FM approved adhoc ACIT promotion. CIT & Pr CIT Transfer order issued

It is learnt from reliable sources that FM approved the file today afternoon. The promotion order for the post of ACIT on adhoc basis may be released at any time. It is also reported that promotion order for panel year 2014-15 (remaining vacancies) and 2015-16 is likely to be released together.

Adhoc ACIT promotion very soon
As reported from sources close to CBDT, promotion order for adhoc ACITs is going to be issued very soon. The main obstacles for this long awaited promotion order have finally been removed.
1. The minutes of the DPC meeting which was held long before on 20th and 21st of June is finally signed by the committee members.
2. Promotion as per CAT Ahmedabad order has effected today. One ITO of Ahmedabad region promoted as ACIT with notional effect from 28.03.2012. View the order
It is expected that promotion for the panel year 2015-16 will be effected very soon, probably within this week.
If any viewer can add any information in this regard, it will be highly appreciated.

Relaxation on Inter charge Transfer order issued
Long waited inter charge transfer order for non gazetted staff issued by CBDT.
The requirement of rendering three years service has been relaxed for certain categories as under :
Physically handicapped
Spouse or children differently abled.
Unmarried lady officials
Spouse working in Govt. sector in other state
Ex servicemen.
The non gazetted staff of the above categories will be eligible to make a request for inter charge transfer after putting one year of service in the present grade.

Little progress in 8 months after suspension of agitation by JCA
No information available for ITO to ACIT promotion (2015-16)
Viewers may recall that JCA withdrew agitation following assurance (read "direction") by Revenue Secretary on a brief meeting on 3rd November 2015. As per JCA, the agitation had been withdrawn temporarily but later on it proved that withdrawal was unconditional and for infinite period.
Let us see what the employees did achieve in the last eight months against their five point charter of demands and assurances thereafter
1. Regarding ITO to ACIT promotion : Only adhoc promotion for the vacancy year 2014-15 is effected. The promise of DPC for 2015-16, 2016-17 within 31st March proved bogus. And consequential adhoc promotion from ITI to ITO did not take place in all charges. Forget about any adhoc consequential promotion down the line of Inspector in any charge.
2. RRs of Gr.B & C cadres : Recruitment Rules for the cadres of TA, NS, Staff Car Drivers, Canteen Employees notified. But the Recruitment Rules for the cadres of ITO, AO, PS, Inspector, Stenographer Gr.-I and Executive Assistant is still pending.
3. Filling up of vacant posts : Promised "For relaxation of RRs, as per suggestions of JCA, a comprehensive proposal will be submitted by the HRD to the CBDT within a day or two." Nothing actually happened.
4. Regularization of Casual Workers : No development so far.
5. Infrastructure Issue : No progress.
In addition to these five point demand, earlier demands like laptop to Inspector/AO/PS, Increased petrol allowance for Inspector/N.S., access to irsofficersonline etc. are still pending for years.
The ridiculous and childish demand against videography in Dept. exam., not adhered to, in addition compulsory passing of exam. for newly promoted ITOs introduced.
And surprisingly, JCA is in no mood for agitation !
