Allocation of additional manpower due to cadre restructuring is still awaited. CBDT is yet to take final decision in this regard. The report of core committee is published in certain websites but that has not been approved by CBDT. To avoid confusion among the viewers we are not reproducing the suggested allocation as that might mislead the employees. It is learnt from reliable sources that Revenue Secretary, as directed by the Finance Minister has already intervened in this matter and made CBDT to review the allocation afresh. Meanwhile ITEF is continuing it's agitation programme to keep pressure on CBDT.

As informed earlier, the meeting with the Member(P) on the issue of allocation of posts of cadre restructuring, there was unanimity on the issue of allocation of additional posts created by the Cadre Restructuring instead of the entire sanctioned strength (i.e. existing + additional posts created) as proposed by the sub-committee and the core committee which is beyond their briefs and the cabinet decision. However, the proposal of the ITEF on allocation especially ITO and cadres down below is still under consideration. The CBDT may take a decision on the issue soon. The Secretariat of ITEF(CHQ) has meanwhile decided to pursue the following issues through sustained agitation.
1. To demand immediate allocation of posts and implementation of the Cadre Restructuring Proposal cleared by the union cabinet in conformity with the ITEF proposal.
2. Issuance of uniform instructions to implement the Supreme Court judgement in the NR Parmar Case with regard to inter-se seniority.
3. Reversal of the instructions on Casual Workers etc
a) Search & Survey Operations.
b) Not to submit any kind of statistical reports
c) Not to attend/work on holidays and after office hours

Let no ministerial cadre members take part in the unwarranted agitations. The major chunk of benefits goes to a few in a particular cadre. We all know that after the strike is over, the pendency of work would be hoarded on the shoulders of functional cadres and not on the technical cadres or the leaders called for the agitation. They are least bothered about the 27 years old RR !!!??? The non presence of a cadre-wise union has been badly prevailing, at least since 2001. It is high time to have a ......think it over...

ITEF's stand is purely based on the concern of big states, where its vote bank is more. BADI MACHHLI HAMESHA CHHOTI MACHLI KO KHA JATI HAI.
Cadre wise association cant achieve anything and United strength only can achieve something.
What about the 3050 daily wagers working all over india with out wages since last five months?
In-stead-of taking into consideration to those who have completed three years upto Dec, 2008, as suggested by the Core Committee,the CBDT should consider for all those 3050 whose wages have stayed as on May, 2013.
It is too late to allocate additional posts.Arise, Awake and Allocate the additional posts judiciously and immediately.
Dear anonymous, being in Kerala, I heard a lot about 'unity', 'strength', 'achievements', etc. etc.. It should not be to grab the loaf of bread from the hungry one. It should not be for bluffing its own members at large.

Dont reduce any post from Bengal Charge. Atleast they should not be allocated any new posts in the Cadre restructure as they have already excess staff corresponding to their eligiblity.

it was a fault from the union that it has never even asked to get all the additional vacancy for its existing staff as happenened in 2001.the vacancy period in each cadre should not be implemented. It should relax atleast as a one time meassure. Other wise most of the vacancies alloted for the existing employees such as executive assistant etc. are going to be vacant.

The staying period in each cadre should be abolished. If eligible candidates are not in upper cadres it should go to the bottom cadres.

It's a pity that nearly 20000 additional posts created but some region is loosing posts and virtually no promotion in that state. It's a shame that some of the other region employees are least bothered about their counterparts and only demanding early implementation. The height of selfishness !

please do the best output urgently,cbdt should take final decision on this primary matter in justifying way otherwise this will create differences among regions. that will harm the department alongwith output of the department in all areas. thanks

During the previous cadre restructuring Kerala region was the worst affected. At that time we didnt see any so called GENEROUS corners to fight against that. Yes, ours is a small charge. But it didnt mean that our shoulders are only the upward steps for those who belong to bigger charges. Any region in india where STAs are waiting for a promotion for more than 7 or 8 years ? Now how sweetly saying to be generous ! One who havent got cheese for their bread can make complaints. But it is better not in the expense of those who denied even a burnt piece of bread. There should not be any departmental promotion examination for promotion to the posts in Group "C" cadres atleast upto Inspector level. Because the Departmental Promotion Examination Mania is spoiling the ability of many. I mean to say, many among us who have cleared all the examinations are taking less interest towards service also many who could not clear, showing their casual attitudes. As per me it should be the ACR of few years that should determine the promotion prospectus of staffs so that team work which is highly essential for our organisation at present will be achieved. People of high morale and repute will be distinguished whether one works in accounts section , computer section or in ASTE. Seniors should be respected at all cost. Kindly, ensure promotion for all irrespective of passing the departmental examinations.

