Advance increment for passing ITI Exam : benefit extended to O.S. & Steno Gr-I

CBDT extended the benefit of granting two advance increments to Office Supdt.s and Steno Grade - I for passing dept. exam of Income Tax Inspectors.
Vide the earlier order, Sr. T.A.s and Steno Gr-II have been benefited and a lot of representations have been forwarded to CBDT to grant the same to O.S. etc. 
The order has been issued on 15.12.2015.

But what about those who have passed ITI exam in the cadre of TA and taken advance increments in TA ???? Because those officials are loosing their pay in comparison to those who passed the ITI exam in the cadre of Sr.TA and OS etc. Is this not an injustice for for not publishing an order for refixation of their pay from the date of promotion to Sr.TA or OS ??? The Board should give an order for refixation. ITEF is not doing anything for us in this matter. There is no benefit for TA like lower cadres. Always higher cadres are getting the benefits. Because all Association comrades are from above the cadre of TAs, they are thinking about them only.

Who asked you to pass the ITI exam so early in TA cadre despite knowing that the advance increment will be granted in the TA cadre only?. If a prudent man think wise, he has to pass the ITI exam after his promotion as Sr TA and ITO exam after his promotion as ITI so that maximum benefit can be got in his fixation.

Earlier the same pattern allowing exam were conducted. Nowdays all candidates are allowed to take part the examination.

Then why the Board is allowing to appear the ITI & ITO exams in the cadre of TA while there is no benefit.Fresh notification should come to appear ITI exam in the cadre of STA / OS and ITO exam in the cadre of ITI. This is nothing but just like punishment for early qualifiers.

Thank you ITEF for your continuous effort to bring the benefits of advance increment to the Sr.TAs, OS & Steno Gr.I for passing the departmental examination for ITI . This order which bring such benefits to a few but creates a lot of confusion and loss to a major portion of our Gr.C staffs. The meaning of the word “Extension of benefit “is really confusing which is going to create a lots of confusion to those TAs who are eager to pass the departmental examinations at earliest because “Extension of benefit “does not defines if a TA passed the departmental examination for ITI at earliest can have option to wait and avail the benefits of advance increment in the cadre of Sr.TA or in the cadre of TA when his basic touch the minimum pay of Sr.TA. otherwise he will be a loser even though he is senior in same batch or subsequent batches who pass the examination after becoming Sr.TA.

Suppose further order will come Tax Assistants who will pass the ITI exam. can exercise the option for availing this benefit either in the cadre of TA or Sr.TA. But what about those TAs who had passed the ITI examination earlier years when this order was not in force and now getting less pay than his juniors who passed exam. in the cadre of Sr.TA. Number of representation from those TAs who passed departmental exam. for ITI have already been forwarded to the CBDT through proper channel from different charges for clarification whether the benefit of advance increment may withdrawn in the cadre of TA and allow to avail it again in the cadre of Sr.TA. otherwise talents will be demoralized for ever in this department. One of our comrade comets on this issue raised by some other comrade that “ who asked you to pass the ITI exam so early in TA cadre” . My dear he is you and our seniors who always encourage us to passed the exam. for better. Finally a small request to ITEF kindly raise this issue for which welfare of lower cadre may be done.

Early qualifiers are getting pay benefit for the whole period? Then why this murmur? You should not aspire both for pay benefit and also fixation benefit?

How can u say that early qualifiers are getting pay benefit for the whole period ??? I think u r not understanding the anomaly arise due to this. If not, then try to understand it clearly then say . Who qualify 1st he / she got the increments 1st. But the later qualifier get the increments after that and his / her pay is fixed with higher than the former.

Hello TA friends don't think you are the losers. Definitely it will help you in ITI promotion. I have seen TAs who have passed ITI exam yearly by-passed the seniors by date of passing exam critera. There is no loss for you. Passing the exams in early age is the right thing. Be happy for getting this opportunity. Eariler these type of opportunities were not available to us. Moreover only in our department we are getting this type of opportunities. Promotions also faster comparing with other departments.

