Update about cadre restructure implementation

CBDT has published the details about the proceedings of 5th July with all committees and cadre controlling CCAs. The entire process of restructuring is proposed to be completed within 31.12.2013.

As informed in this blog earlier, CBDT issues order about including association representatives in the sub committees. One representative each from three associations, IRS, ITGOA and ITEF to be included in all sub committees.

Cadre Review : ACR to be made ready for DPC

CBDT asked all cadre controlling CCAs to complete ACR dossiers immediately for those who are in the consideration zone for promotion in the next higher grade consequent upon the cabinet approval of additional manpower in the Income Tax Department. DPCs for promotion in the next higher grade to commence shortly.

Cadre review committees will include member from JCA

CBDT has decided to include association representatives in the Core Committee and different sub committees. For this inclusion, the apex committees will be reconstructed within one week. This decision has come after ITEF and ITGOA strongly opposed the move of not considering association representatives in the implementation team.
In the regional level also the cadre review committee will consist of participation from JCA.

Direct Tax Collection for June'13 Quarter up by 11.52%

Gross direct tax collection during April-June of the F.Y. 2013-14 is up by 11.52 percent at Rs. 1,23,993 crore as against Rs. 1,11,183 crore in the same period last year. While gross collection of Corporate taxes has shown an increase of 7.82 percent (Rs. 76,115 crore as against Rs. 70,594 crore last year), gross collection of Personal income tax is up by 18.53 percent (Rs.46,903 crore as against Rs.39,569 crore last year). Net direct tax collection is up by 6.44 percent and stands at Rs.89,705 crore, as compared to Rs. 84,274 crore in the same period in the last fiscal. 

The collection of Securities Transaction Tax (STT) stands at Rs. 926 Crores. The Wealth Tax has posted a growth of 50.00 percent (Rs.48 crore against Rs.32 crore last year).

Salient features of Income Tax cadre restructure

Salient features of Income Tax cadre review proposals as approved by Union Cabinet on 23/05/2013 is as under :
1. Number of Assessment Units to be increased by 1080, from existing 3420 to 4500
2. Expected additional revenue Rs 25,756.04 crores per anum against additional expenditure of Rs 449.71 crores per anum
3. Each Range to have one more Assessing Officer
4. Administrative CITs to be increased by 22
5. 114 Special Ranges with adequate manpower including ITOs to be created
6. Creation of 620 additional IRS posts as reserve
7.Bifurcations of posts in CIT cadre in HAG and SAG scales on functional basis
8. Upgradation of all 116 CCITs to Apex and HAG+ scale with one increased post
9. Three more RTIs to be created (Patna, Bhopal and Delhi)
10. Directorates to be strengthened/reorganised. Three new DIT(Inv) to be created in Dehradun, Chennai and Goa.
11. CIT appeals to be strengthen with Inspectors. 1Cit(A) for each range in central and corporate charges  and 1 each for other Administrative Commissioners.
12. 179 ITOs to be posted to assist DRs and Sr DRs to strengthen the advocacy system in ITAT.
