Revenue collection in West Bengal to be hit due to I-T staff crunch : Media News

The process of augmenting revenue collection in the state will suffer a major set back as the existing staff  strength of income tax officers in Kolkata Zone is low, said the Joint Council of Action of Income Tax Association, an amalgamation of two unions ~ Income Tax Gazetted Officers Association (ITGOA) and Income Tax Employees Federation (ITEF).
Officers from the ITGOA today in a programme said that as per the new cadre restructuring in the income tax department, the Central Board of Direct Taxes allotted additional 20,751 staff members, including officers, to 18 regions across the country, while the Kolkata circle is getting none of the staff members. 
Kolkata Zone has a present strength of around 7,100, among which 1,633 members, including officers, will be transferred to other zones. This will affect the collection of revenues. West Bengal, Sikkim and Andaman falls under this zone.
 In the last financial year around 25,000 crore in direct taxes was collected from Kolkata zone.
Mr Bhaskar Bhattacharya, All India General Secretary of ITGOA, said that the new cadre restructuring has deprived Kolkata zone in allotting the new officers. 
"The new restructuring of cadre will affect the revenue collection in West Bengal. The zones which have maximum number of staff strength are Delhi, Mumbai, Ahmedabad, Hyderabad and Bangalore. As a result, West Bengal will be denied the Central grants in the sectors like health, education and infrastructure development if the state sees low collection of direct taxes. The disparity in the cadre distribution happens because some senior officers including some of the Indian Revenue Services prefer to be posted in major cities," Mr Bhattacharya said.

Diversion of posts from WB region, again.

West Bengal to loose more posts
It is learnt that more posts are going out from West Bengal region in the next three years. The detailed roadmap for cadre restructuring consists divertion of more than 1600 posts to different regions including Ahmedabad, Bangalore etc. This include posts of different cadres.  A communication in this regard reached Pr CCIT, WB & Sikkim office yesterday. A total number of 17 ITO posts are going to be diverted to other regions in a phased manner. In the first year 9 posts are going out and so on. Also a number of Executive Assistant and other posts are set to be diverted in the next three years. Details of this diversion is not available with us right now. It will be informed soon.
It is really an irony of fate that when WB JCA is on agitation demanding more posts for their region, CBDT is taking away posts from this already deprived region.

JCA West Bengal continuing agitation, writes to PR CCIT

JCA West Bengal unit continuing agitation programme against the gross injustice made to West Bengal charge and asked to publish the criteria for allotment of additional posts. As per their letter, WB has got only 50 additional posts (0.24%) whereas others secured 10 to 90% of additional posts. 
The main demands include additional 65 ITO and 151 ITIs, no reduction of DC/AC, A.O., P.S. as promised by Member (P&V), Chairman, Rev. Secy and F.M., no more diversion of posts to other region and publication of post allocation criteria.

Mumbai ITEF to observe lunch hour demonstration today (07/04/2014)

ITEF Mumbai circle to hold lunch hour demonstration on 07.04.2014 against CBDT for non honouring the agreement with ITEF before notification of additional posts on account of cadre review.
"We strongly denounce this attitude of the Board in not honouring its own promise of discussing the allocation of posts with the ITEF.  It is indeed shameful that the CBDT has not even informed the ITEF about the criteria adopted for the allocation of posts. In the circumstances, the ITEF, Mumbai circle has taken the decision to hold a massive lunch-hour demonstration on 7.4.2014 in front of Aayakar Bhavan as first step in the direction of a prolonged struggle expected in the ensuing financial year of 2014."
