New recruitment rule of ITI and EA may be released today

According to sources, CBDT may release new recruitment rule for Inspectors and E.A.s today. Though those rules are awaiting approval of DOPT, those may be notified on adhoc basis to enable the CCITs to effect promotions.
It is also gathered that during the meeting of all Addl.CsIT (H.Qrs)convened on 15.04.2014 at New Delhi, the Board has provided all the Addl. CsIT (H.Qrs) details of letters of requisition sent to SSC for all cadres from vacancy year 1986-87 and onwards (2001-02 in the case of TAs) in tabular form. According to the said details DRs of 2005 are to be assigned seniority with reference to Recruitment Year 2006-07. The Board has directed all  Addl.CsIT (H.Qrs.) to prepare seniority lists accordingly.

CAT Lucknow Bench ordered in favour of direct recruits

In a recent judgement CAT, Lucknow Bench passed an order in favour of direct recruit Inspectors. In line with the apex court judgement in the case of N.R. Parmar, CAT directed Income Tax dept. to recast the seniority according to recruitment year criteria.

JCA West Bengal to intensify agitation

PEN DOWN FROM 21ST TO 25TH APRIL 2014
It is learnt that JCA, WB will intensify it's stir from next week against the gross injustice made in the cadre review post allocation. All Group C, Group B and promotee Group A officers to abstain from work from Monday, 21st April 2014 onwards. After five days' pen down , members to demonstrate in front of the Pr CCIT's office on 29th April 2014. 
 Agitation Programme under the Banner of JCA, WB Unit revived with immediate effect to protest against the discrimination meted out to West Bengal Region in post allocation in CRC 2013
1)Non-submission of statistical reports
2)Non-participation in Search & Survey operations including recovery & TDS surveys to continue 
3)Pen Down from 21st. April to 25th. April, 2014 when only limitation matters will be taken up 
4)Lunch hour demonstration at Aayakar Bhawan on 29.04.2014

Revenue collection in West Bengal to be hit due to I-T staff crunch : Media News

The process of augmenting revenue collection in the state will suffer a major set back as the existing staff  strength of income tax officers in Kolkata Zone is low, said the Joint Council of Action of Income Tax Association, an amalgamation of two unions ~ Income Tax Gazetted Officers Association (ITGOA) and Income Tax Employees Federation (ITEF).
Officers from the ITGOA today in a programme said that as per the new cadre restructuring in the income tax department, the Central Board of Direct Taxes allotted additional 20,751 staff members, including officers, to 18 regions across the country, while the Kolkata circle is getting none of the staff members. 
Kolkata Zone has a present strength of around 7,100, among which 1,633 members, including officers, will be transferred to other zones. This will affect the collection of revenues. West Bengal, Sikkim and Andaman falls under this zone.
 In the last financial year around 25,000 crore in direct taxes was collected from Kolkata zone.
Mr Bhaskar Bhattacharya, All India General Secretary of ITGOA, said that the new cadre restructuring has deprived Kolkata zone in allotting the new officers. 
"The new restructuring of cadre will affect the revenue collection in West Bengal. The zones which have maximum number of staff strength are Delhi, Mumbai, Ahmedabad, Hyderabad and Bangalore. As a result, West Bengal will be denied the Central grants in the sectors like health, education and infrastructure development if the state sees low collection of direct taxes. The disparity in the cadre distribution happens because some senior officers including some of the Indian Revenue Services prefer to be posted in major cities," Mr Bhattacharya said.
