Finally some good news for Gr C employees ! CBDT directed all Pr CCITs to conduct DPC for vacancy year 2014-15. As the new RRs yet to be accorded DOPT clearance, CCITs may go ahead with existing recruitment rules for promotion to the post of Gr B & Gr C categories.

What about ITO to ACIT consequential vacancies? When will it come? ACIT posts of 2013-14 & 2014-15 of 135 each for promotion quota and 2014-15 regular vacancies are yet to be filled in. Previous Chairman assured to convene DPC for ACIT before 31.12.2014. But no steps taken so far. What ITGOA is doing? Mr. Bhattacharya please wake up from your long sleep.
In places like CHENNAI no eligible stenos are there for inspector promotion. Boards direction is silent about this issue. Clarification may be given
Better late than never. Hope it will be implemented at the earliest and in right spirit. Due to stenographers quota many seats in ITI cadte is lying vacant. I hope those seats would be offered to other ministerial staff members.

Nothing was regarding seeking about relaxation. One cadre I.e. existing OS not eligible for promoton of AO as dpc for 2009.10 n 10.11 was only conducted in 2012.
All group B and C posts for R.Y. 2014-15 are to be filled by 21/12/2014. The NRP is affecting the seniority in these caders also. Then why DPC for ITO to ACIT for R.Y. 2014-15 should not be conducted without NRP to save future pomotions prospects of ITOs waiting for promotion?
Why not DPC for ITO to ACIT without NRP when all lower cadre DPCs for R.Y.2014-15 are to be conducted by 21/12/2014 without NRP

I want to know whether stenos who are in Grade pay 2400/- and completed only 3 years of service (not even elligible for Steno grade I as not completed requisite 5 years of service) are elligible for ITI cadre or not, on the other hand large number of dept. ITI exam passed candidates available in Sr.T.A cadre who completed more than 7 years of service in the department are still waiting for promotion to ITI. How could be a stenoII (Grade pay 2400/- )are senior to Sr. T.A. and becomes ITI.
Again it is proved that ITEF is only stands for Stenos & ITIs.
Stenos are senior to sr.TAs by virtue of policies persued by comrades Sh. KKN Kutti n sh. PK Vasudeva.They both have ruined the carriers of ministrial staff employees.They were basically touts of the administration. They had not made any effort to remove this disparity in promotion to iti between steno & sta prevailing since 2001.

It is very un-fortunate for the inter-charge transferred personnel to get the benefits of this Cadre Restructuring. The Board has already passed the order that the previous service rendered shall not be counted for seniority for promotion.
As per the NRP case, the seniority of an employee shall start from the date of publication of recruitment for the post irrespective of the day of joining in the department.
In light of that, the Board may count the period from the date of advertisement to the date of joining in the previous department for seniority of an inter-charge transferred personal, that means the period at the new charge, plus, the period from the day of publication of recruitment till joining in the previous department should be considered for seniority in ICT cases.
By this, in most of the cases, there shall not be a problem of completing of three years of regular service for the ICTs to fulfill the minimum requirements for promotion, as the un-serviced period to be counted for seniority after implementation of NRP is actually a service period for an ICT. Accordingly, confirmation for the post in the new charge may be determined by considering the service actually performed in the new charge plus some period of service due to the effect of NRP. This may be helpful to promote an ICT to a vacancy post when there is no other eligible senior to him.
If the Board kindly accepts this view then most of the ICTs could have promoted to the posts lying vacant because of non availability of eligible candidates.
ICTs if you feel this may help you , kindly comment on this issue and may request to our ITEF, General Secretary Sir to kindly take initiatives to promote ICTs.

Pr CCIT Chandigarh going to conduct the DPC keeping in view the deadline of 21.11.2014. What about the deadline of 24.11.2014 for the implementation of NR Parmar? Nothing has been done. By making the Task Force, he has given a quite burial to the decision of SC and to the directions of the CBDT.

NRP will never be implemented in any of the Central Government offices due to subsequent Supreme Court rulings in few cases which are quiet contrary to NRP decision.

K P R & party was very active when the first advisory excluding the UDC cadre was issued. What are they doing when the DPC are being conducted sans NRP. why not the matter is being taken up with the chairperson ?
There are so many posts in the cadre of ACIT are vacant throughout the country after implementation of cadre restructuring. The need of hour is conducting of DPC for ITO to ACIT for R. Y. 2014-15 without NRP. The ACIT being prime executive strength of the deptt. Is overburdened with additional charges. When these facts will come to the notice of the concerned?
No need of ACIT. Tax Assistant will handle everythings. Without NRP no DPC should be done.

