On a discussion with seventh CPC JCA urged for same pay scale of ITOs with Officers in the Audit & Accounts Department with a grade pay of Rs 5400 and Inspectors at par with IB and CBI Inspectors. They soufgt similar pay for TAs with other Accounts counterparts and NS with Postal Assistants. As per ITEF CPC has taken "positive and appreciative approach" to all the demands.

"...The true revision as per the spirit of the CBDT instruction to correctly determine the seniority,has to be the revision from the bottom. The point was made clear to all and it has been decided to revise the seniority of the cadres where the element of both DR & PR exists accordingly. It was also decided that progress of implementation and revision of seniority list of all such cadres will be monitored by the Authorities every month."

New RR for Ex. Assts. is being delayed by DOPT. DOPT wants a 10 year residency period for the promotion to the new cadre while the association stressed for 3 years. Dept. assured to pre3ss the demand for 3 years to DOPT. Association objected any mandatory training programme for promotion in any cadre.

From this circular the agenda of new chq is cleared. Kpr is still involved in the department's issues. OS is not a cadre for which itef is serious. If EA cade could not be created no promotion avenues left for present OS cadre as well as AO cadres. This chq is only for stenos and iti only.
It has been brought to the knowledge of the ITEF CHQ that the Pr CCIT Chandigarh is implementing the decision of NRP in it,s own novel way. They are bifurcating the DRs of a single vacancy year into two/three years. Had the issue been taken up during the meeting?

what about the Pay scale of 7450 to the Inspectors promoted between 1.1.2006 to 31.08.2008. What is the status of the CAT case on this issue. Pl.update.
In our department DR inspector get 12540+4600 and PR inspector get 9300+4600 salary. Minimum salary should be fixed 4 all cadres
This is absolutely a big blunder n disparity. All the ranks should have identical pay scale. We should fight against this type of disparity.
Doctrine of equal pay for equal work not followed in the fixation of minimum pay. Art.39 (d) of constitution provides framing of laws keeping these in mind. This is followed till 5th pay commission by defining minimum pay of particular post. In 6th pay commission this principle is not followed becoz of pay band structure. Minimum pay protection given only to DRs on their entry but denied to PR .
in mumbai,implimentation of NR Parmar is running tortoise speed,will ITEF take initiative to speed up ? will ITEF has any plan to implement same with in time frame? pl. update.
N R Parmar bahut jald band honewalla hai. Koi bhi Supreme court judgement ko khatir nehin krta. Jaise ki ek little instruction Kisine diya hai. Doston NR Parmar judgement ko jitna jald ho sake bhulna padega. God tusi great.
ITEF is not concerned abt Stenographers...dey nvr thought abt dis cadre....but most of d stenographers r members of ITEF....

Dear comrade it is impossible to ignore NRP because it is just the interpretation of OM dated 3/7/86. nothing more nothing less. Let us hope it is implemented as early as possible
The association is for whom. Why can't they talk for AOs and PS.. they are also group B officers. Earlier all group B officers were getting same salary. The association is advocating for some section of the staff.
AO & PS ? they are officers by chance, without having any exam cleared. They are already being over payed. 7th CPC should consider to degrade them.

Could u understand the pain of the employees who have cleared their dept exams but wishing not to becomes iti or ito , they choose d the admn career due to very personal reasons. All knows well that after getting promotions of iti or ito what many persons doing. Hope u could understand what I wants to explain and my words do not offend u. Pls do not post the comments agonist the cadres which have no meaning to you. They r not posting bad comments against other cadres. Why other people s showing their concerns with evil spirit. Pls avoid and let them to serve their duties.
Our deptt is like human body. Each n every part of it have independent workk to run the deptt. Suppose we have not possesses one or more parts. Who will work instead of short limb. If anybody have problem that some cadres shouldn't be there asked the govt to abolish the post. Pls do not post the un wanted comments which hurts others. If it is important to posts the comments pls post with your identity so that others took advantage/guidance from you.
Each and everyone should file RTI for implementation of N R Parmar before their respective CCIT (CCA) and CBDT regularly and force them to act and do justice to all
Those who sat ideal without passing any departmental exam promoted as A.O and doing noting but anti employees welfare. These A.Os interpret rules and circulars always wrongly because of lesser knowledge of even reading the sentences as most of the A.Os only SSLC passed guys. There must be some exam for becoming A.O in our department.

