Implementation of Parmar case : Revised advisory issued by CBDT

Implementation of the Decision of Hon'ble Supreme Court In the case of NR Parmar (CA No. 7514-7515) and others- Corrigendum to Advisory dated 07.11.2014
CBDT issued corrigendum regarding advisory issued earlier on 07.11.2014. Now they made it clear that the SC verdict will applicable to all Group B and C posts where there is a component of both Direct Recruit and Promotees are present. It means this verdict will be applicable for not only Inspectors but equally vaild for TA, LDC, DEO etc.
Details of requisition made to the recruiting agency for direct recruitment and the applicable recruitment year has also been provided by the board for necessary action at CCIT(CCA) level.
It is once again prescribed a time frame for conduction review DPCs in all regions. All such review DPCs should be completed within 30.01.2015.

What it means ? will Tax Assistants from 2011 batch be promoted as Sr. TA as per review DPC, which would be conducted by 30 Jan 2015 ?

January 18,2015 8:50 AM You are correct but the person has to clear the MS exam.... but one doubt, people who have cleared the exam in dec-14 are also going to get place in review DPC because their seniority starts from 01-01-2015? Any expert may give input to this query!

No litigation in stenographer. Because there is no promotion system for steno-II and there is no DR system in steno-I. This means NRP is not for stenos . NRP will be applicable only where DR and PR is exists in a post. In stenos it is not. So do not spread rumour without knowing the basics.

What about dara entry operators from local employment exchange and sports qota locally recruited compassionate appointment recruitment thru back door i.e. unadvertised. Dual seniority issue.

What will happen.

Is the inter-spacing of DR & PR possible without the vacancy register ? Pr CCIT Chandigarh trying to revise the seniority of UDC without identifying the no of posts in a R.Y. revised seniority of UDC uploaded in which there is no mention of the vacancy year in case of the PR UDC

Baboo where is the matter of fixing of seniority. There is no PR. Why u r spreading rumors and misguiding others. Your venom must be there in your mouth only. Do not provoke otherd out of proportion. Moreover nobody get recruitment from backdoor. If u r TA think yourself. Computer data entry test is must be qualify before final rrecruitment.

And sportperson are the dignities who are well trained in their fields and by giving them job nation just paid their thanks. They r not the persons who selected thru ssc with mischievious means.

can anyone please clarify about the promotional aspect of 2011 batch due to NR parmar implementation? are they become eligible for recruitment year 2014-15 or 2015-16..kindly throw some light on it!

Parmar case is irrelevant to stenographers cadre since this cadre is having only direct recruits and not any promotees. However, there is scope for placing the seniority of direct recruits who have recruited in one charge against those of joined in that charge on inter-charge/inter-department.

from the review dpc which is going to be held before 30.1.14 in all regions. who all are going to get benefit? will they consider the candidates who have cleared any departmental examination in 2014?

2011 batch first learn the work of the department and do some fruitful work. Later you dream of your next promotion. Your elder brothers are still waiting for their promotion over 6 years.

When for promotion to the post of ITI and ITO an examination system is existing...then, the 1st person qualify should get the promotion 1st.... seniority should only consider only between the qualifying candidates for a particular year..... by this, the Parmar complexity would be also minimized...
The current system was the brain child of worthless union leaders...CBDT should think seriously in this regard before finalising new RR...

11.23 comments is already existed in Audit and Accountant General Office and other offices also. That is vacancy based examination and promotion.

Direct recruited UDCs feel that they are above IRS and directly be promoted as IRS. Stenographer never feel that.

No No they feel that only this cadre is running the department. only they are legitimate owner of department. only this cadre is recruited to run the department, all other cadre are fools. even they objected vide their comments, recruitment of sports persons, compassionate appointments. Although compassionate appointment are for the immediate benefits of children of our colleague who died within service or on duty. they objected, have they think, what will happened when anything happened to them. they are commenting upon the recruitment of other cadre who are legally recruited by the Department. Shame upon the person who are destroying the image of good persons of department

what about stenos..... ? If DEO is given the benefit of this decision then why the stenos are excluding.....? It means one advisery should be implemented by the CBDT.... ...

My dear does n r parmar allows giving seniority to inter charge transferee. If yes then what about rajeev mohan supreme course decision. Rajeev mohan is now land of law not n r parmar.

Implement NRP for the cadre of NS, FARRASH, zaduwalas, safaiwalas, staff car drivers, peons if left etc etc

Those Pr. ITI who failed to get their due promotion of ITO's due to non implementation of NRP in their previous cadre or due to betterment(?) policy where reserved candidates are continuously eating the major chunk of vacancies meant for general cadidates thereby by making their promotion prospects bleak should be promoted as Principal Inspector of Income tax and should not be posted under ITO junior to them.

a news in amar ujala 9 Feb 2015 soon large number recruitment of mts in central govt. departments dopt asked the details of vacancies from all central dept. But what about the 3300 cassual labourers working from 15-20 years in I. T. department, what will there future.
