I m a member and critique of ITEF . The latest developments really appreciable thing done by ITEF. ITEF being representative of non-gaz staff , should always think about welfare of its members rather than thinking welfare of members of another association. The another association or its members never bothered about members of ITEF until they have some personal/vested interest (practical thing happening all over india). Example: ITEF stayed away when NRP judicial proceedings were going on, where as another organisation rendered all type of support whereever required. ITEF Zindabad.

I dont think it is going to benefit ministerial cadre, because unfilled vacant gets merged and once again get bifurcated in the ratio. Eg. for RY 2014-15, out of 40 vacancies, 10 steno quota falls vacant but it is carry forwarded due to want of eligible candidates. Then for RY 10(already vacant) + current RY vacant 30 then, again 30 for ministerial and 10 for against steno quota.

In some charges, unfilled vacancies are more than 50 in number. Example, where unfilled vacancies are 60 and current vacancies are 20, when new formula applied the ministerial gets 60 out of 80. Is it not a fair treatment. Something is better than nothing. Instead of waiting years together , instant solution is best.

Yes, first unfilled vacancies of steno for RY 2013-14 to be brought and merged with RY 2014-15 vacancies and redistributed in 3:1. Only thereafter, unfilled vacancies of 2014-15 to be merged with expected vacancies of 2015-16 and distributed in the given ratio. The words 'it is a settled matter' implies that such a provision is already inherent in existing RR. As this situation (not having sufficient number of eligible candidates in one category) was a new, CCITs took safer decision to keep those vacancies unfilled. As the matter has been cleared now, redistribution of such vacancies are to be done from the following year in which such vacancies are unfilled.In some charges ministerial category will get 3/4 th of such vacancies in 2014-15 which were unfilled during 2013-14.

I am waiting for supreme court hearing in SLP submitted by the Board in my case consequent to restructuring 2001. The High court upheld the claim that the date of notification by the government on allocation of vacancies has utmost importance(30-03-2001). Hon.HC directed the Board to grant me the higher scale of 5000-8000 with effect from this date. Reading in line with this, Restructure 2013 takes effect from 31-05-2013, on which date, the feeder cadre for Inspector is Executive Assistant. While disposing my OA and reply to my Advocate notice, the HRD, New Delhi has given in writing that Inspectors posts will be filled only from the merged grades upon Restructure and there will not be any quota system anymore. The Board has violated their own statement twice or thrice after this. I would file OA next month. Justice should prevail in the Department.

NRP and KNP are going to destroy the career prospects of the employees and working atmosphere of the Department in the coming days.
Since 1994, I was working as LDC in this Department in Kerala Charge. In 2001 was absorbed as TA along with fresh LDCs who got a benefit of Rs.950/- in basic pay. As my pay was already in 4000- by ACP- I didn't get even a rupee due to restructuring and in 2006 I became STA. I had passed the ITI exam in 2006, before this, I was not allowed to take the Exam. In 12/2013 I was promoted as OS and in 6/2014 as Inspector. A Watchman of the Deptt.joined in 2002 became STA in the same pay scale as that of mine, on the next day I became OS. An OG Steno who joined here in 2006 and passed Exam in 2009 promoted as Inspector from GP 2400 to 4600 in 2010! After this, so many Stenos with GP 2400 and completed just 3 years service were promoted as Inpsectors superceeding me and so many OS and STAs with many years of service. Like me, so many members are in this Department. Dear all, please compare the career prospects and the working atmosphere in the Department u are worried about. I am not to destroy anything and I will not become another NRP.

As all promotions are to be given based on the Old recruitment rules, can it be clarified whether the Length of Service for DPC for the recruitment year 2015-16 shall be counted as on 01.04.2015 or 01.01.2015.