The news of Cadre Restructuring and issuance of new Recruitment Rules for ITIs brought a fresh air of relief for thousands like me. It was felt that having a strong organization like ITEF behind us will help the things to go in a faster pace and the whole process of cadre restructuring will be completed within set time frames. Further, It was assumed by fools like me belonging to Ministerial Staff that now no seats will be kept vacant in the cadre of Income Tax Inspector for want of eligible candidates from the irrational Stenographer quota.It was assumed that all the seats will be filled in ITI cadre and no person will be deprived from well deserved promotion.
But, gradually the things became clear and the worst thing that became clear was that our own organization ITEF is least interested in getting the things done right.I hadn't heard or took part in any agitation of ITEF to get the process of cadre restructuring completed in set time. Neither, ITEF raised any voice to get the Recruitment Rules passed and notified. The few meetings etc done by the leaders of ITEF are nothing more than eyewash.
Finally , ITEF raised its voice through circular No. 51 dated 22.11.2014. About the new Recruitment Rules, it said all the same old stale things that it will take time etc etc. What the heck was ITEF doing for the last 1.5 year. Wasn't it intentional for ITEF not to raise any voice for getting the new Recruitment Rules notified earlier. Further, in the above mentioned circular our dear leaders added a line " It was also decided to move separately to the Competent Authorities to get relaxation for filling up the posts in the Inspectors cadre lying vacant for want of candidates in one of the two categories by considering the candidates in the other category."No clarification was made on part of ITEF was made to make the things clear that what two categories are being discussed in this line. Again blindly believing ITEF leaders, fools like us thought that may be this line mean that if seats of Stenographer Quota are vacant in any region due to unavailability of eligible candidates from Stenographers then such seats will be filled by staff from Ministerial Quota. This also made sense to us keeping in view the fact the the new Recruitment Rules will be notified within few months and this Quota System will end .So, there is no sense in keeping seats vacant in Stenographer Quota.
But neither, ITEF cleared the situation about this category phenomenon and nor any voice was raised by our Hon'ble leaders to get this formula implemented. I don't know where leaders have moved separately in this direction. They already were moving towards direction of ruining of organization and may be they have moved many miles in that direction by not raising any voice. I don't understand what would have cost their pockets if they had raised the voice before the CBDT that the seats in cadre of ITIs lying vacant for want of eligible candidates in Stenographer Quota be filled by the eligible candidates from the Ministerial Staff Quota.

How the 2012 batch MTS completing 3 years service now? First try to learn the work and rules of the department. Your eligibility will reckon as on 01st January of the DPC year only for the respective DPC year. More over as per model recruitment formulated by the DOPT from GP 1800 to 2400 is mentioned as 10 years. So don't expect any promotion for you in near future. Try to write next grade exam and go for that. As most of the newly recruited MTS are well educated, they can clear the competitive exams very well. All the best.
Which region DPC would be conducted. In Rajasthan doc shall be delay due to ITEF GS SP SHARMA directly effected with Nrp. So he don't want to conduct dpc. It is delay due to his efforts. Doc for ry 14-15 will be conduct in Janurary 15

The value of Govt job is so high that highly educated people are joining the Deptt as MTS. Every body wants promotion. Nothing is wrong in it. In foreign countries educated students do the work of sweeper, gardening, cleaning etc. There is nothing wrong in it.
It does not matter that what are u doing for earnings but it is certainly matter that when thousands of senior employees who are far far senior are not getting promotions depite more than 20 yrs service , these newly created cadres are seeking of promotions

Without fulfilling the above condition how one can expect their next promotion?. Every one wish to achieve some posoition. TA wants to become DR ITI, DR ITI wants to become DR IRS and DR IRS wants t o become IAS. When happenings are not in line with their wishes, they wants to achieve at least by promotion. Our (highly) younger brothers who joined becoz of circumstancds as MTS wants to progress in their carreer. I know one MTS brother of general category always miss his chance by one or two marks for TA whereas another person who scored less marks in tier I and II could qualify for inspector. The reason is obvious, reservation policy. Such a persons should not be insulted by discouraging them. U r blessed, for that reason atleast show some mercy towards them. Leave this thing apart.
When the work culture of erstwhile gr.D has changed long back. Did any Gr.D employee sweep the office during past ten years. They stoped doing that long back. They never did any clerical job except pasting covers in tapal section. Where as in most offices MTS are utilised for return entry processing and so on. Even they attend the technical snags in computers with out waiting for the technician to arrive.
When utilised for work we treat them as educated, whereas when they express their wishes we remind them as they are replacement for Gr.D staff.

CBDT is becoming weak! day by day! So Parliament should pass a bill to collapse the CBDT and constitute SBDT means state Board of Direct Taxes with autonomous power and make an IAS its chairman. It will definitely help govt to implement all laws and rules and more taxes will be collected.
Mumbai administration has published thr eligibility list of STAs for promotion to the post of ITI.
It is a matter of concern that :
1)CBDT advisory on NRP has been ignored
2)consequential vacancies which has arisen have been allotted for filling up in RY 2014-15 and not RY 2013-14 which is a blatant violation of rules.

In Sept & Dec 2014, Madras has issued Promo order for chain vacancies for the post of ITI and tagged it with RY 2013-14. That is the correct thing. Why Mumbai is violating the rule?
