This is in expected line.Head of ITEF always support ITGOA at their cause but They never stands with ITEF.
DR ITIs of SSC-2005 batch boycotted the strike all over the India against the partial attitude of ITEF towards DR ITIs for implementing N R Parmar Judgment and pressuring administration for making delay in implementation of the said order.
In Nagpur Region promotions have been released yesterday as per N R Parmar judgement.
Most of the Circle/Branch Presidents and Secretaries has already passed the ITO's exam and are waiting to get their promotions to join the ITGOA, hence always acts on behalf of the ITGOA
Please don't put any news that is detrimental. Specifically words like opportunistic is offensive. It has been a long year we have not been able to implement cadre restructuring. Rather our last minute demand on uniform implementation of Paramar case spoiled the present promotion. This strike call was not given by ITEF. Can simpleincometax please mention how many Officers Association joined this call of Confederation of central Govt. Employees & Workers.Hope our search for real news will be continued here in this site.

ITEF leadership should not blindly support the ITGOA, hereafter. Leave alone this time. ITGOA never supported our own department issues involving Gr.C employees. JCA comes into activation mode only when ITGOA needs number support to fulfill their own demands and it becomes inactive when problems of Gr.C arises.Sweetness can be felt only when sugar or thing made of it is tasted but certainly not just spelling out the letters written in paper as sugar. Whereas ITGOA repeateadly did do the same in past and will do the same in future as well. ITEF should not hesitate to cutoff relations with betraying friend.
It is worth thinking about what the ITEF has done to its own majority members(ministerial cadres). It must be rewarded like this. A union should have certain basic qualities. ITEF has nothing of that sort.
Don't create rift among JCA partners. JCA was formed to win over the common Departmental demands of Non gazetted and promotee officers. The strike call has been given by the Confederation of Central Government Employees in which ITEF is a constituent and ITGOA is not. So naturally ITEF is participating in the strike and JCA partner ITGOA is extending their solidarity to the striking employees which is a natural one. When common departmental demands comes ITEF and ITGOA will definitely fight together to win over the demands.

I.T.E.F. doesn't play any role in policy related issues or welfare of it's member rather it is group of some people who either work for posting of their own or their "Khaas" persons at their desired station and wing and regionalism prevails in them. As far as strike is concern many of comrades even don't know whether there is strike or not.

aterThe DR inspectors 0f 2005 batch did not attned the office on 12th and 13th. If at all they tried, they could have been kicked out especially in Mumbai. The ITGOA is also playing tricks since their elections are around corner.
ITSEWA Federation is not participating in the Strike Call. In Odisha, members of ITSEWA Federation were not took part in the Strike of 12th & 13th February, 2014.
IIncome Tax Errant/Evil Federation. Sorry this is not to hurt the employees being errant or evil, but the Federation is. Even we were under ITEF before becoming members of ITGOA. Did ITEF support the cause of ITGOA last year, No. then how do you expect ITGOA to dance to the tunes of IT Errant Federation. When ITEF talks about its employees, how Data Entry Operators were made TAs/Sr. TAs even though they did not pass through SSC. The Excise people have won the case on this issue. Please explain the heartburn you are causing to the Inspectors waiting in line for promotions, you cannot hide behind the garb of NR Parmar case. As one rightly said, Rajneeti ki rotiyan sekh rahe hai aur employees are becoming guinea pigs of self styled leaders who have no following.
The ITGOA is a paper Organisation and its leaders want to enjoy the position they hold. It is well known fact that the cadre restructuring is delayed because the ITGOA leadership don't want it to be implemented till their All India Conference scheduled to be held on 22nd February, 2014 at Chennai for safeguarding their position in the electoral politics.
ITEF is a recognized association and whereas ITGOA is registered one. Next, ITGOA shall not take part and parcel of Central Confederation as the central government employees confederation is meant for Group c non-gazetted employees and whereas the ITGOA is belongs to Gazetted employees association.
If any call from exclusive for our department, if ITGOA has not participated then we could blame them and also if agenda is common for both.
If call given by the Central H.qrs Association, irrespective of our individual views, we should participate and show our strength. Please watch the All India Bank associations strength. They may have also individuals feelings about seniority,promotions etc of their individuals problems etc, but they never hesitate to go on strike when the h.qrs call them. But our department is previously very strength. Since 2008, the new recruiters who are joined in the department from different states always tried to go separate from ITEF with their own agenda with selfishness which attitude is very dangerous to any association. They must be trained about what is association and how strength will come etc.
All the employers were becomes TA/Sr TA after passing ministerial exam like other cadres. But where were you sir , when many of UDCs were promoted as Sr.TA without passing any exam. I am sorry pointed it out. Hope being big brother, you should refrain to pass bad comments against any cadre.
Senior members and office bearers of itef are eager to do anything for the benefit of self and their family member by using the innocent common member. T
Next step of ITEFwill be begging before administration "not to cut salary for 2 days". As a employees union it should inculcate fighting sprit among its members, not begging tendency. No gain without pain, everyone should accept 2days pay cut happily and it is the individual contribution for future benefit. Only by this way each individual can be brought into the fight for right struggle and each ones role in the agitation shall be felt themselves. Instead our leaders wants to build the opinion that they are only saviours . It is not good for growth of employees union. Each employee should be made to feel their own responsibility by their contribution. When the problem is solved each employee will feel proud about their contribution. I think our leaders want the whole credit for themselves when the problem solved. Let them remember basically it is a union and it is united responsibility to solve any problem.

