Update of today's(04.04.2014) video conference

Chairman CBDT discussed cadre review in today's video conference. He informed that for the promotion to CCIT, Pr CIT and CIT, all data is ready with board and UPSC has been requested to convene early DPC. He assured all Principal CCITs that detailed allocation of posts will be faxed to all regions latest by today evening. The issue of opening new offices in districts will be finalized within 10 to 15 days. Jurisdiction and infrastructural issues to be finalized within 15th April.
The norms and roadmap of implementation will be forwarded to each region and on receiving, DPC should be done at the earliest.
One of the CCIT has requested for the uniform date of DPC should be followed and the Chairman assured the same. Then CCIT, Mumbai informed his inability to conduct DPC for ITO as there is a stay granted by CAT.

Lagta hai phir se tarikh pe tarikh ka natak suru ho gaya hai abhi phir kahegy ki naye RR annewali hai kya cbdt ek sath ek C R implement ka kamm nahi karwa sakta kyon har bar bahut intjar k bad sirf ek kadam hi uthata hai

CCIT(CCA) Lucknow has not been sent the details of the Daily Wages Workers which was required by the DOPT OM dated 02.12.2013 till today.

in CR the total vacancies in MTS cadre is 11130 and all over of India the quantity of Daily Wages Workers only 3050 who have been engaged in the Income Tax Department before December 2008.

11130 - 3050 = 8080

So please considered all the daily wages workers (3050) in the Cadre Restructuring. so that the poor daily wages workers may be established.

In odisha, Income department is functioning and manage by daily wages (computer ). Without computer daily wages, it is impossible to do assessment work at ward and circle. And can not be done video conference in PR CCIT office. Without DW no report can be compiled, without DW IT department in odisha is blind and dark. In search and survey work major role played by Daily wages. In fact revenue collection target is made by DW indirectly. Regular staffs are doing nothing or doing less workas compare to assignment made by govt. IITs are out of office for 15 to 20 days in the name of inquiry. They are basically at their home for enjoyment and other non-official work. TAs and SrTAs recruitment should be stopped because all the work are done by DWs. All the CITs, JCITs, DCITs, ACITs,ITOs depends on these DWs for their technical and computer related functions. Most of the ministerial staffs are matriculates and illiterate in computer. So they can not understand English OMs and circular for daily smooth functioning of the department. Even IRS people of odisha do not know computer for daily management of works. So they depends on DWs. Kind request to Member(P&V) and T Jena sir, do justice to Computer DWs for their regular absorptions as TAs and MTS as one time measure and save crore of rupees as salaries to old,less educated employees of Odisha region. All the above contents are subject to verifications for your kind considerations. T. U can ask ex -cits and ex-ccits they will tell the truth. Please save our life.

It department main last cr 2001 k bad present cr 1.4.2011 se implement honi thi or iski process bhi shuru ho gai thi lekin bad main hamare we'll wishes (neta log cbdt and fm ) ne kya hal kar diya app sab dekh rehe hain. Mere vichar se hume dr pr ka jhagra chodkar ek is cr ko implement karwakar phir cbdt ya fm se hamari seniorty 1.4.11 se mangni chahiye isse sabko fayda he hoga varna hamari apps ki ladai se fayda irs lobby uthay gi isly kuch is bare main socho or is blog par likho

In reply to the april 4 at 4-22 PM comments. The IITs and other staff members of Odisha should learn the work and work hard to achieve the targets, as is done in other states. Please don't give any scope for complaints. Further, you kick out these daily wage guys immediately, otherwise, they will steal your daily bread.

