A meeting with CBDT took place on 27th May 2015 regarding calculation of vacancies for the promotion of ACIT.
It was decided in the meeting that recalculation of vacancies for R.Y. 2013-14, and calculation of exact vacancies for R.Y 2014-15 and '15-'16 will be done very shortly by HRD and AD VI and the same will be finalized by 8th or 9th June 2015 in a meeting between Member (P) and JCA. Needless to mention that promotion in the post of ACIT will open opportunities for consequential promotion in the lower cadres.

Is it right that due to absence of new RR not to hold DPCs for any cadres. Why board not issuing instructions regarding one time relaxation. What arr doing our present President and SG. Why they r not pursue the matter. Many cadres r not getting any promotions due to negligence of board n ITEF. Comments are solicited.
ITGOA apni members ke benefit k liye pura kosish kar raha hai, jiska outcome hai ki CBDT members meeting bula rahe hai. But ITEF ko saram ana chahiye ko wo DPC 15-16 ke liye kosish bhi nehi kar raha hai. CBDT ki jab mercy hoga tb DPC hoga. ITEF bs chamcha giri k liye banaya gaya hai. Members ki contributions ko Sharab aur airticket pe spend karo but outcome kuch nehin.

Usko ITEF ke SG ka kaam seekhne koi saal hojayega. Tab tak sab log apne kaam karo aur CBDT koi DPC karne ki pasandh kare tab DPC hoga.

Why ITGOA has not commented on NRP status now?
Some people of IT Deptt always critisize personally, why it is not known. it is implied that the minimum qualification for clerical post is graduate. then language like chamchagiri should not be used.everybody knows it that the RR lies with DOPT and for which Secy Genl of ITEF pressing very hard to CBDT to issue mid term instruction with some relaxation,to hold the DPC in accordance to the present recruitment rules. All Cir Secy very much aware about it. And the Instruction is likely to be issued.
Mumbai region has already published seniority list upto LDC. So which region is still left to implement NRP in all cadres. please expedite because they will take more time. mount pressure to issue instruction for DPC of 2015-16. hopefully current and backlog vacancy of ACs will be more than expected.finger crossed!
ITEF and ITGOA have lost their bargaining power with the CBDT.
There is no chance promotions for ITO to ACIT before this year end.
I am very dejected and getting upset due to non granting of promotions for ITO to ACIT cadre even after a long gap. Who is to blame for this mess?
As per standing instructions/ rules of DoPT, DPCs are held as per existing RR. Which order of DoPT prohibits CBDT from holding DPC for 2015-16. If such order has been issued it should have been equally applicable to CBEC also. Whereas, no DPCs are held back for want of new RR in CBEC where cadre restructuring approved much later. So, what is motive for delay. Preconditions of UPSC is stated as quoted as reason for Gr.A promotions. What about DPCs for other cadres for 2015-16 for which no other department is involved. Once the promotions given from 1986 can be reviewed as per NRP, promotions as per existing seniority can be given and the same can be reviewed when undisputed NRP seniority list prepared along with old cases.
why are u all getting dipressed. All the things are in progress. it's just we need to be unite and put pressure so that all the procedures are being follwed within two coming months.
I guess, all the regions have implemented NRP in all cadres but the main issue is at LDC & MTS level. it is very hard to find the data. that is why it is taking time. This will also be completed within this june, if JCA & ITEF understand the severity of the issue. please help to conduct DPC of 2015-16. Time is running out!
Let ITO to ACIT promotion done thenafter every cadre will get the consequential benefit in one go. Do you all agree on this point?
Friends those advocating the the policy of priority to promotion from ITO Tto ACIT must remeber that pension is calculated at 50% of last pay drawn and for persons retiring below ITI cadre gaining each single rupee in their monthly pension would give some financial relief. Example: retiring as STA instead of TA may bring considerable amount in the pockets of pensioner.I don't say don't aspire to become ACIT, I agree every one has aspirations in life. But don't say that promotion in lower cadres are to be given at one go after finalisation of ACIT promotion. The promotion in lower cadres are not for gaining status, but only to improve living conditions (in a dignified manner) while in services and in retired life.
Why leaders who are not able to sit in New Delhi permanently and not looking after the affairs of Itgoa and Itef with the Board ?
When and how long will it take is the million dollar question .
No other cadre in our department has to wait more than 14 years except ITO for ACIT promotion.
One other cadre is also there who is waiting its promotion since long
Sir all r not depressed. Actually they all knows it well that what will be the result. If one time relaxation obtained then there may be hope that waiting for unending wait compensated
How much was the time taken for promotion from LDC to UDC? Was there any one to feel pity on them? They crossed all those hardship days and now they are in the verge of retirement. If promotions are delayed for want of completion of ITO to ACIT, they have to retire without tasting the fruit of CR. They suffered a lot in the initial years. Atleast let them feel happy and say goodbye to service.Keeping this in mind, lower cadre promotions where no interference from out side agencies are not involved in conducting DPC may be taken up at the earliest.
ITEF should take initiative to help the innocent and needy low paid employee by pressurising the CBDT for conducting DPC 15-16 so that those employees may get promotion before their retirement and will lead a peaceful life otherwise they will suffer a lot for the ignorance of CBDT, ITEF.
NRP CAN NEVER BE IMPLEMENTED UNIFORMINGLY. JUST AS PRESENTLY NO CURE FOR HIV SO ALSO NO CURE FOR NRP DISEASE. THIS WILL CONTINUE TO HAUNT THE DEPARTMENT FOR YEARS TO COME. WHERE IS THE NOTICE FOR 817 POSTS OF DR ITIS. ? HOW CAN NRP BE GIVEN TO UNCONSTITUTIONALLY DIRECT RECRUIT ITIS ?

