Agitation to continue from 21st January
Meetings on cadre restructuring with ITEF and ITGOA convened by Member (P&V), CBDT were held on 16.01.2014 and 17.01.2014. As stated earlier the main subject of meeting was different yardsticks adopted by sub-committee -1 and core committed and that of the ITEF. ITEF cleared its views on formula proposed by them regarding allocation of posts. Meeting was concluded without any final assurance except assurance of Member(P&V) to discuss the outcome in the board.

As intimated in our last circular a meeting was convened by the Member (P&V),CBDT with the representatives of ITEF and ITGOA on 16th and 17th January, 2014 to discuss the report of the Core Committee on allocation of posts. The meeting was chaired by Ms. Deepak Krishan, Member (P&V) and attended by Shri S.K. Lohani’JS (Admn), Shri Debjyoti Das, Director of IT (HRD) and Ms. Swati Joshi, Addl. DIT(HRD) from the Official side. Following ITEF representatives presented our views on various issues. Coms. Ashok B Salunkhe (President), KP Rajagopal (Secy. General), Ashok Kr. Kanojia (Addl. Secy), Raveendran B Nair, Yashwant Purohit (Jt. Secretaries) & Rupak Sarkar (Finance Secretary.
The discussion mainly cantered around the different yardsticks adopted by the Sub-Committee No. 1 and core committee and that of the ITEF. Further the stand taken by the Sub-Committee to consider the entire sanctioned strength (Existing SS and Addl. Post sanctioned by the Government) for determining the allocation. Thirdly, the modification carried out by the Core Committee. There was unanimity in both sides that the decision of the Union Cabinet and mandate of the Sub-committee and Core Committee were only with regard to the additionally sanctioned post. Though the broad yardsticks adopted by ITEF and the Official Committee were similar viz. Work load, Revenue Collection, Stagnation and Geographical area, the percentage and basis adopted to formulate the entitlement were different. The representatives also put forth to the authorities that we are inclined to have minor adjustments in the percentage adopted if the authorities divulge their stand, and ready to work out the allocation after carrying out required adjustments with regard to major changes taken place after the 2001 cadre restructuring. We have also emphasised our stands with regard to the Directorates of Delhi, Shifting CIT Charge of Haldwani, CCA for Chhattisgarh, abnormal stagnation in certain charges etc. The meeting was concluded with the assurances of the Member (P&V) to discuss the outcome in the Board meeting and reverting back to us at the earliest.
From the nature and outcome of the discussion, we hope that sooner than later an understanding can be arrived in the matter and the process of allocation started without further delay. Undoubtedly the allocation of posts is not the only issue requiring urgent action and immediate resolution by the authorities. The issues like Clear cut instruction as to how the Inter-se seniority is to be fixed as per Supreme Court order, Reversal of the instructions on Casual Labours, Implementation of already approved projects like lap tops to Inspectors, Increased Local Travel expenses to ITI/NS, Mobile handsets, Incremental benefit on promotion, advance increment to STA/Stgr., 6 Air-conditioners per range for staff etc.etc. are still pending. It is in this background the extended Secretariat Meeting arrived at the decision to step into the path of agitation. Therefore, all the Circles are requested to carry out the programme of agitation outlined in the Circular No. 37 dated 14.01.2014 from 21st January, 2014."

ITEF CHQ IS WRONGLY PRESSING BOARD FOR ITS VESTED INTEREST TOWARDS SOME CHARGES. REPORT OF SUB COM 1 IS TOTALLY JUSTIFIED WHICH TOOK CARE OF INJUSTICE DONE IN 2001. Report of core committee is also acceptable with some modifications. BUT THE METHOD ADOPTED BY SC1 IS ABSOLUTELY CORRECT.
Meeting karke result vahi rehna hai to ayesi meeting ka kya faida,kya aapko nahi lagta ki sirf time pass Kiya Ja raha hai.kitne official retire Ho rahe hai bina promotio ke inki kishi Ko hai chinta,who is resposible Ye aapko sochna hai.
WHETHER ITGOA AND ITEF ALONE IS FIGHTING FOR ALLOCATION OF POSTS FOR ALL CADRES?