In Odisha, there are no regular staff in some wards, circles & ranges as well as cit offices. The above offices are managed by daily wages. U can check it for kind consideration. Ex ; ward-2(2), bhubaneswar, ranges at sambalpur, both the ranges at Bhubaneswar , TDS office at BBSR all the above offices are wholly and solely managed by the Daily Wages. Because regular staffs know nothing. They are out of office always because of their personal works. We the DWs always under the hard pressure of works. All officers depends on us and consult us for their daily works at offices. One great suggestion is sir , outsource the work of inspectors to CA firms like private finance. In private finance or loan agencies they outsource the work of investigations and provide loans. So why not income tax dept for collecting taxes. Our country can save crore of rupees for giving salaries. Finallay we request you to regularise us as MTS. We shall work with less salary by doing the work of IITs, SR TA and TAs.

WB Leadership tried their heart and soul to resist curtailment of EA posts in WB and YESSSS. they r successful. But can you imagine, that almost 400 EA posts in WB will not be filled up due to non availability of eligible candidates. If WB leadership concentrate on ITO and ITI posts a little more than EA posts, the existing EAs’ of WB may be happier now. May God give such leadership wisdom not to be KALIDAS.

WB Union leaders have no knowledge...no vision...they are lazy..but, arrogant and master of group-ism.... they are themselves incapable but don't want to hear others suggestion.... they not only ruined the career of employees, but also grooming their successor like themselves.... the attitude and body language of some new guys {compassionate recruit & inter state transferee} reflects all...

Mr. Aacharya, GS, ITEF, Odisha what you are doing there in odisha. How these daily wage casual laborers have the guts to criticize the regular employees? Kick them out immediately otherwise it will be very difficult to control this menace in future.

Daily wages workers of Odisha should be made ACITs as they know assessment procedure, survey/search procedure etc., In the CR it should be ensured that these rascals are shunted out by replacing regular employees recruited through SSC.

and new RR and not favour of existing employee.. particulary in case of Inspector Promotion....

Dear steno colleagues, be ready to face new recruitment rules which are going to affect the promotion channel very adversely. Every one must fight for retention of our 3:1 quota. Further if date of passing quota is removed, we must fight to get it back. Because the formation of Executive Assistant as per new rules is not at all acceptable. For example, in AP region, some stenos have been promoted as Gr.II on 30.07.2008 whereas the very previous day i.e. 29.07.2008, some 58 members became Sr.TAs who are going to sit top of all the stenos who have been promoted on 30.07.2008. Generally, to get 58 ITI posts, it takes 4-5 years time. So please keep in mind all these things and fight for our genuine rights.
Awake, Arose, Stop not till the goal is reached.

How the casual labor back door guys dare to comment the regular employees? Shut them out immediately. We must ensure that they should not be regularized thanks to recent Supreme Court judgement in Renudevi case.

on comment of Odisha dated 05.04.2014 i appreciate that and give the full support, the CBDT have to regularization of us, because we have already give our golden time to the Income Tax Department, now we dont have chance to try any other field so respected Member (P&V) may kindly be considered in MTS posts.

The CBDT decision with regard to promotion to ITI from one single grade of EA was taken on the basis of recommendation of committee constituted for the purpose, which had extensive deliberations including with ITEF representatives. Passing of departmental examination is only a precondition for promotion and has nothing to do with professional competence of the employees. Those who pass the exam are given advance increment for that. In the absence of any persuasive reasons for continuation of old RR, and in view of DoPT letter dtd 24/3/2014 on the subject, there is no point in hoping against hope. Let us face reality.

Yaro DoPT ka rule hai vacancies to be filled by occurance of vacancy filled by exist rules. Ab to R.Yr. 2014-15 ho gaya hai. Koi RR nahi published huya hai. Ab Koi bi naye rules se promotion nahi kar sakta hai

In 2001 cabinet approval in sep 2000, vacancies were allocated on 30 march 2001, but promotions were made as per new RR which were published on 4 june 2001. So forget promotion from old RR

Passing should be retained for Insp. for RY 2013-14 as new RR could not be implemented retrospectively and also in many regions regular DPC of Insp. for RY 2013-14 have been completed in existing RR. CR, DPCs should be in order i.e. first ITO, then for Insp. as per existing rules and left OS, SG1,STA & SG-II be redesignated as EA.