It is recently learnt that UPSC is not keen to conduct DPC for ITO to ACIT because of N R P problems. So no DPC for ITOs to ACIT till March 2016. So just relax please.

Correct! NRP can not be implemented before 31st March, 2016 due to unsolveable and genuine problems arises in most of the charges in our department! Friends there is going to be filed numerous CAT and High court cases against the improper and impartial procedure followed for preparing the seniority list in context of NRP. The CAT and High Court cases will not be filed against the Hon Supreme Court Judgement but only against the so called wrong procedures adopted for implemention. The procedure adopted may be right for the adminstration but in the same context it may be wrong for the affected employee because of the dual meaning of DOPT's 1986/87 OM. Just read it patiently 10 times u will also be confused what should be followed for implementation of NRP. Two side of a dame coin. Dear friends NRP ek achha judgement hai but the OMs of 1986/87 of DOPT is typed by contractual employees jinka km hai type karo pagar leke ghar chale jao. Zara cool mind mein study karo aur sochoo . Halka sa comments bhi do taki CBDT ka ankh bhi khool jae. Thanks!!

This promotion is not very sure to completed shortly...as the group A officers don't like promoted peers...why should others suffer for that...if this consequential vacancy created that may be filled up by next DPC

Instead of asking CBDT to conduct DPC for ACIT promotion, the ITGOA shall request the respective PR.CCITs to implement NRP in all cadres immediately so that their demand of ACIT promotion will be attained quickly.

CBDT will not promote more than 180 ITOs to ACsIT. Our leadership is adamant on more than 500 post of ACsIT. Best solution ..... we will wait for 2 more years and will take 540 post in 2017.Long live ITGOA.

On 11th June 2015 CAT ERNAKLUM bench has stayed the promotion of ITOS TO ACIT TILL FURTHER NOTICE so those who are day dreaming of becoming promote IRS should stop doing so. Those unconstitutional recruited DR ITIS thru SSC Allahabad getting back dated seniority of 06 07 await further surprise
Serious agitation should be started forthwith to protest against the inordinate delay in ITO to ACIT promotion by the JCA.

Due to improper and unjust implementation of N R PARMAR by CBDT and DG HRD now senior IAS OFFICER - REVENUE SECRETARY gets involved in Court case. Now IAS lobby gets involved. Therefore the question is when will the dpc for ITO TO ACIT take place.

ITEF ka registration period khatm ho gaya hai renew ke liye CBDT ke ps application dala gaya hai jab approval ayega tb ITEF recognition payega iske bd baki demand discussion ho payega. Save us god!

The entire delay in ITO to ACIT promotion should be due to ITEF's pressure for including all the cadres in NRP which was rendered for ITI cadre.
Can CAT ernakulam stay order may stop UPSC to conduct DPC for ITO to ACIT all india level promotion, experts please advice on this. And what were the outcomes of 8,9,10th June meetings in Delhi?
CBDT can appeal before Principal CAT bench at New Delhi to lift the Ernakulam CAT stay.
The matter of calculation of vacancy for promotion of ITOs is again postponed for further 15 days, it appears that both the ITGOA and CBDT are delibrately delaying the promotion of ITOs one is foreseeing the February 2016 elections and other is foreseeing the interest of Direct IRS, we are all fools.
One positive thing every one should do is to push ITEF, ITGOA, respective CCIT(CCA) & CBDT in one direction to implement NRP speedily and urgently so that no one can give excuse or blame each other for delay in DPC for 15-16 and previous backlog from MTS to ACIT.
Strong agitation should be started immediately by the JCA.
The IRS group are putting hurdles in each stage for ITO to ACIT promotions. Board is occupied by the IRS people and not doing any favors to the Non IRS. So, an impartial IAS should be posted as Chairman, CBDT to function in an unbiased way is the need of the hour.
It is the illegal DR ITI recruits of SSC ALLAHABAD (nearly 75 percent of them) who got 06 07 ante date seniority.
