Mr. V.M.Jayadevan, Zonal Secretary, (South Zone) nominated as Chairman of the said committee.
"The BGM, Guwahati had decided to form a Committee to supervise speedy and uniform implementation of NRP Judgement across all 18 regions and study the effect of Rajiv Mohan case in the seniority of the officers in the cadre of Inspectors of Income Tax. The house unanimously decided to nominate you as the Chairman of the said Committee. The other members, as decided by the house, were Com. Shyamkumar, Com. Chandramouli and Com. Vijander Kumar. You were also authorized by the house to include any other member of ITGOA in the Committee, if you feel so. The Committee was requested to take the Zonal Secretaries of 5(five) regions into confidence to supervise the job in all the regions and also to visit various regions to remove bottlenecks in the implementation of NRP Judgment, if required, and the cost of such visits will be borne by the CHQ. All the Units of ITGOA are requested to cooperate with the Committee. Though the BGM did not specify any time-limit for completion of the job, the Committee is requested to submit a the status report regarding the uniform implementation of NRP across the regions and a study report of the effect of ‘Rajiv Mohan case’ in the seniority of the officers in the cadre of Inspectors of Income Tax to the CHQ as early as possible."

If NRP is implemented to all the cadres, then why not Rajiv Mohan to all the cadres? After all the NRP is rendered in the ITI cadre and initially the CBDT has given direction to implement in ITI cadre only. Because of the foolish JCA's compulsion, the NRP was implemented to all the cadres and the department is stand still now. Is this move is getting time for the toothless ITGOA to get further extension upto 31.03.2015 for ACIT promotions?
Committee ? My foot ! What the hell you have been doing for the last two years ? Were you sleeping ? Why did not put pressure on the administration to implement NRP earlier ? Do you really think members trust you ? They are compelled to stay with you as there is no alternative. Shame Shame !!!!!

UP-West Unit had already got the benefit for its DR Inspectors in the form of year of exam/year of advertisement as vacancy year and officers from this region would stand to lose in the All India Seniority List of ITO because DR Inspectors from other 16/17 regions would gain on seniority after correct implementation of NR Parmar judgment in all regions. Shri Arvind Trivedi, Addl. Secretary in present CHQ & who hails from UP-W had already got his promotion as ACIT due to such gain in seniority and would stand to lose along with his friends of UP-W, with correct implementation of the SC Order. This also explains recent mails in yahoo group advocating for promotion based on existing Seniority List, which was stoutly opposed by members from Gujarat including Jt. Sec. Sh. Shailendra Lodha.
Dilemma of present SG is that whom should he support i.e. Addl. Secretary or Jt. Secretary and the best course in this scenario was to let the issue hang fire, so that when promotions are held for 3/4 Recruitment Years, the number of vacancies will be so much that it will cover all conflicting parties.

Dont make fun of Mr. Bhattachary. He is not a superman. He has tried his best. Only because of him, we are getting 200 vacancies in 2014-15 and new people get more benefit due to retirement of few person as ITO due to delay of promotion. What more can you expect. And Mr. Bhattacharya is not letting any stone unturned for ito to ACIT promotion on 31-12-2015
The main issue lies with jca only, whereas comrade triwedi(UP west),addl secretary is opposed to nr parmar, comrade lodha (gujrat) is in favour of n r parmar, it is only due to this infighting no conclusion can be drawn,;there was big argument on this issue in BGM guwahati, due to personal benefits of these two leaders hundreds of ITO who are on the verge of retirement is being sacrificed, if jca wants promotion for 2014-15 is possible in one day-only a writ petition against cat ernakulam decision has to be filed, anyways the department has not accepted many CAT decisions on various issues earlier on record, then why to accept only this cat judgement of ernakulam, simply because it will delay ito to acit promotion? In promotion orders not mentioning category status in some the Region and publishing seniority lists before promoting the cadre. It leads litigation.
How the JCIT's of 2012 are continuing as adhoc for last 3 years and not reverted.
The ITEF/ITGOA totally forgot their five points demands including new RR.
And then 1050 post by 31.03.2018 and 1250 post by 31.03.2019 and so on but no promotion for anyone.

In absence of New RR, the new entrances of TAs having 6-7 years of service to the department completing mere pass in departmental examination gets ITI as against 20 years waiting in the last. How the seniors gets respect from the juniors. Thanks goes to ITEF.

Why a TA will respect ITI. TAs are doing all the works of AN ITI. Old ITI do not know computer where as new TA are armed with all sort of computer knowledge which is very much required in the department. Without ITI department will run but without TA department can not functions.

Brother order is released on New year day. Even SrTa who have completed 6 years of service got promoted. Almost all the Srtas who have cleared ITI exam got promoted l. ITEF achieved it.
Sorry all TAs who have joined during 2008 and cleared ITI exam got promoted.
In the Ernakulam CAT judgement, there is no confusion at all. Also, it is mentioned that the promotion order should be passed within 3 months from the date of order i.e. before 15/3/2016. So let promotions to ACIT take place immediately. If there is any change in the seniority after implementation of NRP, in other regions, it can be accordingly changed. The present delay, will unnecessarily tarnish the image of ITGOA.

MTS entry qualification is only 10 pass. If a MTS get promotion as TA in 5 years, why to go for a degree, then tier 1, Tier 2 exams and further data entry test in Graduate level exam. . .? Just complete your 10th and join as MTS. . .And now these people want to become TA in two years. . .hahaha..