ITEF and ITGOA has done a great blunder by suggesting AO posts for those brain less people to become as AOs.
Admin pls publish the identity of the person who arr posting dderogatory comments against any cade or pls do not publish the comments. The persons who are posting comments like above must have guts to write their name and place while posting the comments if they have any weight over their comments.
Everyone got their respective cadre after passing the departmental exam. Where is question that somebody getting promotion without passing any exam. Pls do not mislead anybody.
Do you know one of our cadres get IRS and their qualifications? Please verify from SSC notifications.

The AOs just only passed the Ministerial staff exam. Which exam AOs have passed to become an 'Administrative Officer'? As April 17, 2015 at 7:39 AM blogger suggested there must be some exam to become an AO.
JCA should have suggested pay scales equal to IRS to our beloved A.Os who are more qualified and more knowledgeble persons in our department .

PCCIT, Tamilnadu has issued a clarification on 2 advance increment. Its 3+3 only and not direct 6%.
New RR is purely to destroy the career of low paid employees. Increment band, har promotion ke liye exam wo bhi old age pe. Delayed promotions, exam passing seniority band. Old RR ka har existing benefits will be stopped by replacing New RR. Koi bhi thik se analysis nehin krta. Phir bhi ITEF new RR ka demand apne agenda pe rakhaa hai kiun ki sab koi higher authorities ki gulami kare. Swabhiman ko bhul jaye. British India achha tha. Democracy ka kuch bhi value nehin. AOs are villains of the department . They are jealous of IITs and NS for the petrol allowance and now with STA for ITI exam increment arrear.

Exam for A.O is must.
As well as 10 yrs service for 2400 GP to 4200 GP should be must. Minimum 3 yrs service in 4200 should also must for next promotion.
A O must be graduate so that they can read om and op.
AO exam should include preparation of pension papers, claim bills, arrear bills etc., because most of the AOs dont know anything in Establishment work.
Many graduates of particular regions are not able to pronounce or write the proper words even not in hindi. IQ is not depends upon educational qualifications. If only educational qualification matters than our elders many of whom are not well educationally better to us , may not be wise rather than many of us. So be evaluate yourself first. After that comment about others.
DOPT issued OM dated 23/04/2015 for advance and timely conducting of DPC financial year wise for not harrassing the govt employee to all the govt deptt/ministries including CBDT. Cabinet has viewed the matter seriously and instructs seriously to all the deptt.
persons from some known states must be recruited without taking exam as TA/ITI and joining the deptt they should be promoted as ACIT directly on the basis of their skills vide which they survived in the deptt.
Yes b coz only some persons of the deptt are capable to run the deptt. The employees who have 20+ service are becomes illiterate not intellegent or brainless as all the skills intelligence , overnightly pumped towards some over intelligent employees.
Tenth standard guys should not comment on Graduates/Post Graduates.
For your kind information this is the work of TA or SrTA working in EB. AO is supervising authority. If all above work not properly done blame the staff due to their working attitude. Do not blame the officers
Do u know that what is the qualifications of persons upon you are commenting. If they are illiterate as u presume , they dare not to reply your comments. Perhaps some of have completed their graduation , Law or higher academic qualification before your birth. Pls do not underestimate others.
Leader is the one who takes resposibility for all the actions of his or her followers because it is he or she guide or mould the follower. Same is the case with officer, let it be IRS or Non-IRS or AO or whom so ever it may be, the are only responsible for wrong doings of subordinates. When appreciation comes they are the one who is honoured, simillarly when blame comes they must accept.
Once 10th passed electrician in electricity department can become an assistant engineer on promotion, why not 10th passed LDC become AO . Educational qualification is not the scale to measure ones efficiency, it can be used only as a eligibility criteria at entry level since selection procedure in govt dept is mainly an elimination process.
Have a will to learn what ever position we hold can only bring efficiency within ourselves.
AO's role in Income Tax Department is vital. Instead of conducting a separate departmental promotion examination for promotion to AO, it would be better, if volunteers among IIT be made as AO, because knowledge of Income Tax Act, Rule, Office procedure and Accountancy etc. are absolutely required to hold the position of AO. As, we all know that many of AO’s are holding the post of DDO, a DDO should have knowledge of Pay and Accounts. Hence, passing the departmental promotion examination of IIT may be made essential to become AO. Further, it may also be made compulsory for the existing AO’s to pass the departmental promotion examination of IIT to get promotion to the next higher grade.
You r welcome. If all have these type of constructive thoughts , there would be no derogatory comments against any cadre. But some of our friends every time try to malign the reputation of othet cadres.

