In order to boost the revenue collection and to meet the deficit of Rs 50,204 Crores, CBDT asks all offices to show commitment to work on a 24X7 basis for the remaining days of this fiscal. In a video conference held today, it also barred all officers starting from Assessing Officers to CCITs to leave headquarter upto 31.03.2014. All Income Tax offices will be kept open on 29,30 and 31st march.

I don't agree with the comments of many people who opted for going on strike at this time. First priority should be given to 'Revenue Collections' for the purpose of which our department is in existence. Definitely we should show our agitation, but I think this is not the correct time. First, one should know that cadre restructuring is being implemented for the purpose of improving collections but not to help the employees to get early promotions. Then on what basis one can go for strike with a plea of non/late-implementation of CR. Of course, I feel that 'strike' should be used as the last weapon to achieve our genuine demands.

Forget CR strive to achieve the target, the nation is calling you comrades. When there is no sufficient staff to fill the existing sanctioned strength, it is purely hypocrisy crying for restructuring. There are 3050 daily wagers all over India working in the Field Formation of Income Tax Department contributing their time & energy with negligible amount of wages. Please think a while... Consider then for regularization... Fill all the vacant posts.... than think of CR.
All employees are not recruited in the cadre of inspector to retire as JCIT. There are people with 20 years with no promotion.

You are a back door entered group of people. You are not recruited by proper method. You have prevented equal opportunities for the common citizen to get an employment in government. So you should exit from back door only as per Supreme Court recent judgement.
I think time has now come for all of us to recommend to the government vide an unanimous resolution of all employees in cadre bcd that no direct recruitment of irs officers are required in this department and only one of us should head this Board even if is 20 years from now. This is how British taz administration is functioning. Just getting through in one upsc exam cannot convert one into a person with ruling class imperialist attitude in present times when the ruler and the ruled masses (it employees other than group a ) possess the same educational qualification. Let's all unite for this cause and raise our voice against the rulers. Another sort of indepdependent struggle for liberation. No other negotiation is acceptable till such time the government is convinced on this point.
No need to work on holidays this year because the CBDT has not fulfilled its promises and commitments regarding cadre restructure. The revenue target this year was fixed considering the new posts to be allocated in CR. We in the department every year striving hard to achieve the huge targets fixed by the government. But the government/CBDT has allowed the department to function with depleting staff strength over the years. Despite the shortcomings we in the department right from a erstwhile group 'D' to Top level officers work together and achieving the targets year after year. Without getting CR before this FY 2013-14, if we work on holidays and able to achieve the target means, the next government will easily think that the department's bakraas will work day and night for achieving the targets even without sanctioning the CR to the IT department. We in the department always listen to the false promises and assurances given by the board from time to time and withdrawn our agitations on various occasions without achieving any fruitful results. So this is our pay back time to the CBDT to show our anger and disappointment of the entire rank and file of the department with the CBDT. Let the ITEF/ITGOA and IRS unitedly give a call to boycott this year's holiday duty and show our resentment otherwise forget the CR if a new government comes to power in May/June 2014.

All staff of IT department are useless and should be thrown away immediately. Their work should be outsourced as has been done in the case of CPC Bengalore. Outsourcing should be encouraged on warfare level.IRS officers are brilliant enough.They will manage with outsourced staff.Moreover, all staffs are greedy and looteras. Bcoz of them, image of the department has gone down.
There is no debate of supremacy of IRS.They are recruited through UPSC and they will rule.Question is what is the contribution of staffs in nation building?

Yes, there is Jameen-Aasman difference in status of IRS and other cadres, but that does not make IRS a super- human. The so called coaching factories situated in Mukherjee Nagar at Delhi and more recent years Anna Nagar(Chennai) factories able to make paisewala candidates with average IQ as Kismathwala. There after they are trained at public money (it costs 20 to 25 lakhs for management training at IIM, Ahmedabad) for couple of years before induction besides the fact that they are paid salary and increment also. There is hardly any born genius on earth, all are trained. Especially in India, birth (social status -community, economical status-affordabilty) determines everything. There are persons with graduation accompanied with higher IQ level working as MTS due to socio-economic situation of his or her family. What I want to say is that when somone seeks parity in some aspects, kindly don't utter such a words which means special treatment is the birth right of Gr.A. We are mot living in colonial imperialistic socitey. Gone are those days.
We should do our duty for which we were recruited. This is True where the conducive working atmosphere exists. We work , where the head responsible for smooth functioning of the department sat on file and passed time while in service and felt satisfied by clearing at the eleventh hour, where the attempts are always made by authorities to befool the subordinates by false promises and tracking backward after completion of their task and we come back empty handed and frustrated , where cream together with cake is eaten by top brass and empty oven is given to subordinates and telling them to enjoy the feast.
It is said that CR is for augumenting the
collection, not for creating promotion opportunities. Yes, true and also It is true that each year target increased but not a manpower. We demand immediate implementation only after reaching a critical stage beyond which working with current strength is herculeon task. In field formations, one inspector is managing ehole range. How can one expect efficiency in his or her work. How do authorities expect completion of target. It may be possible for one JCIT/Addl.CIT to head 3 or 4 ranges, but certainly not possible for one inspector to efficiently look after 3 wards where field visits involving other departments like courts, Registrar office, Banks and financial institues for deepening tax base, making enquiries for the purpose of broadening tax base are involved. So, to augument collection man power at bottom level must be augumrnted first.
As our bosses will render their ears only when they need our help,so we should try to follow their line of action. Get our demands accepted in balck & white. This is the appropriate time. If we miss we may have to repent.

