The much awaited general instruction from CBDT finally arrived. As informed in this blog earlier that Board was going to issue general instruction for granting two advance increment to Sr T.A.s and Stg Gr I (Erstwhile Stg Gr II in the pre revised 5000-8000 scale) for passing departmental Inspectors' exam.
"....It has been decided by the competent authority to extend the benefit of two advance increments to the cadre of Sr T.As and Stg Gr I (erstwhile Stg Gr II in the pre revised scale of Rs 5000-8000) on passing the departmental exam for Income Tax Inspectors."

It is evident in the order that judgements of different tribunals and court of laws compelled CBDT to issue a general instruction in this regard to avert further litigations. The influence of association is not very prominent in this case though they are already in a self apprising mood !

ITEF has atlast able to convince the board on this issue and achieved a long pending demand. When will the laptop to ITI, cell phone to staff and enhanced petrol allowance to ITI and NS will be achieved?
No ITEF hand in the present instruction by the Board on Advance increment issue. This is in the light of so many court verdicts. All most all have paid the advocate for filing OAs. In Kerala more than 1.25 lakhs have been paid, the case is pending. Big thanks to those who fought for our right.

Mar 28, 2015 at 2:26, u may be or may not be correct with regard to ITEF on working conditions. As far as Adv.increments issue cobcerned, the victory can not be claimed as achievement of ITEF. IT is a victory of group of individuals who spent money to get this through judicial system. Our friend also compared with other departments. Yes, in other departments like these issues would have been taken up by employees union to the court when all dialoque process failed to yield result. In incometax our federation failed to do that. Even now it is believed among majority of our employees that this is much agaibst the wishes of leaders of union.It is the group of individuals who spent money and time deserve congrats. Congrats to all of them.

Can anyone reply that ... if a TA gets increment of ITI exam passing and his junior gets ITI exam passing increments as SR. TA and then how will the pay of senior official will be fixed....?
This is pay anomaly ,but sixth pay commission gives no benefit under pay anomalies
I totally agree with Shri.KNP and others. For example, in 1999 & 2000 if I am correct two DPCs were not conducted in one of the southern most regions and the same was held in CBEC through judiciary. Think who got benefit in this case? DR UDCs.

The issue of advance increments to Sr. Tax Assistant for passing the Departmental Examination, ITI started from the year 2006 on wards. Even though, made various representation before the ITEF leaders regarding this issue, they kept mum. It is Mr. Sunil from Kerala pioneered to get a verdict from the court and latter on the Sr. TAs of Mumbai. Various litigation before the CAT compelled the CBDT to issue this general order.The credit goes to judiciary not to ITEF
If ITEF had not intervened the CBDT, it could have gone on appeal surely. Its ITEF's pressure only we could get the general order for all the employees otherwise it would not have possible to get this order. Yes we must also thank the people who went for judicial forum.

It is from 2010 onwards. Before it was date of last exam held.
The order is issued after receiving clarifications from DoPT, DoLA. If ITEF intervention could influence all those agencies and bring such a beneficiary order to small group of our friends, with out further appeal. I request the ITEF kindly use the same formula and get the orders for creation of EA and thereby new RR to all posts becoz by this whole rank and file shall ever loyal to u.