Respected K N Purushothamanji!! Namaskar! After reading your painful career story, I want to share my story also! I am an MBA and a qualified DOEACC-A LEVEL exams. Since my childhood I had a dream of becoming a government servant especially in Income Tax department. I was preparing for SSC CGL Exam in a rented room with one of my friends; he is a simple graduate with below average throughout his career and always dependent on me for his Maths and English. We were preparing in the same table in that rented room. We have appeared the SSC CGL Exam 2010. Surprisingly we were placed in same centre in same table in the same exam hall in CGL Exam 2010 (Tier-II). On the day of the exam I was suffering of cold and cough and couldn’t do my best in the exam. CGL Exam 2010 (Tier-II) result came out and I had scored 7 marks less than that of my friend’s marks and both were called for the interview. In the Final result and in the course of process, I was finally got selected for Tax Assistant in CBDT as I had not given any other option like CE, CAG etc. and my friend got selected for Income Tax Inspector in CBDT. After state allotment we were placed in the same state in same building. Mr KNP! Just think about my feelings and frustrations in that initial stage! Can you tell me; is my friend actually superior? Now think about the existing employee of our department and their outlook about both me and my friend. My friend is treated as a superior and intelligent one and I was treated as a low paid tax assistant particularly by the promote ITI. For kind information to all! As far as talent and competencies is concerned there is no difference between an ITI and a TA as they are coming to the department by giving same CGL exams and with same requisite qualification i.e. a DEGREE. The difference is just a little difference of marks and which can be acquire by manipulation using technology with a little risk. The big example is CGL Exam 2013. If any DR ITI thinks that he is more capable and talented than a TA then he is a fool! In the above facts and circumstances if a TA with three years of regular service and having qualified the tough departmental ITI exams get promotions to the ITI then what is the injustice to the existing employees. In CAG and CGA department Data Entry operator with G.P of 2400 are being promoted to the post of Asst Audit Officer or Asst Accounts Officer with G.P of 4800 which is a Gazetted post just after clearing their departmental exam after 2 years of initial service. Do their senior colleagues go to the CAT, HC OR SC for protesting the promotion? Mr KNP Sir!! Should you compare the career prospects of yours and mine? Why you are respecting more to the DR ITI and doing under-estimate to the Tax Assistants, why the promote ITI are against the TAs?. Just think about it KNP Sir! We have a great respect for the senior colleagues. If you give affections, you will definitely be respected. We expect our senior colleagues to be a role model for the next generations. I am one of a TA of CGL 2010 batch and joined the department in 2011. In December 2012 some candidates joined in my charge via inter charge transfer (ICT) with their own request and got promoted to Sr. TA in the DPC Year 2013-14 illegally by convincing the administrations that they are not claiming seniority over the existing employees but claiming promotions by counting their past services on the verge of eligibility as there is no existing employees for promotion for the DPC year 2013-14. I had no requisite eligibility service and not completed the probations at the time of DPC. Subsequently they were promoted to the post of ITI after cadre restructuring. Now we are having the requisite eligibility for promotions but there is no vacancies left for us for next 10 years. We are going to promoted as Sr. TA in the DPC year 2015-16. After having a meeting with the ITEF local leaders and administrations, the administration realised their wrong doing that promotions should have been given to those who were being transferred to this region from another region with the ground of administrative reason. Now administration wants to co-operate us for quashing the old illegal promototion given by the previous CCIT. We are going to file a case in CAT for quashing the illegal promotion given earlier to the ICT. In various charges most of the employee is suffering like me. Necessary interference should be initiated by the ITEF to stop inter region transfer for the safe guard of existing employees. If the practice of giving illegal promotions to the ICT increases, what is the meaning of more marks and merit list of CGL Exams? All ICT comes with a request transfer by signing undertaking that they will not claim any seniority and promotion in the new charge. After coming to the new charge they are all headache to both existing employees and to the administrations. The service of an ICT should start on the day of joining in the department and promotion & seniority will not be claimed if the transfer is with own request of the employee as per various guideline issued by the DOPT, CBDT, DOLA and Ministry of Finance. All the DR candidates should protest the illegal promotions to the ICT.

