The Pr.CCIT in Tamil Nadu is not at all interested in ordering the adhoc promotions of the consequential ITO vacancies. That much he is interested in the welfare of Non IRS staff of the Department.
Of course it is a great and good news. All those who are in the line of promotion should get their promotion without further delay. ITO to ACIT promotion has blocked the promotion of lower grades. Now the big path is opened. Promotion is the only motive force which encourages all the govt. employees to work with happiness. Same happiness should propagate to lower side also. I mean to say here , if it is in the form of ad-hoc promotion , then the lower staff should also be given ad-hoc promotions. In many cases, it may be seen that the lower staff are being deprived of getting their dues. Upper staffs are being looked after properly. Their welfare are being given priority. This time also our leaders should fight for the right of lower staffs. Same sort of promotion should be ensured to all irrespective of grades. We all and our positions are equally important to this organisation.

Regularisation of adhoc promotions from ITO to ACIT is a matter which can only be made once there is no dispute with regard to All India Seniority List of ITOs which should be in tune with N.R.Paramar decision of the Apex Court. The process is a time taking exercise because of which adhoc promotions have been affected in the cadre of ITO elevating them to ACIT(Adhoc). It is all in consonance to give adhoc promotions to the cadres of ITOs especially in the CCIT regions where NRP was implemented, so that the promotees to the cadre of ITO will not be invited with any reversion at a later date. The ITOs so promoted can be regularised with retrospective effect when the ACIT(Adoc) are regularised. This is the right direction and intention of the various decisions of the CAT and High Courts. Of course the legitimate rights of the officials at the level of ITI and OS/Sr.TA who are in the queue for promotion to the cadre of ITO and ITI need to be considered immediately much before these cadres knock the doors of judiciary for justice. It appears in Delhi and AP&TS charges, adhoc promotions to the vacant posts of ITOs{consequent to ACIT(Adhoc) promotions}were done. CBDT should give a rider to all the Pr.CCsIT in this direction so that the lower cadres can work enthusiastically thereby contributing positively to the budgetary targets set for FY 2016-17. Ofcourse one should note that only adhoc promotions are to be affected in the cadre of ITO, ITI etc. Hope this message reaches the authorities of the CBDT so that adhoc promotions in the lower cadres cannot be at the whims and fancies of Pr.CCIT of various regions. Furthermore there are number of retiring officials whose in the cadres of ITI and OS whose legitimate rights need to be protected.

Why we participate on JCA call ? Why not we boycott JCA call ?
In some states consequential promotions were given. But in some states like A.P & T.S, Tamil Nadu etc., no consequential promotion was given and CCIT insisting for clear cut directions from the Board. As adhoc promotion is purely administrative arrangement, the local ITEF is not a position to launch agitation. Its for the ITEF CHQ to impress upon the Board to issue guidelines for consequential promotion because either way (i.e., Parmar or non-parmar), the posts will be vacant down the line and the same need to be filled up...
In Mumbai region N R Parmar implemented. Thanks to ITGOA and Mumbai admin for doing a great work in limited time. One more great thing no one reverted from ITO to ITI.

In Tamil Nadu it seems that the Pr.CCIT is not at all bothered about granting Promotions to the ITIs to ITO even on consequential vacancies of V.Y 2014-15,retirement vacancies and declined vacancies. The aspirant promotees are looking at the Pr.CCIT with anxiety. But both the ITEF and ITGOA in Tamil Nadu is sleeping with snore in the case of promotion of ITI to ITO in T.N
someone say that recently CAT has given decision for promotee Inspector. In decision basic of promotee will equivalent to Direct from the date of promotion. Anyone has judgement than please upload in this site....
Good news for the ITOs on the verge of promotion to the cadre of ACITs. After all, this is the ultimate bonanza for Government employees and also a dream come true. CBDT in its right earnest should consider a long term plan so as to convene the promotion to non-irs officials at the appropriate time and also take along with them. UP(W) always lagging behind because the mess creater belongs to this region. dpc for 14-15 (review) 15-16,16-17 still pending for the reasons best known to admn,itef,itgoa,driti and sc category candidates.
Can anyone tell one thing: if an iti get transferred (technical resignation) from one zone to other and he has already passed the ITI and ITO departmental exam in previous charge, will he be required to pass the departmental exam again in new charge. And how the seniority of this ITI would be fixed in new charge.
In case of yours joining the same post on technical resignation, as per existing rule you need to pass the confirmation and promotion examinations once again.
Your Seniority shall be counted from the day actually you join in the new post only, but as per NRP , from the date of requisition of the post for which you have selected and joined.
Previous service rendered by you i.e. up to the date of your relieve from the previous charge shall be counted a part of regular service for all purposes other than promotion in new charge but after the date of relieve from old charge, it is a regular service need to be counted for all purposes.
You will be treated as if you are proceeding on normal transfer, all the transfer grants are applicable in this case.
These are guideline for your reference but for authenticity, please refer govt. guidelines.

