As per the decision of the Secretariat of the ITEF(CHQ) a Day-long Dharna and lunch-hour demonstration will be held in front of Aayakar Bhavan on 21.1.2014 in pursuance of the following demands:
1. To demand immediate allocation of posts and implementation of the Cadre Restructuring Proposal cleared by the union cabinet in conformity with the ITEF proposal.
2. Issuance of uniform instructions to implement the Supreme Court judgement in the NR Parmar Case with regard to inter-se seniority.
3. Reversal of the instructions on Casual Workers etc
As informed earlier, the meeting with the Member(P) on the issue of allocation of posts of cadre restructuring, there was unanimity on the issue of allocation of additional posts created by the Cadre Restructuring instead of the entire sanctioned strength (i.e. existing + additional posts created) as proposed by the sub-committee and the core committee which is beyond their briefs and the cabinet decision. However, the proposal of the ITEF on allocation especially ITO and cadres down below is still under consideration. The CBDT may take a decision on the issue soon.
ITEF Kerala is not participating the agitation

Bihar and Jharkhand is also satisfied with allocation

Let the core committee or Board do not succumb to ITEF demands which is fallacious and irrational. The ITEF has managed to drag the RR (forITI) from 1986 without amending it, till date enjoying the fruits at the cost of ministerial staff. Let the allocation of posts & implementation of CR be expedited.
There were leaders (comrades!) who invited stenos of other charges to Kerala to become Inspectors in 3 years. It happened. I neither blame the inviter nor the invitee. But I am ashamed of the ministerial cadre leaders/members of the ITEF.

At last it is rightly pointed out that allocation be made only additional posts not the entire strength. Is it possible to consider the entire strength and additional posts within a very short span of time(a few months)after lapse of long five years. It is high time the allocation of posts and implement the same immediately with retrospective effect.

The allocation of additional posts only to be considered. That was the work allotted to sub committees and core committee. There was no need to rearrange the existing structure in any way. Definitely smaller circles if burdened with workload should be given preference but definitely no reduction in any region is a welcome move. Regions who are against any agitation and want their share of posts should remember that in the hour of crisis , only the united stand can save the employees.
Workload and stagnation should be the only criteria for distribution of additional manpower. Because the share of revenue should not be the deciding factor in any way. Regions without or with less number of industries will definitely earn lesser revenue. Is it the fault of the employees that big industry is located in Maharashtra, Gujarat etc ?

every recstructuring happens the ministerial staff are suffered most.in 2001 if it was DEO who had taken away bulk of vaccancies now the stenos are taking away.the present ITI promotion status should continue and the remaining stenos along with os,sr T.a,t.a should be merged accordingly. the higher authorities are least bother about who become ITI or who suffer most. it is the ITEF who should ensure that every body get justice

The sub committees and core committee has allocated the post beyond their power. I request to ITEF & ITGOA which regions their existing post reduced, to filed a petition in High Court supreme Court against allocation of entire post and stop entire cadre restructuring.
Fast decision for allocation & implementation of restructuring must be taken otherwise we will get" Baba ji ka thullu."

Aim:1. To promote the welfare of the STENOGRAPHERS in the IT department.
2.To get the lucrative posting for near and dear in field formations.
Ways adopted:
1. To make feel importance of Steno by creation of artificial scarcity by allowing them to become ITI.
2.Dictating terms to Local administration at the time of AGT / Vetting the list before release.
Achievement:
100% placement of eligible Stenos(including erstwhile Gr.III) in ITI in Kerala. (Apne Desh)
Stenos in left over regions will be looked into by cadrerestructuring, though may not be to th extant of Kerala.((Apne lok)
Future plan: It is certain that in places such as CCIT/CIT offices the necessacity of Stenos or PSwill be felt badly due to acute shortage after present batch of PS exhausts. Then the proposal for Stenos will be sent giving logical reasons and accepting earlier wrong decision. Again they will be brought into ITI and artificial scarcity shall be created. THEN ONLY PEOPLE SITTING IN POSITION FEEL THE IMPORTANCE OF STENOGRAPHER AND UNDUE SENIORITY CAN BE CLAIMED.

For smooth implementation of cadre res. posts, firstly, revised the all DR posts since 1986 as per NR Parmar decision only at only one option i.e. seniority to be revised as per vacancy year not date of requisition, as followed in Central Secre. and IRS seniority. Otherwise, mass litigations to be raised in all over india.
Secondly, all Res. posts should be filled on exist rules, as cabinet approval on various rules of DoPT and cabinet note app. on DoPT para 9.2 accordingly, " occurance of vacancy(i.e. 23.05.2013 cabinet approval) to be filled by as per exist rules not amended rules.

What about the Daily Wagers who have been working more than 10 years and not getting the wages since last 5 months still giving their contribution (by attending office) to the ITD in achieving its goal?

What ITEF is doing is perfect, we should keep faith on them. But one request is that they should not forget the welfare of our seniors those who are facing very difficult to clear departmental promotion examinations i.e promoting to the next higher post as per the seniority and allowing them to clear the concerned promotion examinations within two or three chances. A healthy working atmosphere will be created if we encourage such type of policies like the proposal for Stenos. Mind it cadre restructuring emerged because of their efforts only.
RR for promotion to RR additional provision:Junor having required number of 3 years of service in GP 4200 and senior having 2yrs of service in GP 4200. What I mean is that here sr. Refers toDate of Passing. Am I correct? If not, what des it mean. I think this provision is kept only for ITI to tide over the situation where 3years completed EAare less in number in some charges and giving chance to be considered in the same DPC, ubiectu after all the 3 yearscompleted EAs.
CHQ AGTITATIONAL PROGRAMME IS MEANINGLESS. THEY HAVE GIVEN A STUPID CIRCULAR. PEOPLE WHO HAVE NO VISION, NO WISDOM, KNOWLEDGE ARE SITTING THERE AND SPOILING THE CAREER OF OTHERS. If both Ministerial & steno cadre have its own separate channel for promotion then why have they promoted in ITI Cadre.Both are taking extra advantage and also act fallible in their blogs.

I do not agree .Cadre restructuring emerged not because of the so called seniors' efforts only, but due to efforts of all. If they could not pass the examinations in so long period ,it is their fault. Why should desrving candidates should suufer?
ITEF , kindly promote seniors as per their seniority irrespective of their passing departmental examinations please.
At this time it is need for all the employee that allocation of post will be made by the CBDT. A long time has allready been passed and now need to implement the cadre restructure immediately with retrospective effect. ITEF and ITGOA are requested that support the CBDT for implementation the cadre restructure without delay any time. Now need fast decision to implementation the cadre restructure.