Each and every person will have their luck or bad luck in getting their promotions. Once upon a time a LDC will take 14 years to become an UDC and UDC to ITI more than 20 years. Recently after 2001 C.R some ITIs were promoted as ITOs within 3 1/2 years and its 6 years. One should not jealous of others being promoted in less than what he/she took time for it. It's one's karma in getting what they will get. So Mr. KNP should concentrate in his work and do some justification for his salary and should not always fight with the system.
U are absolutely right! Mr 9:33 am! In some charges, ICT were granted promotions illegally by manipulating the CCIT ad they were posted in the CCIT AD sections and it was very easy to put up the files. So ICT should not be posted at CCIT AD sections.
Regular DR staffs should be posted at Pr CCIT AD sections to prevent illegal promotions to ICT.

In Mumbai charge there are cases galore for inter-charge transferees getting promotions, breaking all rules. This is handiwork of ITEF(local unit) and administration. May be such promotions are granted against some considerations.

Very soon aur ek court order ayega for quashing earlier promotion to ICT. ICT have no rights to disturb the local existing cadre establishment. Ghar bhi aoge aur kitchen room bhi kabza karoge kya! Angrejo ki zamane pe ye sb hota tha ab unko jate hue 65 saal hogaya hai dost! Home town tk pahunch gaye wo kafi hai usme khus rehne ki kosish karo! Yd karo ane se pehle kya kya sign kiya tha. Aur 4-5 mark k liye home town nehi mila to job chhod do phir se ssc ki prepare ko jaise CSS pe hota hai aur usme ICT ka bhi provision nehin hai. Do not mind friend

If ICT promotions were legal all the charges could have given promotions! Some 2 to 3 charges already given promotions to those who were come on administrative grounds. Some other charges gave on undue influence. ICT people posted at AD sections tactfully done the approval by a newly promoted JCIT(Hq) which is not known to the CCIT
In TN, ICT problem has different face. Working strength is always below 50% . Hence only essential work is attended to by the TA/STA/present day MTS, certainly neither to the satisfaction of officers nor assessees. Only one staff STA or TA or MTS is working in ward/ circle and some cases one person is working in two wards. One TA , One STA, one MTS (leave the fraction of steno) are supposed to be placed in each ward/circle. Morale of the staff considerably gone down after working years together in the tight working schedule. There must be provision for ICT without compromising department requirement. ICT applications are to be taken up for considerd only when working strength is above 80% and only that much number of applications to be given ICt such that working strength never goes below 80% or fix percentage convenient to upkeep the morale of remaining employees in the charge. Otherwise, deliverkng good services is only a dream and good governance shall be only in words.
Mr KNP, on the same line with your ordeal , one of the your neighbouring Regions is also wrong doing for calling more than 100 DR UDCs from SSC instead of conducting DPC from LDCs to UDCs in 2001 cadre restructuring. For that more than 150 candidates got promotion from LDCs to ITIs after putting 20 years of service. But, in CBEC they fight in Court and get their promotion from 2001 itself.
It should be as on 01/04/2015 for Vacancy year 2015-16 as per recent DOPT order.

As our APARs are written F.Y wise in Income tax department so from the vacancy year 2015-16 onwards April 1 should be the cutoff date. It will be of great help if you can provide the information where it is written 1 Jan is the cutoff date for Income tax department. Anyway I have filed a RTI application with CBDT seeking clarification. I will let you know when I get that.

the problem of stenographer quota cannot be resolve by CBDT, it will only resolved by judicial i suggest to all who are suffering from this type of disease kindly knock the door of HON'BLE court, i want to clear that model recruitment rule dated 31.10.2010 of DOPT no body can direct promoted from 2400 to 4600.

