The 4th meeting of Personnel Grievance Redressal Committee (PGRC) at apex level was held on 10.6.2015 under the Chairmanship of Member (P&V) CBDT.
Earlier, a meeting with JCA and Member(P) was convened on 09-06-2015. After nearly a week ITGOA and ITEF came out with the outcome of those meetings which practically yielded no result except assurances! Gist of the meetings as available in the associations' websites are being provided below.
Promotion from ITO to ACIT : We have given a detailed account on this issue in our Circular No. 9, dated 29-05-2015 wherein it was stated that the calculation of vacancy for R.Y.s 2013-14, 2014-15 & 2015-16 would be finalized in a meeting with Member (P) and JCA on 8th/9th June, 2015. The meeting was convened on 09-06-2015 and even after a deliberation of more than 2 hours, the official side and JCA could not agree in determining the number of vacancies for the said R.Y.s. The matter was again discussed in the PGRC Meeting on 10-06-2015 and it was decided that the issue would be finalized as early as possible after a discussion between the Chairperson and the Member (P). I would like to mention here that it had been decided that the promotion of 180 officers from ITO to ACIT, as it was done in R.Y. 2013-14, was not sacrosanct and the vacancies would be recalculated as per the guide lines and various O.M.s of DoPT. In all likelihood, the CHQ expects the matter to be finalised within a fortnight.
Promotion to ITI :For filling up of posts of Inspectors lying vacant for want of eligible candidates, necessary instruction will be issued to all the Pr.CCITs and instruction for filling up of the posts by promotion for R.Y 2015-16 uniformly by all the charges will be issued shortly.
For Re-allocation of posts of Inspectors to deficient charges (where stagnation is acute) as proposed by ITEF, it was informed that the exercise of re allocation of the post of inspector will be taken up at the appropriate time.
Recruitment Rule : Regarding notification of Recruitment Rules of Gr. B & C employees, it was informed to the representatives of JCA that the Recruitment Rules for the Group C employees will be notified within a period of one month (i.e. MTS & TA). As regards recruitment rules for Group B Gazetted and Non-Gazetted cadres, the draft RR was sent to DOPT for approval. The Recruitment Rules of Departmental Canteen staffs are ready and will be notified within a period of three weeks time.
Laptop and Mobile handset :The official side informed that the laptops for Inspectors were approved in full board meeting. The matter was remitted to the technical team for purchase of laptops and accordingly orders will be issued shortly. For mobile hand set to all the employees it was informed that a policy will be framed and a proposal will be submitted to the concerned authorities for approval.
Petrol Allowance ; For enhancement of Local Travel Expenses to Inspectors and Notice Servers necessary proposal was sent to the IFU for approval. The approval is still awaited.

what's the year wise vacancy for ITO to ACIT quantified by ITGOA and CBDT?
OUTDATED NEWS. No progress has done. A large number of ITOS has not received laptops. In DELHI region (PRESIDENT OF ITEF i.e. MR. KANOJEE ) more than two hundred ITOS are working with out laptops. INSPECTOR TO DUR KI BATTA HAI.
Forget DPC now there is a stay on further DPC
