In the recent circular of JCA it is now clear that no promotion from ITO to ACIT is going to take place this year.

" It was proposed that 200 promotions may be done in each of the R.Y.s 2014-15 & 2015-16 and the rest in the R.Y. 2016-17, for a total of around 650 vacancies required for the purpose. It was also proposed that all the three DPCs would be held before 31-03-2015. The Hon’ble Finance Minister approved the Proposal on 02-12-2015."
No development in the Ernakulam CAT case, even the promotion of RY 2014-15 is still uncertain.
"" The order of the Hon’ble CAT, Ernakulam is reserved since 11-11-2015. At the instance of Central JCA, the CBDT is pursuing the Court for disposal of the order early. The ITGOA, Kerala Unit is also putting its best efforts in the matter. The UPSC is not in a position to announce the date of DPC for RY 2014-15 before the stay in promotion is vacated by the CAT, Ernakulam."

Taking into consideration the positive developments on the demands from the side of the CBDT, it was decided to take a final call on the suspended agitational programme once the order regarding relaxation of RRs are notified and response of the CBDT is known on other pending issues and accordingly it was decided to suspend the agitation upto 31st December, 2015"

Ernaculum stay will not be vacated till list as per nrp not sent to upsc.
Preparation of list as per nrp will take at least 1 year. So no promotion in next year too.

There is a conspiracy of implementing catch up rule before ITO to Acit promotion for 2014-15 wherein 50% itos are from sc/st. If this catch up rule is implemented no ito from sc/st will be promoted in near future even no promotion in inspector and ta too.

Atleast ITSEWA should pressurize for dpc in non-gazetted cadre in mumbai, pune etc where dpc for 2015-16 is pending.
There is no stay by any court on regional dpc, but if anyone approach for catch up rule in cat at regional level, there will be no promotion of sc/st employees in non-gazetted cadre too

It appears that everybody here just want promotion by any cost. But no suggestion in absence of Ernakulam decision as stay is continued till the decision. Is anyone here will move to high court or CAT for early disposal?

The Board had made it clear that the will allow no more than 180 promotions per recruitment year. As seen from the discussion in this blog, proposal for 180 promotions also sent to UPSC. (Despite of the fact that stay of Ernaculam CAT not vacated).
After JCA got involved in, Board had to agree for 200+200+250 promotions. So clearly, 650-540 = 110 ITOs, who would have to wait at least till 2017 to get promotions are getting benefitted. Board's stand als broken. At least these 110 should stand up and say ' good job'. At least for this. And also think of its effect in the next year. 110 more will benefit next year by getting one year advance promotion.
Rest may go to Guwahati with sade ande , tamatar and juton ka mala.
Legally no promotion can be made....without implementing NRP preparing Revised Eligibility List accordingly. It is not understood...as why ITGOA is not demanding implementation of NRP.

December 14, 8.55 a.m. ,the official spokesman of JCA, what is the fault of 180 persons waiting for promotions for last 20 months, the ITGOA made them fool with the false promise of additional vacancy in 2013-14. 110 persons who will be promoted early May clap on this achievement of ITGOA but who will return those precious 20 months of those victimised 180 persons ,some of them are at verge of retirement .

Ernaculam CAT adjudicated that no promotion without NRP.
Therefore we can expect promotion after June 2016. Now CBDT will write letters to all CCA to prepare seniority list as per NRP. Up to march-2016, no work will be done because all will be busy in time barring collection. There will be no work in April 2016 due to vacation. May-June for compilation of Seniority list as per NRP. July 2016 for new cases in CAT by dissatisfied itos. and so on
Ernaculam CAT has directed to allow pramotion on the basis of revised seniority list of Kerla charge, how it is possible to implement NRP in kerla charge, this means no DPC till implementation of NRP, on which the Board is sleeping for last 3 yesrs.our B. Criteria for promotion of income tax inspector is 03 year regular service from date of joining . Please guide me, if a person joined on 01 April 2012 (Aftrer-noon) and he will be completed 03 years regular service on 31 March 2016 then the joining time i.e. afternoon will effect his promotion or not.
