It is reported that promotion and posting to the grade of CIT is expected very soon, probably within this week. As per sources 1992 batch IRS officers are going to be Commissioners.
JCA asked Revenue Secretary for an appointment.

The National JCA met at Manishinath Bhawan as scheduled on 4th May 2014.
"All the members were in unison that the situation of apathy on the part of the CBDT cannot brook anymore and it is time to embark on serious agitation under the united platform of JCA. It is also noted that the intervention of the Secretary (Revenue) and his assurances need to be taken note of and some more time should be given to the RS to respond and decided to seek one more meeting with the Secretary (Revenue) at the earliest. It was also decided to write a letter to the Secretary (Revenue) highlighting
some of the issues already taken up with him through our Memorandum with a request for his immediate interference to avoid industrial disturbances in the Department. Accordingly we sought a meeting with the Secretary (Revenue) at the earliest vide our letter dated 05.04.2014.
i) Promotions to various cadres pending for more than a year and issuance of uniform
instruction for implementing Supreme Court Order on inter-se-seniority.
ii) Filling up of posts of ACIT created in CR 2013 at one go and creation of
commensurate posts in the cadre of AO/PS
iii) Fixation benefit on promotion and advance increment on passing Examination.
iv) Amendment to IRS Recruitment Rules & framing of Transfer Policy.
v) Reduction of existing strength on allocation of CR Posts.
vi) Approval of schemes sanctioned from 1% incentive scheme."

We welcome UPSC screening in order to promote an ITO to AC.such screening is now operation in respect of IAS,IPS and IFS. We should not oppose it.
JCA demanded in the circular 5th may 2014 about amendment in IRS recruitment rules. But they have forgoten to demand Inspector recruitment rules which was not yet officialised so far and more over atleast this time also JCA have not taken care of to the serving employees and their continuous seniority in the said cadre from the date of DPC because the DR ITI will occupie the seniority without born in the cadre. This can be settled only when this point was clearly mentioned in the recruitment rules. If in the recruitment rules mentions that Notional seniority could not be counted for any till DR joins in the service in the respective cadre. Except in our department inspector recruitment rules no such rule is provided in other central services. Supreme court in en number of cases have dealt about this giving notional seniority and ruled that unless DR borns in the cadre seniority could not be given. Why JCA is not trying for this to settle for once for all atleast for future serving employees by giving moral support and giving respect to seniority by means of giving importance to continuous length of service in the cadre.
JCA has not demanded the uniform policy implementation of NR permar case. If 4 states have done what about the other states. The problem is from ITO cadre, All India seniority is maintained. If one Gujarat DR Inspector joined in 1995 was shifted to seniority to 1993, like wise joined in 1996 was shifted to 94 and joined 1997 was shifted to 1995. If the other states have not followed this principle then how the uniformity is to be followed. If any state has not implemented NR permar and follows 4.3.2014 DoPT OM, it looses two batches for ACIT promotion without any basis. When the same batch inspectors have joined in 1995 from 93 notification was given to some from 93 and some from 95 where is the equality of opportunity was given and it leads to infringement of fundamental rights under article 14 and 16 of the constitution of India. So, JCA should demand uniform implementation either with DoPT OM 4.3.2014 or with NR permar . Please demand this.

my dear friend had u ever seen any serious demand relating to itef in jca charter? dont do day dreaming..jca meant to serve itgoa..they doesnot care for iti seniority bkaz dr iti has d backing of itgoa...as far as other gr.c cadres are concerned, leave jca, evn itef not bothering abvt them...all itef leaders are inspectors n they wanna b in goodbooks of itgoa so as to get place in itgoa aftr their promotion..
The IRS lobby is intentionally delaying the implementation of CR at lower level. They compare themselves with Group D and Group C cadres of the Deptt. as they do not want to see these cadres equal to them. Due to their malignant ego, they forget the pay variation between them and above two cadres. Therefore, they have brought the condition of completing 3 years of service in each grade to get promotion in next grade as happens in their cadres. They forget that these lower grades get every promotion after passing departmental exam and not by only 1 UPSC exam during entire service. This supremacy is being followed in every government department by such so called egoistic officers that turns in form of corruption at later stage.
I don't think Board has any will power towards the implementation of cadre review which has in true sense become 'birbal ki khichri'. It won't be a matter of surprise if it takes another one year or even more to see cadre review implement. That's all I personally feel.