Many Many Thanks to Board and to our ITEF for allowing TA's to appear IIT/ITO promotion examinations without any experience. It seems from the comments that there are some TA's who have passed their promotion examinations early , enjoyed the benefits of advance increments and placed themselves early in the list of seniority for promotion are now finding that their pay is less as compared to those who passed the same examinations later on. The difference is due to grant of fixed rate of advance increments on the existing pay as on the date of passing such departmental examinations which may not be considered as a matter of pay anomaly. It is obvious that those who have passed the examinations early are getting early benefits as compared to those who later. Grant of advance increments on passing the departmental promotion examinations is one sort of benefit given to us. Kindly do not make it as an issue so that it will be stopped forever.

Dear Anonymous December 22, 2015 at 9:30AM, nothing will be stopped for a genuine clarification. Here the claim is not compared with senior staff, it is compared with the same or junior batch staff. Is this a justice if the same or junior batch staff is drawing higher pay due to passing the exam later? The demand is for fixation of pay from the date of promotion to Sr.TA instead of the date of passing in TA. DEAR, COULD YOU HAVE TOLERATE IF YOU WERE IN THIS POSITION.

CAT JUDGEMENT UPHELD BY PUNJAB HC in the case of Ram chander saini Vs chandigarh administration REG STEP UP OF PAY - PAY ANOMALY DUE TO ADV.INCREMENTS IN HIGHER RATE Chandigarh Administration is aggrieved against the impugned judgment dated 25th February, 2009 rendered by Chandigarh Bench of the Central Administrative Tribunal whereby the Tribunal has upheld the principle that a junior cannot draw salary more than the senior placed in the same grade, especially if anomaly has arisen due to grant of increment at higher rate to the junior person. The Chandigarh Bench of the Tribunal had given a direction to the Chandigarh Administration to remove the disparity of pay between the senior and the junior by stepping the salary of senior person

Dear Friend Anonymous Dec 22 , 03.25 PM , Actually, on passing the departmental promo exams early, you have not lost your pay, rather, you have positioned your name early in the promotion list also got financial benefits early as compared to those of your batch or junior to you. Incremental value of 3% given to you is also given to your juniors.

See, in many cases you may find, a promotee who may be junior to you might be drawing more pay than you. In this case will you claim that how your junior is getting more pay after being cleared the exam later than you .

Still, I suggest, you may project this problem to the concerned authority, they may find some remedial measure in your case.

Yes, I agree with your that passing Exam earlier means you positioned your name early in the promotion list and drew higher pay in the next cadre. But when the late passer promoted to the next cadre in which you are, then again he will overcome you.

Kan bolta hai ki wo pehle inspector nahi banega...muddaa ye hai ki badme ITI ban ne wala ka pay jab pehle wale se jyada hoga to ye kahan ka nyaaya hai bhai, jab dono promotee ho ????? Pehle wale ka pay badme hone wale ka pay se jyada ya same hona chahiye...kam hone ka matlab kya usko punishment dia ja raha hai ki tum kyun pehle exam pass kiye....????

WHY SUCH AN ANOMALY SHOULD ALLOWED TO BE CONTINUED. EARLY PASSING OF EXAMINATIONS IS NOT A FAULT AND SHOULD NOT BE A PUNISHMENT. WE ARE VERY HAPPY TO SEE THAT OUR COLLEAGUES ARE GETTING SOME BENEFIT ON PASSING THE EXAMINATION EVEN AT A LATER STAGE. BUT YOU SHOULD CONSIDER THE FACT THAT WE ARE SENIORS AND HAVE ALSO PASSED THE DEPARTMENTAL EXAM WELL IN ADVANCE. WE ARE NOT DEMANDING A PAY MORE THAN YOU ARE DRAWING, WE ARE DEMANDING EQUAL PAY ONLY.

Dear Comrade, I am Divakar Naithani, Inspector of Income Tax, in the office of the JDIT (Inv.), Dehradun. I this office audit is going on and the audit people are saying that the advance increments granted on passing the departmental exam are to be treated as special pay only not the part of basic pay. No D.A. is allowable on these increments. Is it true? Is there any clarificatory order in this regard. If so, please provide.