Govt money save karne ke liye or transparency ke liye regional exam band kiya hai! koi bhi state jitna vacancy hai usi saal utna hi candidates ko appointment milega aur baki logo ko bahar jana parega! Mein bhi TA tha Munbai pe Apna ghar hai CG. ICT mein ake dushro ka rights ko chhinna mujhe thik nehin lega. Wo dhokebaaj, gaddar ka kaam hota hai ki ICT mein AAO aur bhikari ki tarah haath zod kar promotion ke li rodalo isliye maine phir se SSC ki preparation kiya apna state agaya. Pay protection and length of service bhi mila. ICT waloo thoda saram karo dushro ki adhikar kiun chhinna chahate ho. Govt employee izaat se jine ki sikhho. Bikhari mt bano. Promotion apki rights nehi hai. Waise bhi ICT band honawalla hai bahut zald. CBDT pe file pada hai. Ghar aneka opportunity mila phir bhi khus nehinn!
ICT promotion is purely illegal and should not be claimed as a rights Mr Visha!! ICT band hone walla hai. U should better prepare for SSC CGL 2015. Opt 1st preference as TA and prepare for interview post. U will definitely get home state. Do not let u down. Be brave.
Friends Itef was never willing to get the steno quota released. It was due to the representation of ministerial staffs of various region. Itef always try to take credit of Board, s decision. In fact itef is responsible for all the ills of the department. There are hardly good people in the Itef.

CBDT late karega to hum jarur CAT, HC or SC tak ye illegal mudda ko pahunchayenge. Bs selfish ki tarah apni target ko fulfil karne ki kosish karta hai. ICT Jarur band hona chahiye. ICT promotion purely illegal hai wo hum prove kar ke court mein sabit kar dikhayenge.

Even if an employee is transferred at his own request, from one place to another on the same post,the period of service rendered by him at the earlier place where he held a permanent post and had acquired permanent status, cannot be excluded from consideration for determining his eligibility for promotion.

are bhai meeting bahut ho gayi meeting karna hai to Board ke sath karo ITO to ACIT ke promotion ke liye tab party karna aur jashn manana, abhi kahe khali peeli partiyan karte ho.
as per HRD order it is now clear that for ITI promotion, the feeder grades are only sr.T.A, O.S. and Steno grade-I not steno-II. Hence in bihar charge all such steno grade-IIs are required to revert back to their original place and the unfilled vacancies 2013-14 may be carry forward to 2014-15 and as per latest order of HRD it is merger with general pool vacancies and redistributed in 3:1 ratio. All ministerial officials are therefore required to ask administration to review the DPC of 2013-14 first before the DPC of 2014-15...
Wait for another two years. All the problems of ITO to ACIT promotions will be automatically taken care of and no dispute will be there.
Stenos are eligible,they can't be reverted back.and we all r concerned with dpc of 2015-16 n u r speaking of 2013-14 & 2014-15. Please be updated.its old RR no change.its just steno vacancy will be redistributed. Any info upon dpc of 2015-16 any region? Does any region publish list of eligible candidate ?
The delay in promotion to the cadre of ITO to ACIT is mainly attributable to the IRS lobby who don't want promotees to occupy the JCIT/Addl.CIT posts and also to the present ITGOA leadership who don't wanted to have fight over NRP among within their leadership and waiting for sufficient promotion posts to be filled up in one go so that every warring side got their promotion in one stretch. In between ordinary members got suffocating in not getting their due promotions before their retirement. What a shame!!!!

Dgit hrd has instructed to follow the old rr but the feeder cadre for promotion to iti is sta, os& steno-1 only.
DGIT has only instructed to conduct DPC by following old RR and no instruction about feder cadre for promotion to ITI.How ever in old rr it is clearly mentioned that TA, Sr TA, OS and Steno-I & II are feder cadre for promotion to ITI if they have completed 3 years of service in that cadre and have passed Deptt ITI Exam . So without knowing the basics pls do not try to confuse the reader and donot post biased comments.
@ july 1 3:17 PM you are absolutely correct. as per NRP the date for 2011 batch TAs is 02.02.2011 so even though they have not completed 3 years of service. are they eligible for promotion to STA or ITI?