8.42 PM on June 12: If somebody gave technical resignation it will be more or less like new employment and need to pass again ITI exam. In A.P charge one Sr.TA got selected as DR ITI and gave technical resignation. Though he already passed departmental exam for ITI while working as Sr.TA, he was asked to again appear for departmental exam for ITI. Ofcourse, he cleared it in first attempt itself.
I think there is no such provision of mutual transfer exist in our department. Yes ITO may opt for inter charge transfer but not to the post of ITO as ITO is not a feeder cadre. One has to revert to his feeder cadre post in which he has initial enter to the department. It seems to be joke but it may be the real procedure. Normally no one opts for this because of ACIT promotion ahead.
RS had approved 2015-15 adhoc acit DPC on 07.06.2016 exactly one week ago. Till now no DPC has been convened. This shows the lethargic attitude of the board and also inactive associations. Our Patience is being tested by both the board as well as the associations. When board is not adhering to any of its own deadline on our promotions, why we should send the reports in time.?
ITO to ACIT promotion were delayed because of NRP implementations and some other issues. Keeping the view of , may be due to many ITO's are retiring shortly, as a welfare measure adhoc promotions were given in DPC 2014-15. It may need to mention here that there are many lower grade employees are also retiring shortly without getting their due promotions. Why the same welfare i.e. adhoc promotions to the lower staffs are being given?
My humble request to our Board members and JCA members that lower grade staffs may also be given same adhoc promotion till the issues are over for betterment of our financial conditions.
1.) One ITO Smt Alka Singh was transfered from West Bengal to UP East along with 1 post of ITO meaning 1 post of ITO reduced from WB and 1 post of ITO increased in UP east due to her transfer
2.) One ITO from Mumbai is in the process of inter-charge transfer on mutual basis to UP East and vice versa.
The JCA started agitation last year for ACIT promotions. When we questioned the leaders of CHQ , they said for each ACIT promotion, our ITEF members will get four promotions down the line viz., ITO, ITI, OS, SR.TA etc., But here whats going on? Adhoc promotions were issued for 2014-15 and going to be issued for 2015-16 with no consequential benefit to lower cadres. Then whats the need to ITEF members to participate in agitation? Adhoc promotions were given on disputed seniority list i.e., Parmar. Whoever gets promotions (parmar or non-parmar), the lower cadres will get promotion but here no promotions being given to lower cadres. Rupkar Sarkar ji are you hearing?
My bro filed RTI in this matter and in reply it is mentioned that Iti is not required to appear in exam again and also his seniority would be fixed below in order of year of passing the departmental exam till his date of joining in new charge. In RTI he had mentioned just transfer ( no technical resignation) and as technical d signation is equivalent to transfer , so reply of rti wud be applicable in case of the hnical resignation also.
Mr. Sushil Garg you are wrong inter charge transfer and joining after tech resignation are different reply under rti is correct and applicable for ICT. For DR joining there is a letter of CBDT requiring to reappear in the dept exams even if they have passed it during service before tendering technical resignation.

HRD should be abolished and old AD VI should be revived with IAS officers. This is the need of the hour in the board.

In case of yours joining the same post on technical resignation, as per existing rule you need to pass the confirmation and promotion examinations once again.
