JCA also took the pain to suggest the agenda items for the desired meeting. The same old historic grievances like laptops, increase of petrol allowances, phasing out of 1633 posts from WB region etc. have been suggested for discussion alongwith the burning issue of ITO to ACIT promotion.
Let us see whether CBDT consider the meeting at all !

All these are useless meetings. Laton ke bhoot baton se nahi manenge. Start fresh agitation and intensify it. Then one can hope some desirable result. Nobody is going to listen them and that would be only routine formality as usual.

JCA firstly address the issue of ito to acit promotion. The responsibility of giving promotion lies with board. Promotion for 2014-15 has not taken place even though 2015-16 is coming to end.The boards chairman has to take responsibility for the delay.
Petitions has to be filed in court regarding fixing of responsibility on the chairman and the jca too to be made accused
When the nature of job is same with sharing of same responsibility, there should not be any difference of pay between DR and PR. Rather, a promotee should be paid a little more as compared to a direct recruitee because of professionalism concerned.
JCA time is running out. Start agitation immediately. Or else there will be time when you will give a call for agitation and nobody will listen to you. Bhaskar bhattacharya should give a undertaking that agar 31/03/2016 tak dpc nahi karwa paya he should suo-motto leave the chair.

What the hell bhaskar bhattacharya is doing? Does he thinks he is the supreme autority. He should realise that he has been elected by members. Jab pap had se jyada badh jata he to naya avatar in the form of referenderm will take place wiping out all the leaders and a new team will replace jca.
Gujrat members has filed petitions in principal cat and next date of hearing fixed on 28/03/2016. So no dpc before march. Even dpc not sure after march 2016 depending on decision of principal cat.
Bekar is having some hidden agenda. Till 2016-17 panel is cleared for ACIT promotions to satisfy all the warring Additional and Joint Secretaries factions of ITGOA, till then ITGOA will stage different dramas daily and the ITEF chamchas will play background music by be-fooling ordinary innocent members by making false assurance and demands like putting a carrot in front of a donkey. 16 days have passed since the JCA extended the deadline to the CBDT by postponing the agitation. Till now they have not come out whether they are dropping the agitation or postponing the agitation sine-die?
The near and dear ones of bhaskar bhattacharya are in 2015-16 & 2016-17. Those in dpc for2014-15 should stop expecting anything from bhaskar bhattacharya. All in 2014-15 should personally call bhaskar bhattacharya on his cell no and put him questions.

Seniority of ICTs should also be determined as per NRP decision. NRP is equally applicable for all DR Staffs. ICT guidelines are framed before the decision of NRP. Hence,no question of depriving ICTs from such benefits. Right to equality should be ensured by the department at all stage.
Our bhaskar bhattacharya is now so ashamed to face the members that he has gone into hibernation. Those in 2014-15 dpc should file petition in CAT against jca making the board's chairman co- accused for delaying dpc by two years by quoting dopt circular which says that dpc has to be conducted by 31march of that R.Y. Responsibility of conducting dpc on time is of the board. DPC of 2014-15 is late by 2 years.According to sources list of 2014-15 was sent to upsc on january 2016. Buy there is no pressure from jca on upsc. The reason might be that none of the leaders name is there in the list and also that jca is waiting for sufficient number of vacancies to accommodate the warring section of jca like the addl Secretaries, joint Secretaries. In the course the poor members has been left bhagwan bharose. There is only one course of action for the poor members to drag both jca and board to court.

Those in 2014-15 dpc list should stop union contribution. Whats the use of contributing when the money is used only for lavish five star meetings and the greivances of members falls on deaf ears.

Leaders of JCA don't want to implementation of the Hon Constitutional Bench judgment in the case of Rohtas Bhankar. But it will be implemented .
Gujrat zone has promoted 47 excess ito against actual vacancies in reveiw dpc for RY-2000-01 after n r parmar effect. They are there fore in a haste to implement parmar whole over india so that they can get promotion illegally and have filed petitions in pr.cat and ahmedabad cat. Writ petition should be filed in court against the fraudulent means adopted by gujrat.
All are speaking only ITO to ACIT promotion. But forget the others four demands i.e. new RR, conformation of causal employees etc. For the last three years, with out RR promotion effected.
Why should OBC members resign when there is no reservation in promotion at all. Moreover there is sufficient SC/ST members in Group B and C categories and reservation in promotion to these categories does not warrant at all in this period of time and it Government should review the reservation in promotion policy forthwith.

Whether verify the datas available in government records.In name of court cases, all the promotion are denied to the SC/ST member by all the departments. Even the Hon'ble Supreme Court five members constitutional bench passed order in the Rohtas Vs UOI case on 15.07.2014 and says DOPT OM 1997 declared as ILLEGAL on betterment examination, the DOPT itself still not issued any revised order for it and all the departments are denied to give the effect.
Those in 2014-15 dpc list reseign from itgoa. What is stopping you from resigning. This is the ripe time to agitate against not board but against jca. New agitation should be launched against jca for creating hurdle in dpc and all members from all zones basically those in 2014-15 dpc should stop contributing to itgoa and give a declaration of resignation to their presidents of respective zones.
Agree with Jan 23 at 3:48pm. All SC/ST members should think over it and also raised in all forums our issue. It is noticed in many cases that ITGOA field unit helps in anti-reservation cases. laxminarain Gupta case of P & H Court is the best example. All ITGOA office bearers helped in this case against reserved category. We also raised our voice on all possible forums including in judiciary. Till date Judiciary approach is against reserved category.
ITGOA is playing dirty game in Bihar and Jharkhand Regio.n Review DPC has been done without issuing any Seniority list in all cadre. THe ITGOA and ITEF are playing their dirty game in the backdrop of PARMAR. There are excess dossier. They are silent on it. There is Rajeev Mohan case, they are still silent on it. So many persons reverted but they did not come forward for their rescue. They only want to enjoy on the contribution money of their members. Shame on ITEF/ITGOA/JCA. FENCE SEATERS are major problem: NR Parmar Rajiv Mohan Nagraj Catch up Rule Rohitas Bhankar.... They will never allow any list to become actionable seniority list. Decision should be implemented for parties.
In the new RR date of passing criteria should be implemented for ITOs promotion also as in the case of Inspectors. Lot of young talent who are aware of the departmental job is wasting time on account of purely seniority criteria for ITO promotion. Their efficiency and knowledge should be utilized by introducing date of passing criteria for promotion to ITOs also. CBDT and JCA should consider this seriously immediately.

I agree with January 24, 2016 at 6:11 PM. after spending so many years in the department I realize that date of passing criterion for Inspectors promotion is colourble device so as to supersede LDC over dr UDC. when Dr.UDC joined the department and was writing ministrial staff exam LDC was writing Inspectors Exam since they joined earlier. Thus LDC got the promotion earlier as per date of passing who were junior to Dr. UDC as per NRP. Sadly union is supportive to LDC and against UDC. Now as January 24, 2016 at 6:11 PM says admn will not give ITO's promotion as per date of passing of ITO's Exam because Dr. ITI will be looser just like UDC in the case of Inspector's Promotion. and ITGOA won't allow to do this becoz they are behind Dr.ITI. Therefore even though ITO's post is more important than Inspectors post admn and union will not give ITO's promotion as per date of passing of ITO's exam. There is selective justice in the department. Those who are prospering at cost of carriers of others will have to see bad days in future.