If the income-tax department follow the instructions/OMs of DOPT's there is no any rule to carry forward the vacancy except sc/st/ph candidates, but this time it seems that income-tax department is a autonomous body.
Many of them are fighting regarding feeder cadre for ITI promotion as per existing RR. Mr. KNP, you are the right person to change over the entire ITI promotions made post-restructuring all over the country. We are waiting for your case judgement.
DR ITIS who later become PROMOTEE IRS do not deserve any promotion beyond DCIT Level. DIRECT IRS are correct not to give any promotions to promote IRS beyond DCIT. ITGOA has made a mockery of NRP decision for their own selfish and vested interests. The ITO to PROMOTEE ACIT DPC shd be further delayed by another 2 to 3 years.
Very few members know regarding a committee called G.P.PRABHU COMMITTEE. This was constituted after 2001 Restructuring. This Committee submitted its suggestions on amendment of RR in time. But I also did'nt have a copy of the same. I got some portion, from which I could understand that during 2003 RR were amended in all cadres relying on the Committee report. In Inspectors RR the recommendation was to exclude cadres of TA and Steno GR-III from the feeder cadres. 2/3rd vacancies for Promotion and 1/3rd by DR. Out of 2/3rd for promotion, 80% from Ministerial cadres and 20 % from Stenos. On 20-10-2003, an instruction was issued for ad-hoc promotion to ITIs in 4:1 and excluding TAs and Steno-III from the feeder cadres. In 2005, the same was cancelled by the BOARD only in the case of Inspectors and rolled back 1986. All other RRs are still the same as amended as per the Committee suggestions. Some Senior members may be having copy of the same. It is very DUBIOUS that only RR in respect of Inspectors alone was GOT CANCELLED.
In Lucknow, the TAs of 2011 exam have been included in eligibility list for Sr, TA subjected to
(i) they have completed 2 yrs as on 01 april 2015,
(ii) They have qualified MS exam upto 2014 and
(iii) Their junior(s) is/are being considered for promotion to the post of Sr.TA after completing 03 yrs service in the grade of TA as on 01 April 2015.
Wo karna jaruri tha Mr KNP! ITI RR as per committee report was injustice to the employees. How can the career of a young, energetic and laborious TA would be elevated without old RR. What the CBDT has been doing is only for the betterment of the emplohee.

2 years service in individual capacity. Means one should have joined before 1 April, 2013 and the TA junior to him is considered for promotion.
What kind of criteria is this? As per nrp advisory the date of complete batch is determined with date of communication of vacancy by cbdt to SSC.I guess for 2011 batch the date is Feb,2011. Can' understand this.and their is no Junior of 2011 batch who has been considered for promotion. Don't know what is happening

you are wrong. NRP speaks about fixation of seniority between DR and DP. It never says that their services will be trated from feb 2011 as you are interpreting. In fact required service of 2 or 3 yrs for promotion as the case may be, will be counted in each individual case from date of joining whether DR or DP up to 1 April of Recruitment Year i.e. 01.04.2015 for 2015-16. there should be no confusion.

Suppose a DR of 2011 joined in Feb 2013.Naturally, by virtue of NRP he is senior to a promotee who joined in Feb 2012. Now since promotee of Feb 2012 (junior) is being promoted on completing 3 yrs as on 01.04.2015, DR who joined in Feb 2013 (being senior) will be promoted on completing 02 yrs as on 01.04.2015.
I think now 3rd point will be clear.