Barring one or two region all STAs have been waiting for more than seven or eight years for promotion to grade of ITI only the stenos have been getting advantages.There will be no disparity if all India seniority list is prepared in all grades.

@ sreekumar, Yes brother. I am an STA from WB region, passed ITI exam in 2007, waiting for promotion for more than 8 years. So what you think is not correct at all.
In our charge, stagnation of more than 12 years for ITI.

Realy i do not understand why this confusion for implementation of cr of IT Department ?
Dear brother. I am an STA from WB region, passed ITI exam in 2003, waiting for promotion for more than 10 years from passing of Departmental examination of ITI and I had joined in this Department as UDC in the year of 1998. So what you think and reply me more than 16 years working any candidates in any region as a Direct recruit UDC through SSC exam not promoted as ITI of this Department.
A time bar policy of promotion for all states upto Inspector level may be the solution to remove the disparities. Nature of duties by n large from TA to OS are similar. No one should be deprived of his promotion due to state conditions as work load in every states is same for lower level staffs. No departmental Examination upto ITI level. After becoming OS i.e after gaining a considerable experience only one should be allowed to appear ITO promotion Examination. Kindly, bring peace in the department.
Modernise promotion policies and assure promotion at lest upto the grade of Inspector. Revise the examination pattern of ITO and make compulsory training for ITOs and education qualification at least Graduation. Most of the ITOs in our department are unable to handle the public. It is shame on the part of our promotion policy.

Seniority for all cadres should b all over india basis n dates of dpc should b common. One more thing,early passing shold be implemented for all cadred.
in lucknow all direct UDC of 1998 are still waiting for ITI promotion inspite having passed ITI exam in 2003 or earlier. it took 15 yrs for direct udc to become ITI
As is informed through this blog, in so many charges, even direct UDCs of 1998 batches are awaiting promotions as Inspector. As the stagnation is very high,it is high time to exclude Stenos from feeder cadres...The RR must be reviewed from 2001.
In lucknow CCA Charge all UDCs who passed ITI exam in 1999 are still waiting for ITI promotion.Is there any other charge, where UDCs who passed ITI exam in 1999 are still OS? Someone right said it takes 15-17 yrs for a udc to become ITI in lucknow so for. In 2013, only those UDCs who passed ITI exam in 1998 and 1 or 2 who passed ITI exam in 1999 could got promotion of ITI. Is any other charge facing such stagnation?
Dear friends firstly you all know about DoPT 10.4.1989 rules reg. rules and various S.C rules followed by other Dopt rules occurrence of vacancies govern by exist rules not amended rules also consent accepted by Cabinet.
Dear friends, in andhra Pradesh also 1999 batch is going on for promotion to ITI. Stenographers, who joined in the Department as Gr.III steno in 1996 and passed ITI exam in 1998 are only getting promotion now. I do not know what wrong is going on? It is high time to keep quite is they do not know the position. Every time writing about the excluding of stenos for promotion to ITI will not make any influence. Stenos should fight for retention of their 1:3 reservation even after implementation of new recruitment rules.

In view of the above comments of our Departmental colleague, it is very unfortunate for an Direct recruits UDC/TA waiting for long period for promotion to as an Inspector. UDC and Inspector both are graduate Level Exam of SSC of Group C post. But an Direct Recruit Inspector got reach post /promotion of Group A post ACIT in 16 to 17 years in this Department .It is justified for UDC ?. I requesting to Hon'ble Chairperson of CBDT kindly adopt a rule for any Departmental promotion up to ITO, to conduct All India Competitive Departmental Promotional Exam for promotion to higher post as like rule of Banking promotional rule . Benefit of this competitive exam is no stagnation arisen in any region or N.R. Parmar related problem i.e Junior or senior problem or no of post of Regional allocation etc.

Regarding maintenance of All India Seniority for all cadres - if it is so, the promoted members are bound to be transferred throughout the country. In such a situation, two seniority list may be maintained - one, with members willing to go on transfer anywhere and the other, those who do not wish to. Promotions may be granted accordingly.

Please update about the latest news regarding cadre restructuring..I have heard from some credible sources that the final meeting of board took place today regarding the finalisation of allocation of posts, any update on this???
Joke cadre review is
all the additional vacancies of the restructuring should be distributed among the staff itself as in restructuring 2001. If departmental exam passed employees are not in upper cadres, promotion should be given to exam passed employees of lower cadre.