Why not for Gr A posts?
There is no need for any comments upon this issue. Order is there. Rate of increments 3+3 while fixing and calculating the basic. Most commonly it is applicable to the persons who cleared their exam in & after 2007.
Present OS and Steno-Grade-I are still deprive of advance increments for passing IIT examination......
Please raise your voices for them too.
There must be depttl examination for promotion from ITO to ACIT so that only seroius n deserving candidate s may get promotion. This is to reply who are very much in favor of depty exam for next promotion.

@Vikasbir ji .. order is needed because in MP & CG region, ZAO are giving only direct 6% not 3% rounding to multiple of 10 and then again 3%... if you have order, kindly paste the link
The biggest enemies of staff members are AO only in our department.
Everyone will be willing to write as many as deparmental exam for promotion from one cadre to other, provided two advance increments will be sanctioned.
Instead of intercharge transfer, whether mutual transfer can be opted? The mutual transfer rule is applicable in Income Tax Department?
In some regions, TA's are getting double increment for passing Ministerial Departmental Examination, which is not permissible as per rule. The pay fixation on promotions are also not followed according to the rule. Stenographer-II with G.P. 2400 are getting promoted earlier that Sr. T.A./OS with G.P. 4200. Hence, it is earnestly requested that proper monitoring of these cases may kindly be done by the administration.
Are they recruited from outside directly or they were earlier working in the deptt before promotion. Think again before posting comments or comment with your ID so that your colleagues should know your negative attitude.
If any officer would objected or tried to follow the rule , your esteemed above type colleagues would cty that officers are big enemies.

EVEN AFTER THE BOARD HAS GIVEN INSTRUCTIONS REGARDING GRANT OF ADVANCE INCREMENT THE ZAO HAS DOUBTS AND RAISED OBJECTIONS REGARDING THE INCREMENT AND REQUIRES CLARIFICATIONS REGARDING THE INCREMENTS THEY REQUIRES ALL CIRCULARS PERTAINING TO GRANT OF ADVANCE INCREMENTS RIGHT FROM 1989.IT NEEDS TO BE SOLVED FROM BOTH ENDS.

After extending the benefit of two advance increments on passing the Deptl. Exam of ITI to Sr.TA and Steno-I, it is observed that the pay of the same / subsequent batch recruitees who passed the Exam in the cadre of Sr.TA is higher than that who passed the Exam in the cadre of TA. That means passing Deptl. Exam of ITI earlier is like punishment. So, whether an official who has taken the benefit in the cadre of TA can withdraw it and re-fix his / her pay w.e.f the date of his / her promotion to Sr.TA. The Board should issue circular regarding re-fixation of pay of those who has taken the benefit in the cadre of TA.