Obviously, this post has been sent by an IRS officer of feudal mindset those believe that the Inome-tax Department is his kingdom and all Group ‘B’ downwards officers/officials are their bonded labourers.
In his mindset, the IRS officers are only eligble employee of the department for smooth and faster promotions.
But Mr. anonymous, all the employees of the Department from CCIT to MTS plays pivotal role in collection of tax. Every year, our Department achieve set targets of tax collection due to not only sincere efforts of IRS, but all employees plays equal role in achieving the target..
As regards to promotion of down below the IRS is concered, it is respectfully bring to your kind notice that an ITI of 1991 batch is still working as ITO and got only one promotion after lapse of 23+ years and are still waiting for promotion to the grade of ACIT.
On the other hand, IRS officers of 1991 batch has recently been promoted to the grade of CIT. Therefore, they got four promotions within 23 years.
For promotions to the higher grade, a Ministerial staff has to qualify the following examinations:-
* Departmental Exam for Ministerial Staff.
* Departmental Exam for Inspector.
* Departmental Exam for Income Tax Officer.
But, there is no barriers for an IRS officer to qualify any exam after completion of the training from NADT.
So respected sir, do not post anything which promote confusions amogst our own staff. It is humbly requested not to recommend for dismissal of all group ‘B’ and downward staff …….haa…haa….ha!

I hope india is now republic and being ruled as per constitution. Govt. Employees including IAS are meant to help the President of India in the governance of the country and hence all appointments in the central government is made on behalf of the President of India. Person with higher responsibility is placed above the persons who are employed for assisting him in fulfilling the responsibility assigned to him. It doesn't mean that the person with higher responsibilities has become ruler. Colonial mind set.
In recent days, some posts are of the nature degrading the staff belong to non-IRS. Ignore them. They should know that the pelting stones from glas house while continue to stay inside would not harm outsider.

MOST OF THE ACITS DO NOT KNOW EVEN HOW TO RECORD A STATEMENT, WHAT TO LOOK FOR IN 133A/132. THEY ARE MADE AS ADITS. ASSESSEES ARE LAUGHING BEHIND OUR (DEPTARTMENT`S) BACKS. EVEN IF SOME PROMOTEE OFFICERS TRY TO GET IT RIGHT, THEY DO NOT LISTEN. MAKING FOOLS OF THE DEPARTMENT.

I think one of the persons is talking too much about the illegality of the recruitment process and the supreme court judgements. Please remember that SSC and UPSC are independent bodies and they recruit as per the directions received by them. The case laws you are relying upon follow a different fact-pattern. If 2005 batch people are illegally recruited, going by the same logic, most of the batches (LDC/UDC/ITI/TA) fall in the same parameters and thus be called illegal recruits.
yes, neither SSC or UPSC are exempted form avoiding article 14 and 16 of the constitution of India. Where is the equality of opportunity was given to the public who have completed graduation in the year 2006 and 2007 and because of for not advertising these 808 vacancies, the other states like Andhra Pradesh, Tamilanadu, Karnataka and kerala graduates have lost their opportunity and if any one file a PIL in High Court, then you see the music and dance . Including Chief justice of India are not exempted in voilating the fundamental rights under article 14 and 16(1) of the constitution of india. If the DRs of 2005 have strong enough then why they are not giving notices to the respondents who are above in their seniority list.You are just asking the CAT to implement NR permar without answering your local stand. If you say you are senior to some promotee then you have to give a notice to the promotee. Without doing so, you are all playing with CAT. It is just your luck. If any one question your local stand, then you watch the cinema.
Some one has commented the case laws relied facts are different from the SSC 2005 recruitment.The said Supreme court orders in the case of Assam Public Service commission and Renu &others has laid down the principle how public appointments have to be made and how it could not be done like back door appointment, without advertising the vacancies. It is a law laid down . More over the Supreme court once again reiterated the fundamental rights under article 14 and 16 of the constitution of India. Please read the judgements 5 times then comment Mr.DR 2005. Promotees are normally smooth going persons. If you try to challenge their patience of promotees or their ego or to keep them down your foot,you will be no more in picture. Facts,Law,Nyay and Chattam are in favor of promotees. So my DR ITIs stated to have been 2005 batch have no locus stand to continue in service and with the mercy of promotees, you are now present in the department.Do not challenge without having defence. Even President of India give mercy to you, facts would not change like Hanging was converted into life imprisonment.
