The New Recruitment Rules as published in the Gazette of India shall comes in to force on the date of their publication in the Official Gazette. As in the case of TA, the date of publication is 18th December, 2015. Then, what's about those who possesses the eligibility to became TA as on the date before publication of this Gazette and awaiting promotion in DPC 2016-17. Are they fall under old recruitment rule or compulsorily be placed in New RR. Some known person may kindly comment on this issue.
This issue may need to be clarified before schedule DPC.

In our department all promotion orders will be issued except ITO to ACIT promotion order due to incompetence of the ITGOA.

Those who joined in 2007 and 2008 as TA got Sr TA, OS and now ITI but the DR ITI who joined in 1992 and 1993 just got only one promotion i.e ITO due to incompetence of ITGOA.

Obviously those who attained the eligibility criterion before the date of implementation of new recruitment rule are to come under old recruitment rule. They may take benefits of new recruitment rule if new RR is beneficial for them, but will not loose eligibility criterion because of implementation of new recruitment rule. Board may ask option for this. Our department is very very good particular in promotion cases as compare to other departments which you might have noticed.

There is no need to revise the seniority of all the zones even according to ernakulam CAT, promotions can be given by giving effect to only kerala zone, as well as the zones who have completed giving effect to nr parmar, after that revision can be made as and when list is updated, as seen from the trend in most zones there will only be a slight change in seniority after nr parmar implementation, there is need to exercise revising whole list all over india,even the upsc will not object this as this will be according to ernakulam cat judgement

ITGOA what is expected date of promotion for 2014-15?
Why DPC for ito to acit 14-15 is delayed? The effect to Ernakulam CAT order is to be given within three months. There is no stay on DPC right now. Let the DPC held as per old seniority list and revise seniority list as per nrp of those regions who have completed the revision alongwith kerala list. The revised DPC can be held alongwith DPC for 15-16 & 16-17 after preperation of final list to accomodate any changes. I know CBDT and UPSC(& ITGOA?) would not do this suo moto. The need of hour is to creat pressure group and action like mass CL or similar kind to achieve early DPC.
Itgoa secretary general should be informed to see the comments of members in simple incometax website. Will he see?

FM has initiated budget consultation and there will be no promotions till February 2016. So out Bekar will extend the deadline upto 31.03.2016.

स्टाफ कार ड्राईवर की नयी भर्ती करनी ही नहीं है तो भर्ती नियम बनाने की क्या जरुरत थी ? नियम बनाना ही था तो ड्राईवर को विभागीय परीक्षा में शामिल होने का अवसर देते ! लगता है हमारे नेता ड्राईवर को अपना(ITEF) मेंबर नहीं मानते ! यदि मानते तो ऐसे नियम नहीं बनते ! और तो और पिछले 12 से 15 सालों से इस केडर में प्रमोशन भी नहीं हुआ | इस विभागीय पुनर्गठन से हम ड्राईवरों को उम्मीद थी कि हमें भी अन्य पदों पर काम करने का अवसर मिलेगा, मगर सारी उम्मीदों पर पानी फिर गया ! ये कैसी विडम्बना है की हमारे पीछे या साथ चलने वाले चपरासी नो.स. जो 8 वीं या 10 वीं पास है, हमसे आगे निकल जाते है, और हम वहीँ उसी केडर पे बिना प्रमोशन लिए बदतर जीवन जी रहे हैं | हद तो तब और हो गयी जब बैंक नॉट प्रेस देवास से कर्मचारी इस विभाग में संविलीत किये गए ! क्या विभाग, हमें सील मोहर लगाने लायक भी नहीं समझते ! MACP ये बहुत बड़ा छलावा है ग्रेड पे 1900 के बाद 2000 दिया गया, याने सिर्फ 100 रु. की बढ़त जबकि प्रमोशन होता तो 2400 ग्रेड होता, यहाँ भी हम ही घायल हुए ! Overtime allw. ये एक और दर्द है जो 4थे और 5वे वेतन में 16.50 रु. घंटे से ऊपर गया ही नहीं ! अब जबकि विभाग कोई वाहन की खरीदी ही नहीं कर रहा है तो हमें विभाग के दूसरे कामो पर लगा देवें, विभाग में कामो की कमी नहीं है ! मै हमारे नेताओ से आग्रह करता हु क़ि इस भर्ती नियम में बदलाव करने की चेष्टा करें !