@July 3, OMG that means a TA of 2011 batch who joined dept. on 30.03.2013 will get promotion if he/she has already passed the dept. examination and a TA of 2011 batch who joined on 03.04.2013 and also cleared exam will not be considered for promotion in dpc of r.y. 2015-16? please clear this.
A TA who joined the dept. on 31.03.2013 will be completing his 2 years of service on 31.3.2015 & a TA who joined the dept on 02.04.2013 will complete his two years of service on 31.03.2016 for the limited purpose of DPC. I think this will clear your doubt.
Boss its a complete injustice bcoz what is the fault of candidate,if administration was not issuing appointment letter before 31st march.the whole batch must be considered for promotion purpose.what kind of rules we are having.these are the reasons of increase in litigation. Nrp is the result of these kind if rule because due to various administrative reasons,candidates join department after a huge time lag n hon'ble SC condoned that delay.a voice definitely must be raised against such kind of irrelevant criteria.
It is not injustice.Somebody may be lucky and somebody may be unlucky. There are certain rules which everybody has to follow. . No body can compensate late joining. Suppose a ta joins on or before 1st January he will get one increment in July that year but if due to administrative or any other delay he joins on 2nd january he will not get increment in july that year. he will have to wait for next july. It means one day delay in joining can delay increment for 1 year and throughout his service he will be having 01 increment less at every stage.
Moreover have some patience. Do not try be in so hurry. You know, earlier promotion from UDC(now called TA) to Headclerck(now called Sr. TA) took 10-15 yrs and you are not ready to wait for 3 yrs only...
Its not only the matter of one year or pay hike.next year new RR will be applied and feeder cadet for insp will be ea.may be the length of service as ta will increase as dopt suggested that it should be ten years.don't know more will happen.as of now i m eligible for iti.now u can understand the pain.seats will get fulfilled by these many years and direct recruitment at ea level will harm seniority badly.the whole fate of mine is on stack.these admin people didn't issue my appointment letter before 1st April 2013.I'm feeling dumped.

AS THE VACANCIES ARE RESTRUCTURING VACANCY OF V.Y. 2013-14, THE SAME SHOULD BE ADDED TO THE V.Y. 2014-15. BUT IN MANY PCCIT REGIONS IT IS WRONGLY ADDED TO V.Y. 2015-16 WHICH CLEARLY INJUSTICE TO WHOM THOSE ARE GETTING PROMOTION THIS YEAR. AS IT IS A LOSS OF A VACANCY YEAR. IN LONG TERM AND FOR NEXT PROMOTION TO ITO, IT WILL BE PROVED AS MASSACRE FOR THEIR FUTURE AND HAMPERED FOR A FUTURE LOSS OF AT LEAST 4 MORE YEARS THAN OTHER. Mr.K.N.P. your against stenos is purely correct. For taking a promotion from LDCs to ITI general candidates other than Stenos we have to wait for so many years, whereas these stenos coming in between and taking promotion. if that was the case the stenos should also appear the all the examination, as after coming from to the post of ITI they have to attend the regular inspector duty, they are not doing tabla work. for that they have to appear all the examinations as the other candidates are attending. By coming to the post of inspector we had seen how they are working. jelous and baddua ye kuch nahi hota he. seedhi baat jaldi chubati he. carry on Mr.KNP. we too want to file representation in our region. waiting for ur response in ur case.
Backdoor reservation to stenos by d grace of cBdt n kkk Kutty and other disgraced leaders iin spite of the fact that d hon ble Punjab n Haryana had quashed d reservation in promotion for sc n st candidates. Kudos to itef great leaders.
It is very surprising that employees from ministerial cadre those are being grossly deprived due to the 3:1 quota for the steno, are not worried about it except few like K N Purusottam. In West Bengal charge LDCs join in the year 1993, promoted to TA in the year 2001 have not yet been promoted to the post of Inspector where as Steno joined the department in the year 2010 are getting promotion to the post of inspector. Natural justice are not being maintained in the existing RR and required to be replaced/repealed immediately, and only court can deliver justice to us. please think of it.