Parmaar issue has been referred to Law ministry for legal opinion.

ITSEWA Odisha has done the right thing by not participating in the strike. All other cadres should follow it.
Please don't blame new recruits joined since 2008. Selfish ITEF office bearers are themselves responsible for the present division within the federation. If the same continues, one day ITEF will definitely be dissolved.
The DRs of 2008 don't know the history of this department and ITEF's struggle to win over the employees' demands. Once upon a time this department was managed by the ruthless officers who don't care and concern about the non gazetted staff whom they treat as slaves. Because of ITEF's continuous struggle we are enjoying the fruits of the struggle now a days. They are not at all working in office hours and just talking in Tarang cell (which is got through ITEF's struggle) throughout India of talking about Parmaar case only. They will even demand seniority since their birth-hood in future. Just by putting 3 to 4 years of ITI service (without doing any useful work in office) they want to become ITO?? How many of them know assessment work, technical or judicial work?? Most of the DRs are doing SMS, chatting, preparing for the next departmental exams and other competitive exams during office time. most of them are sure to get banged by their higher authorities once they become officers.

even out president rajagopalan says that CBDT is pressurizing the DoPT to issue guide lines/instructions as per NR permar case and law ministry is looking after this issue. I do not know what is new in the NR permar case.
Identification of vacancy,number of vacant posts, requisition to SSC and SSC has to advertise those vacancies all should fall in the SAME YEAR , then in such case, DoPT OM 7-02-1986/3.7.86 is to be implemented ie from the date of advertisement and if any one condition as mentioned as supra is not there ie identification of vacancy in one year, requisition sent to SSC in another year and SSC advertisement even if in the same year, the DoPT OM 3.3.2008 is applicable, ie seniority will get from the date of joining in the department. hence, DoPT need not to issue a fresh OM on this subject. More over, if even then if any new OM comes, it could not be implement retrospectively since 1986. Next with regard to SSC notification 2005 and on words, THE SSC IS ADVERTISING LESS NUMBER OF VACANCIES AND RECRUITING MORE NUMBER OF CANDIDATES which leads to another controversy ie ILLEGAL RECRUITMENT by violating the Article 14 and 16 of the Constitution of india and those illegal recruited candidate claims to implement NR permar case, How the DoPT will regularize their service and fix such candidates seniority from the date of notification is question. Since such recruitment can be challenged by any common man in High court or Supreme court. My opinion is without waiting from DoPT, the additional posts created to all states should be distributed immediately otherwise election code may come and distribution may late to another one year.
next with cadre merger: in 2001 cadre review, the CBDT has created a mess by issuing different circulars especially to the post Senior Tax Assistants. Which cadres are merged to this Sr.TA are: left over HC/Assistants, DEO gr C and B and TAs and last UDCs. Thus feeder cadre to be merged to Sr.TA are as such. Division Bench of the Hon ble Punjab and Haryana High Court in Union of India vs. Mohan Singh, 1999 (2) SCT, 553, has held that a person in a lower scale cannot be treated as senior to a person in the higher scale.But this principle CBDT has not followed rather UDCs who draws a lower pay scale than the those of Tax Assistants and DEO grade B were put senior to them by taking only the date joining in the cadre UDC. When TA s were treated as promotion and FR 22(1)(a)(i)was sanctioned to TAs, but taking the joining date from the previous cadre ie UDC is leads to controversial and pending before CAT/HC. My plea is at least please pass a uniform guildelines with consultation with DoPT on this subject instead of NR permar case which is very crucial to conduct DPCs in the cadre ITIs as the feeder cadre would be Executive Assistants only.
I am surprised. Everybody here is showing that they know everything about ITGOA/ITEF but anyone here know why cadre review has been divided in 5 year for ITO to ACIT promotion and one year for others. Even JCA refused to protest in pressure of ITEF and even refused to add one line in their charter.
You are wrong. ITEF was totally silent on issue of ITO to ACIT.
Why DPC is not being conducted by UPSC for the post of Asst. Commissioner of Incometax and whether there is any stay for not to hold DPC. If for the reason to implement NR permar case, whether any CATs has stayed the proceedings, the CBDT may try to get stay vacated by filing counter in the said CAT-- 1.Ask the appellants to submit the SSC notification copy from which notification they have been appointed as ITI 2. Whether the said notification has been issued in the year in which vacancy was identified and requisition to SSC by the board in the same year3. Whether the appellant was appointed within the advertised posts or recruited in excess of the advertised vacancies. If all these conditions are same as with those candidates of NR permar case, then they are eligible to get seniority from date of notification. hence without bringing the actual facts and evidences before the CATs and the CATs are also not supposed to stay the DPCs without asking the appellants for such submissions. More over holding DPCs is against the Govt. and no person could not stop the functioning of Government especially for claim of seniority as it could be reviewed after DPC also.