लगता है इस बार भी कैजुअल वर्कर कर्मचारियों के हित मे कोई कार्य होने वाला नही है, हडताल के समय चार्टर डिमाण्ड मे तो बडे जोर शोर से कैजुअल वर्कर कर्मचारियों को नियमित कराने की बात कही गयी थी परन्तु केन्द्रीय प्रत्यक्ष कर बोर्ड के जरिए कैजुअल वर्कर कर्मचारियों के सम्बधं मे जो निर्देश जारी किये गये है उन्हे या यूनियन वाले समझ सकते है या जिसने उस निर्देश को पारित किया है वह,
उस निर्देश को सम्बधित प्रधान मुख्य आयकर आयुक्त के कार्यालयों से मात्र औपचारिकता हेतु अगसारित किया गया है जिस पर अभ्ाी तक कोई कार्यवाही नही की गयी हैा
सातवें वेतन आयोग के लिए भ्ाी हमाने नेताओं ने कहा था कि हम चतुर्थ श्रेणी कर्मचारियों की भर्ती को खुलवाने का प्रयास करेगें जिसके तहत जितने भी कैजुअल वर्कर कर्मचारियी है उनको आसानी से नियमित किया जा सकेगा परन्तु उस सम्बधं मे कोई निर्णय नही निकलाा
आखिर क्यों हर बार कैजुअल वर्कर कर्मचारियों के हित को ही अनदेखा किया जाता है और इस बार तो कई जगत यह कैजुअल वर्कर कर्मचारियी कोर्ट से भ्ाी जीत चुके है क्या केन्द्रीय प्रत्यक्ष कर बोर्ड के द्रारा कोई निर्णय न लेना कोर्ट के अादेश की अवेहलना नही हैा
अत- यूनियन के नेताओं से निवेदन है कि कम से कम कैजुअल वर्कर कर्मचारियों की समस्याओं को समझते हुए दिसम्बर-2008 से पहले के नियुक्त एवं वर्तमान मे कार्यरत साथ ही साथ जो लोग कोर्ट से केस जीत चुके है उन कैजुअल वर्कर कर्मचारियों को नियमित करवाने का कष्ट करेंा
Dpc for 2014-15 should be held immediately. There is no ban on dpc for acit promotion now.If jca is thinking that after revision of seniority list dpc will be held though it may take 6 months morr, it will prove suicidal, as another CAT decision will come in 6 months.How long will this continue.It will be appreciated that the jca & cbdt takes some bold step and ensure dpc for acit promotion immediately without waiting for another CAT stay on promotion.

JCA's first and foremost demand of the recent agitation is "ITO to ACIT" promotion. As per R.S's assurance, 2014-15 DPC will be finalized before 15.12.2015. CAT Ernakulam judgement is also delivered with positive news. 2013-14 revised vacancies demand is conveniently forgotten by the JCA. 2015-16 DPC news nobody knows till now. R S assured the JCA to meet him at any time directly if the direction given by him to the CBDT has not been implemented or dragged by the CBDT by 15.12.2015. Guwahati BGM is also over two weeks back. What the hell B B and his toothless team is waiting for to happen?
The above 2 Officers would have been promoted long back if the JCA agitation was not carried out as the CBDT has agreed to promote 180 for 2014-15 long back. Will JCA give the monetary loss to these officers?

Persons retired or retiring without promotions are victim of highhandness or failure of CHQ, but presently situation is different it is the Gujrat people who are creating hurdle in DPC.They should keep in mind that now if any person in the seniority list within 200 retire without promotion they are only responsible for assesination of his carrer which is a crime amounts to murder for which they should be hang may be there is no punishment for this career assassination in the eye of law but they would not get rid off from illwill of the victim and they will.have to pay for it in future
why chq is afraid of gujarat association. let them go to any court. SC has clearly stated that promotions should not be stopped for want of implementation of nrp

UPSC will conduct dpc for acit promotion, with or without nrp.It just wants certification from board that the seniority list is correct and appropriate. How come UPSC gave the acit promotion of 2013-14 without nrp. Just because due to pressure of jca since the name of mr. goel, president jca was there in the list. But in the seniority list for 2014-15 none of the so called blue eyed boys exists hence no pressure from jca

Gujarat revised list as per nrp is faulty. They have bifurcated more vacancies in R.Y. 2000-01 to get undue advantage of higher seniority. They are pressurising the Board and ITGOA CHQ to incorporate their revised list prior to conducting of the DPC. The ITGOA CHQ/Board should not accept the wrong seniority list which will adversely affect the legitimate claim of promotions of the eligible ITOs of the other regions.
Nrp should be implemented uniformly party to that judgement should be removed from chq to avoid controversy
Why chq is afraid of giving clarification about members' questions? At least let them post in the itgoa website their clarification. It's their duty. Every member contribute subscription. Every one has rights to ask chq about the development. It's not just like that or politics for giving false promise. Let them come out with frankness to tell the truth.
Person who is retiring without promotion of ACIT is not our itgoa member? Please itgoa should understand their mentality and pity.

No Instruction has been issued by the DOPT after the judgment of the Hon'ble Supreme Court in the case of Rohtas Bhankar Vs Unin of India. JCA should take up the issue.

Lots of people says that we should resign from ITGOA but no-body is doing. One should show courage and start the movement to change this situation. First to clear the grass-root which is our local ITGOA and then ITGOA(CHQ). Change will not come so soon but one day revolution will change our status and morale.

It is clear that ITGOA is more concerned about DPC for 2015-16 as their close people will belong to that list. They are never bothered about 2014-15.....they have no interest in it. It seems that unless 2015-16 is ready for DPC, 2014-15 DPC will not take place.
