, one has to see the overall scenario. The employees of WB Region have got promotion to the cadre of ITO within 4 years but every time it may not happen. Like this, even 1% of stenos might not have been promoted to ITI within 4 years of service. Because of reservation quota and other benefits, 1 or 2% people got promotions as you said. But one has to consider the issues on all India Basis and not charge wise. Even after completing 15 years ( including past service in our own department in other charge) and completing of 11 years in the present charge, we have got only one promotion as Gr.II. Further, as per seniority our number is more than 200 and if parmar case is effected, we may further get down to 250. Then how many years it will take you know? Earlier stenos might have got benefit but now in most of the charges, promotion to ITI is equally balanced for stenos and Sr.TAS as far as seniority is concerned. Anyhow, being the victim, you may express your feelings, but the same are not acceptable and we do have equal right to express our feelings. These comments are posted not to hurt anybody but to share our feelings only. Now, we should be thankful to 'simpleincometax' for providing this facility of sharing the views.
If any one have an idea about the implementation of CR, please leave the comments. Is there any change in the Recruitment Rules framed by Sub-Committee, in the final Report given by Core Committee?

I fully agree with Shri. Purushothaman's arguement even in Karnataka Region a general category steno who joined in 2010 had become Inspector in 2013.Model recruitment rules needs to be amended in light of this great injustice to ministerial staff cadres.
The qualification for recruitment of Steno is 12th standard and that of Tax Assistant is Graduation. The grading between the posts are different, Steno is below Tax Assistant. No doubt about it or these posts need no comparison. As such promotion of Steno along with TA after 3 years as Executive Assistant is irrational demoralization of TAs. If the Department needs Steno post, let them be stenos with their own promotion channel or let them be promoted as EAs, only after 10 years service in the cadre of Steno. The Staff Selection Commission did not equate these posts, why the department? All Tax Assistant must unite and fight against this injustice without delay. All these years, we were being made fools, let it not continue…

Steno recruitments should be stopped as they are no longer required in IT Department . TA's are better than Stenos. In our office we have two stenos doing nothing. Officers are always preferring TAs than Stenos. It is the real fact.