In the last cadre restructuring in 2001, the ITEF had upper hand in allocating the posts(% basis) and hence they managed it at their FANCY. The yardstick adopted by the present Committee for post allocation is genuine and real one and deserves congratulations. Last time, in Kerala, about 100 employees have had to continue in the ABOLISHED post of LDCs for more than a year. It was heard that another charge, may be Kolkata, retained more number of posts than actually deserved. The same they loose now by the EVEN HANDED justice. Thanks to the Committee once again. The ITEF must understand that their call for strike and all will not be so easily taken up by the members/units anymore. The ministerial cadres would not forget the PARTISAN attitude taken by ITEF for the last decades. Your APATHY toward the reasonable and genuine grievances of the ministerial cadres is now known to everybody.
Mr. Purushotham das is absolutely correct..why ITEF is going by the vested interests of one or two circles which are not genuine? We have participated in n number of non-cooperation programs on the banner of JCA and not a single demand of ITEF meted out till date..most of the demands pertains to ITGOA and they generally be accepted and they withdraw from agitation..we will be used as shields.. since my joining in Department, i am hearing about 100 crores package and cell phones to employees and everybody knows what happend..shame on the part of ITEF..even they not raised the point of conversion of DR quota to PR at any forum..and most of our colleagues in Group C i.e., newly recruited TAs, Stenos and even newly promoted Sr.TA had to wait for decades to get promoted as ITI..if they shown 1% of interest shown on Parmar case on other cadres, we would have been very glad..
Ye kahan ka nyay hai ki District, stagnation, no of scrutiny and collection ke basis par number of post ka allocation ho. post allocation to number of assessee ke basis par hona chahiye. Jaise person se society banta hai aur unke liye medical, Road, police, infrastructure ki subidha hoti hai aadhik tax dele wale ko bishesh subidha nahin hoti hai. sabhi janta Indian Constitution main saman hote hai usi prakar sabhi assessee hamare Department ke liye saman hona chahiye naki adhik tax dene wale assessee, assessee sirf department ke liye ek assessee hai chhota barha nahin. sub committee and core committee durbhavna se prerit hokar kam kar rahe hai aur apane svarth ko sadh rahe hai kyoki unhen sirf mumbai and Delhi mein rahana hai.
25ALL INDIA ITSEWA FEDERATION IS WORKING FOR THE WELFARE OF THE SC/ST EMPLOYEES OF INCOME TAX DEPARTMENT. THEY SHOULD BE CONTACTED FOR EACH & EVERY STEPS. ONLY MEETING IS NOT SOLUTION. PLEASE GIVE A DEADLINE FOR COMPLETION OF PROCESS.
It is true that ITGOA is USING ITEF FOR ITS NEEDS. Whenever ITGOA finds its vested interest on any issue it will use ITEF under the banner JCA. But they never supported any single issue involving lower cadres. That time they use to speak in different voice like 'in the interest of revenue' 'in the interest of dept.' 'to maintain the smooth functioning'. They forget these words when their own interest involved. They should remember that without helping hand from lower cadres they cannot achieve their demands. Time has changed, ITGOA members should not behave in a manner they behaved in past. ITEF also should give only issue based support, not blanket support to ITGOA. If ITGOA suceeds in any of its demands , it is only because of the support of ITEF. After getting their demands fulfilled they forget ITEF. Central leadership should think over it.
The earlier ITEF leadership was against grant of advance increments to STAs for passing Inspectors Examinations. They simply used to put this in the charter of demand, only to be-fool the ministerial cadres and to stick to the Association. The reason is very simple – all the Stenographers in the Department got promoted as Inspectors (in Kerala on just completing 3 years in GP-2400/- to GP4600/-), whereas those ministerial cadres who completed 13 years of service in equivalent GP of 2400 are still in GP4200 as O.S/STAs. (Total 20 years service in clerical cadre in the particular charge). I could never understand why the mainstream cadres still stick to the ITEF and what for?

why there is urgency to bring stenographer cadre to main stream....i can not understand...if services of stenographer cadre is not required any further...it may be transferred to other deptt/organisation where required...because stenography was their main talent for which they were selected for job...it is highly illogical to adopt them in mainstream line of tax assistant, sr. tax assistant. inspector and ITO...
Dear,Are stenographers are permitted to enter the functional role of the department in any other ministry / Are they assume charge as Section officer in CSS. They take dictation and put in a format desired by his or her boss. After doing this stereo type work for 3 years, they claim as if gained knowledge in Act & Rules and they become ITI in some charges whereas the person who involved from the stage of preparing notice to computing tax for more than 15 days remains as OS or Sr.TA. Time has come to say 'good bye' to these Leaders from Stenographers and we must buy our own leaders. If not possible in the present set up of ITEF, Let us do some andolan to create new setup to protect our own (majority) interest.

inspite of given numerous request to authorities viz HRD, Board, and ITEF the cadre of HIndi transltors was left in the lurch. our only request was to allow us to appear for departmental examination for ITI on the lines of steno and TA.
i thinnk approaching CAT remains the only options
what about the cadre of hindi tanslators of this department.
Hindi Translators should translate in Hindi only and should not aspire to become Inspectors.
If a steno and DEO can become Inspector, any other cadre can become ITI including Driver, Peon, MTS, Hindi Translator etc...etc... no doubt. Nobody is below the above categories.
