As many as 20 Indian Revenue Service officers of Income Tax cadre presently working at CCIT level will get Apex Scale. They are RK Gupta, Dhirendra Khare, S Ravi; S K Srivastava, Kiran Oberon Vasudev, K satyanarayana, Atulesh Jindal, T Jena, Swatantara Kumar, GN Pandey, NC Joshi, P C Srivastava, S K Ray, Poonam Dutt and D K Das Sharma of 1978 batch and Pomela Bali Prasad, T K Shah and R K Rai of 1977 batch.

As per circular No 42 dated 26.03.2014, following information is available from ITEF website.
"We were also informed that there will not be reduction of posts in any charge and all charges will get the entitled additional posts. The proposal is now awaiting the final approval of the Finance Minister and in all probabilities the same will be notified by 31st March 2014."

Dear ITEF leaders, from the circular released from (HQ) it is come to know that the Board has asked the ITEF to discuss with HRD regarding R.R. Hence it is once again requested to continue the date of passing criteria for promotion for ITI. If it is not happen it is really a tragedy for the merit especially to the Interchrge transfree. Now ITEF has sole responsiblity if it is discontinued . Leaders should fight to contine the said criterial till the next examination so that those who are going to appear will be knowing that they arr not getting such benefit. Otherwise it is a betrayal to the merit. it may also noted that by doing so it is snatching anybody's chance as that is the existing rule and senior people will also have their share of 1:1. Hence once again leaders pls get it done
First they got hag plus scale for all ccits n after 7-8 months apex scale now. Hope at this pace cr can be implemented in next five years for the majority in the department.
The CBDT is very much interest in giving principle scale to principle CCIT and sanctioning but forgetting about pillar of the department and without pillars slab could not withstand and it falls very soon. Why CBDT is not clarifying that implementation of NR permar case is impossible. Example:50 Posts identified in 1995, advertised in 1995 but results announced in 2000 and 50 reported in 2000. Meanwhile, 20 person have joined in 1995 from intercharge, 20 person have joined in 1995 from surplus cell and 5 person have joined on deputation and later sanctioned permenent stay in the department. Thus 50 posts were filled up in 1995 against the DR quota. In such a situation where the DRs from the advertisement of 1995 joined in the department 2000 will put. Here, what is the term availability and what is the filled up vacancy. Before the said DRs came in the department those DR vacancies have been filled up by intercharge/surplus/deputation but not by promotees. If those already in service from 1995 were permitted to continue their seniority from 1995 and the DRs who reported in 2000 have also been permitted from 1995 seniority then what is the definition of term availability. Is it 50 or 100. Actual vacancies are 50 but due to NR permar implementation if these 50 also put from 1995 then there is no meaning of term availability. Without understanding each and every facts and circumstances of every year of vacancy, whether it has been filled by other mode ( not by promotee) before the said DR came and also whether there was any carry forward vacancy, are subsequently filled up etc things are to observed from 1986. Next, every one is not observing the actual, IN THE INSTANT CASE word is used. ie If any situation exactly falls in the same set of facts only, the judgement is applicable.It never said that seniority counts from the date of notification or date of requisition. All the CCIT(CCA) have does not know the service rules and legal knowledge about service rules. because of this reason is only the employees are playing games with the administration through CATs and lawers. Because of this CAT's stay in DPC, if any eligible service employee dies without getting promotion due to stay, then see the DANCE IN HIGH COURT OR SUPREME COURT.
Dear frnds. Please give my words a deep thought. Prior to cr 2001 person joining as Ldc or Udc could hardly get promoted upto ITI, whereas person joining as DR Iti could get upto addl./jcit. Post cr 2001 Ldc udc joined persons could get upto acit/dcit but the fate of dr iti is the same. They can go upto addl. Cit only. Post cr 2013 again dr iti would go upto addl. Cit Level only even if they r given seniority as per nr parmar decision. So i donot understand why itef is putting all the efforts with admn to not fix the seniority as directed in nr parmar case. Actually what all of us should do is ask for the implementation of cr on the lines of cr 2001where all the additional posts were filled up by promotion only otherwise dr pr quarrel will end up as long term damage for majority of us i.e. non dr irs.
yes, i do concur with the view. But according to the government policy, when there was additional posts were created according to the quota norms, public appointment is must. If in the recruitment rules clearly specifies that notional seniority could not be given till they have joined in the respective department. Then there is no requirement of executive instructions like DoPT OMs. Hence, to avoid ambiguity this type of problems, we must ask the Board to pass recruitment rules as mentioned above.
