Ernaculam CAT has directed to allow promotion on the basis of revised seniority list of Kerala charge. Copy of order could not be procured yet. It means promotion from ITO to ACIT is going to be delayed. All regions have to revise their seniority list and only then all India seniority list can be revised. The leaders could have anticipated it earlier. When revised seniority lists have been prepared as per NRP in all cadres, why it would not be applicable to ITOs ? ITGOA never tried to revise the list as many of them will loose seniority and some may face demotion too.

अब jca को जल्दी से जल्दी nrp के अनुसार seniority list upsc भेजने का प्रबंध करना चाहिए अन्यथा २०१६ में भी प्रमोशन नहीं हो पाएगा
Pay commission issues taken up with CBDT by JCA vide its letter dated 14/12/2015 for onward submission to committee formed to look into the 7th CPC recommendations. Everyone knows that the DPC for ITO to ACIT has to pass legal hurdles.Even if the judgement of Ernakulam CAT is other way around, there is no guarantee that new case won't be filed in another CAT. There had been CAT cases all along. It is only propaganda that association had delayed the conduct of DPC. Yes,it is great loss to those who are retiring from service in near future. The losers get increased in each passing month.Now we are certain that number of promotions are going to be 650 . That means numbers added to promotee's kitty which ultimately going to benefit non-IRS community in long run (one or the other day). If we go through history of any movement, beneficiaries were from the struggled group though the benefits were not immediate. Some benefits we enjoy now because of efforts of our seniors.
Now keep united and give helping hands to strengthen the associations and reap the benefit of parity in pay starting from TA to ITO/AO/PS.
Parity in pay :
TA at par with auditor which is also Gr-C and one of the non-interview posts in CGL.
ITI at par with inspector,CBI
ITO/PS/AO and all other Gr-B Gaz officers starting pay to be equal at par with concept of equal starting pay for all Gr.A officers.
Heard that against the violation of 1:1 rule, direct IRS association is going to CAT.Are we planning something to counter their views? Heard that they are trying to replace 1:1 by 2:1 as in the case of IAS and IPS.
After Ernakulam verdict, if seniority is to be revised now as per NR parmal case, why was the cbdt and itgoa sleeping for so long? Why should 2001 prompoted itos suffer for no fault of theirs? Or else scrap all promotion orders of acit made in 2013&2014 wwhich were passed without implementing SC direction in nr parmal case when the order has since been in existence..its disgusting to see how things are moving. Justice delayed, justice badly denied..
it will be better to make all over seniority (not only Kerala) list as per NRP and send to UPSC otherwise UPSC will return it and precious time will be consumed.
IF UPSC pass order without NRP, many employees will go to CAT for cancellation of order, that will make more delay
I Think ITGOA sacrificed the career of 180 ITOs to accommodate 110 for early promotion . This act of recalling the 180 list from UPSC was the most stupid and irresponsible act by CHQ. This has caused irreversible dame to the cereer prospects of the 180 officers. What a shame!
Knowing well that this situation Will come you keep postponing promotion though CBDT was ready to give 180 from January
JCA should file write petition against ernaculam CAT's order and take stay against the order. Promotion should never be delayed it is not good for us. Frnds please fight for promotion.

Mumbai charge has published list of employees eligible for promotion to the post of ITI.
The circular says that the list is subject to revision on implementation of N R Parmar case decision.
It means that the promotion will be given based on this list and the department will wait till somebody goes to CAT and gets a decision to the contrary.
ITEF Mumbai deserves congratulations for such commendable job in forcing Mumbai administration to toe their line and dump CBDT directive on NRP.
Only hitch is the UPSC's stand that entire seniority list of all the employees were to be revised based on NRP.
However CBDT can wriggle out stating that the list was revised and circulated (that it is ignored while drawing eligibility list is a different matter).
ITGOA WORKING FOR THE BENEFIT OF WHOM IS NOT AT ALL UNDERSTOOD
JCA will now take the plea of ernakulam judgement and will sleep for another one yea. It has been successful in delaying DPC for 14-15 as none of the leaders name is in 2014-15 and they are only in 2015-16. Let's teach these leaders a lesson by pledging not to vote for them in coming elections
Mr 1.10 PM there is nothing commendable in preparing list without NR Parmar, it will only create choas and make u people fool to thing that by your fulish act u will suceed in denying direct their dues.

The fact remains that Mumbai charge has published the batch wise corrected seniority list of T.As during Oct'15.
No overall(direct recruits and others)corrected seniority of Sr.TAs were circulated.
Now eligibility list of Sr.TAs for promotion to ITI is circulated. This is list subject to correction based on NRP implementation.
May be next week, the promotion order will be issued with a note that the list would be subject to revision based on NRP implementation.
Some candidates may approach CAT.
After one year a date will be given for hearing.
At that point Department will submit these Oct'15 circulars stating that seniority list has been revised based on NRP judgement.
The aggrieved direct recruits will then in the next hearing after another one year point out that the promotion order is without NRP implementation. May be in 2019 CAt will direct the department to correct the promotion list and it would be corrected in due course in 2020.
This is exactly what is in store.
In 2021 somebody from pr side will file a writ in high court and h.c. in 2022will direct to implement rajeev mohan judgement and then in 2023 some wacky Dr iti will go to s.c. and in 2024 s.c. will direct the matter be restored to CAT for adjudication and then cat will give a date in 2025 and then and then and then and then and then and then and then................
N R Parmar judgment has already been implemented in Mumbai in the cadre of Inspector. Therefore, they needn't worry. Let the other cadres decide their matter on their own.