The advance increment for passing of Insp Exam to STA & Stg is a long pending demand of ITEF which has been achieved very recently. Some PONDIT of this deptt who always telling lie and maline the staff members against the Service Association. It is very aparent from the day to day experience that there are so many Orders passed by the Judicial Authority but Board is yet to pass any order to that effect, untill DOPT has passed the Ordr.In this case.... Thanks and convey my Gratitude to the Central Leadership of ITEF as they have pursued the matter and intervened in a proper manner. Otherwise no such Order is passed by the Board like all other Judicial Orders. Meanwhile, may I ask a question to the Blogger that HOW HE/SHE PASSING ANY COMMENTS IN RESPECT OF ANY ORDER OR ANY SERVICE ASSOCIATION...of course the Blogger have the right to inform any news and may seek any comments from the readers but it is not desirable from the Blogger that they make any comments against any Service Association which are being found since its inception. Think again that who is actually going to be benefited from scenerio. Maximum benefits are going to steno b coz this is the only cadre which passed the exam lately. All minisitarial staff passed their exam well within time earlier they got their promotions very late. Now u can understand that why all of sudden itef involved. The issue wss fought by ta sta but benefits taken by steno.
What about release of Steno quota for ITI promotion, ITEF?
Is it obligatory to any State/Central Govt to accept any Court/Cat Order until it becomes routed through Hon High/Sup Court ?
In support of 5.5724 pm blogger, even though the Hon’ble Supreme Court’s five members constitutional bench order dated 15.07.2014, declared the DOPT’s OM dated 22.07.1997 illegal(which deals with departmental examination for SC/ST candidates), the DPOT and IT department not looked into. Revision of seniority done everywhere starting from ITI .Now, the recent circular dated 30.03.2015 of ITEF made it clear that recosting should begin from bottom and proceed further upwards. Now, once again revision of seniority. When will be the correct seniority list become ready? Will it be before implementation of 7th CPC?
The Administration of this COUNTRY is governed by the Hon'ble Courts(either by the lower courts or by the Higher Courts).This long pending demand is being denied by the CBDT for a long time.At last their(CBDT) motive to deprieve the STAFFs(mostly the STAs) who passed the Departmental ITI Examination from getting two advance increments is defeated in the hands of Judiciary.So Congratulations to the Judiciary for giving justice to the deprieved Staff Members of Income Tax Department. Congratulations for those who fought for 2 advance increments. Dear friends can anyone tell whether the 2 advance increments should be given by 3 + 3% or directly 6%.. Any orders have been issued in this regard ?. If so, from which date it is applicable. ZAO objects for 3 + 3%.

It should be two increments from the last date of examination or declared date of result as on year of passing.
Mumbai CCA stopped giving 2 advance increment for passing ITI exam to Sr.T.As ans stenos. From thier point that word"henceforth"implied that it will applicable from now onwards.It means that those passed earlier will not get that. They have to go the CAT once again to get the battle won.

Sir, The ZAO Offices in Pune and Mumbai is still creating a confusion with regard to the Circular dtd 27.03.2015 and thereby not granting the Increment. The controversial Para 2 of the Circular dtd 27.03.2015 reads as under :
” Consequent upon the Order passed by the various Tribunals and Courts in the above matter and opinion provided by the DOPT and DOLA on the issue, the matter relating to the grant of two advance increments to the Cadres of Senior Tax Assistants and Stenographers Grade-I (erstwhile Stenographers Grade II in the pre-revised scale of 5000-8000) on passing the Departmental Examination for Inspectors may henceforth be regulated as under”
The Term “Hence Forth” is creating a lot of confusion. All of our Batch cleared the Inspector Exam during 2011, 2012 and 2013 while working as a Senior TA. As per the above Circular dtd 27.03.2015, all of our batch are eligible for the Double Advance Increment based on the Para 3 of the Circular dtd 27.03.2015 which reads as under:
” It has been decided by the Competent Authority to extend the benefit of two advance increment to the Cadres of Senior TAs and Stenographers Grade-I (erstwhile Stenographers Grade-II) in the pre-revised scale of Rs 5000-8000) on passing the Departmental Examination for Income Tax Inspectors .
However The ZAO Offices claim that the Doubtle Advance Incremement may be given henceforth to those Senior TAs and Stengrade 1 who pass the Dept ITI Exam after the Court Order date.

What about advance increments on passing ITO's exam by TA
In, WB, the newly recruited steno gr.II with G.P.2400/- are getting promotion to the post of Inspector,whereas, Sr.T.A., with G.P.4200/- are not being considered for promotion to the post of Inspector. Admin please look at this matter, which is very illogical
Dear friend this admin is not instrumental to solve the issue. Admin have no powers to raise the the matters with the concerned authority. Better to file a case with CAT. Even ITEF will not extend their help.
Can anyone tell about method of granting two advance increments on pasing ITI exam. Whether it is 3%+3% or directly 6%. Is there any instruction about this. Please tell.
Had anybody filed their representation for advance increment for office superintendents. As the increment was given to OS is only for a reason that there is a change in the nature of work. OS had not got any benefits for passing the examinations. OS gradepay is also same as the Sr.TAx Asssistants. If any filed representations or filed a case pls let me know. in this regard ITEF has raise their voice.

I passed ITI's exams in 1997 and I was not granted two advance increments at that point of time. I approached the CAT and the CAT have granted me the advance increments. But the Department have filed writ petition before the Hon'ble High Court of Andhra Pradesh and the same is pending till date. But yesterday only, I could know that the Board have settled the legal issue and issued orders in March 2015 granting the advance increments to Stenograhers, Gr.II. I retired from service as ITO on 31-7-2011. Thanks to the Board for the monetary benefits granted and I will have to pursue for further action.
