Update on adhoc ACIT promotion for 2016-17 and regularization of adhoc ACITs

It is gathered from sources that preparation of adhoc ACIT promotion is being carried out. The issue of deficient APARs will likely to be sorted out within this month and DPC may be convened in the first week of October if everything goes right.
Proposal of regularisation of adhoc ACITs for the year 2014-15 has been approved by CBDT and to be submitted to UPSC in the next week.

ITGOA and ITEF will be on strike tomorrow (2nd Sep'16) : CBDT warns of consequences

In response to the strike notice served by ITGOA and ITEF. CBDT has taken strict stand. It warned the employees about consequences of taking part in strike citing DOPT's office memorandum. CBDT asked all Pr CCITs to suitably inform all employees about the consquences and asked report af absentees during strike. No leave will be sanctioned during strike.

CBDT constitutes "Task Force" to implement Parmar judgement

After nearly four years of the landmark judgement, CBDT constituted Task Force to monitor the implementation of  Parmar Judgement in all 18 zones.
The committee, headed by JS(Admn) will ensure review DPCs, wherever necessary and recast the all India seniority list of ITOs for regular promotion to the post of ACIT in various vacancy year.
The committee will assign responsibility to respective DCIT/JCIT in each zone for conduction review DPCs as and when necessary in a time bound manner of two months and submit report to the Board within three months.

Draft Recruitment Rule of ITO does not mention mandatory examination for newly promoted ITOs.

CBDT uploaded draft recruitment rule of ITOs a few days ago. The rule does not contain any condition for ITOs to qualify in any examination after promotion for their further increment.

Though not available in a any service condition, CBDT is going ahead with the examination agenda and NADT is in the process of devising the examination pattern.
As informed by sources, the proposed examination will be held twice in a year, with 100 as full marks. General and SC/ST candidates have to obtain 50 and 45 respectively for qualifying.
The exam may be of three parts, Objective, Subjective and Internal Assessment by RTIs after training.
DIT exam is likely to hold the examination.
It is not clear whether CBDT can impose this sort of mandatory examinations without incorporating them in the recruitment rules ? Hope, association is considering the legal path beside agitation.
