Deductors to download Form 16/16A from website

ATTENTION : TAX DEDUCTORS
All deductors including Govt. deductors should download Form 16 and Form 16A from TRACES website and issue them under proper authentication. Form 16 to be issued annually while Form 16A to be issued quarterly. It is mandatory for all deductors to prepare from 16A for all deduction after 01.04.2011 and Form 16 for all deduction made after 01.04.2012 online.

Cadre review cleared by group of ministers

Paving the way for launching a massive recruitment drive to hire around 19,000 tax officials across the country in the next couple of years, the group of ministers on cadre restructuring of income tax department on Monday gave its nod to the proposal of substantially increasing the strength of revenue officials. 

These recruitments will take place in a phased manner. While 800 of them will be recruited as Indian Revenue Service (IRS) officers in Group A, remaining over 18,000 will be employed as Group B and Group C officials. 

"The proposal will now go to the Cabinet. The recruitment drive will be launched after getting Cabinet approval," an official said. 

Sources said the GoM -- comprising finance minister P Chidambaram, home minister Sushilkumar Shinde, environment and forests minister Jayanthi Natarajan and minister of personnel V Narayanasamy - also decided to extend the rank and pay of special secretaries to chief commissioners of large income tax zones and to chiefs of various directorates under the Central Board of Direct Taxes (CBDT). 

It is learnt that the group of ministers gave its nod to increase the strength of IRS and other income tax officials despite opposition to it from Narayanasamy who argued that other departments may ask for increasing the strength of their respective cadres once the government allows it for income tax department. 

The proposal was, however, cleared when the finance minister convincingly spoke on the merit of the decision. Ministers, during a brief meeting, agreed that the move will significantly increase the efficiency of tax administration at the time when the government is committed to increase its tax collection besides providing better and faster delivery of services. 

The finance minister is learnt to have dismissed the argument that creating a higher number of senior positions would lead to problems pointing out that even states such as Andhra Pradesh had several chief secretary rank officials and there were more director general of police in place than the number of states. He noted that his ministry was going to undertake a restructuring of roles of the officials in order to ensure a greater mopping up of taxes. 

It was pointed out in the meeting that the move would not only help tax payers in getting quicker refunds, but would also detect the high net worth individuals who, at times, either escape the tax net or just end up under-paying taxes.

ITO to ACIT : Promotion order released

The much awaited promotion order from ITO to ACIT for the panel year 2012-13 finally released. A total number of 141 ITOs have been promoted to ACIT. The newly promoted officers have been asked to exercise their option for posting.
The order is available in irsofficersonline.org but as it it available only for IRS officers to view the contents, the order copy is being provided for everyone.

Cadre Review : Group of Ministers to meet on 29.04.2013

Let's visit the current status of the case. TIOL has come to learn that the CBDT case, which has been running months ahead of the CBEC, was finally referred to the Committee of Secretaries after the DoP&T came up with their partisan prescription to make amendments in their proposal. The issue has presently been escalated to the level of a Group of Ministers (GoM), headed by the Defence Minister. There are about half a dozen other key Ministers in this GoM, which is slated to meet coming Monday (April 29). The only item on its agenda is to look into the fairness of the demand made by the CBDT and how justified is the rejection by the DoP&T. If the GoM approves the proposal with a few alterations, it would pave the way for the CBEC proposal, which has been approved by the Finance Minister recently, and it has to now snake through the Department of Expenditure and then to the DoP&T before it gets the 'bureaucratic nod' to get escalated to the Cabinet-level. The only hope for its speedy clearance is the decision of the GoM on the CBDT proposal. Whatever formula is accepted for the CBDT, the same would apply to the CBEC, which is gearing up for the proposed GST but has not taken any new posts for now matured Service Tax.
