According to the latest order from CBDT dated 27.05.2019, implementation of N.R Parmar order to be done with prospective effect from the date of judgement of Supreme Court (27.11.2012).
All regions have conducted review DPCs with retrospective effect are being nullified and the seniority list before the date of judgement is to be restored.

According to NR Parmar seniority should be given from the date of publishing advertisement of the said examination.
Now Board will going to implement NR Parmar from 27/11/12

NR Parmar judgement ko khatm nahi kiya gaya hai....
bas iska implementation 27.11.2012 ke bad hoga sabhi cadre
chuki NR parmar judgement was meant for fixation of seniority of DR and PR inspector
inspector, the seniority of inspector of income tax would be decided as per the judgement of the NR Parmar as seniority of inspector of income tax was not a settled issue on the date 27.11.2012

Absolutely correct. No earlier date seniority to be given.
It appears that ITEF is reluctant to implement the order of CBDT. But employees who are in the verged of retirement will be deprived of wrong interpretation of of DOPT. It shroud be implemented immediately.

Bhai steno cadre department ka daamaad hai, inpar sab kuch lagega, chahe circular kuch bhi kahe, kuch region me to is cadre me NRP lagaya bhi gaya hai jo nahi lagna chaiye. Ek to department me inka jyada representation nahi hai, phir bhi Inspector ke promotion me 25% ka un-necessary quota diya ja raha hai,ministerial cadre ko ITI banne me 10-10 saal lag rahe hain aur ye log har tarah se junior hoke bhi (seniority aur YOP me bhi) 4-5 year me hi ITI ban jate hain aur phir atitude dikhate hain. Apne feeder cadre wale line me jake inko PS nahi banna hai balki Addl.CIT ke khwab dekhte hain. 19-20 saal me department me aa jate hain, 24-25 pe ITI ban jate hain to ye sapna to dekh hi sakte hain. Ministerial cadre to sirf kaam karne ke liye bana hai, ITO ban jaye to bahut badi baat hai.DR inspector bhi sohcte honge ki kaash steno se bharti hote to accha hota. Inter paas vyakti Addl./Jt. CIT banega aur graduate vyakti ka APAR likhega. KYa kismat pai hai bhaiyo aur behno ne.

Abhi junior hoke apne senior se aage nikal jate ho, easily promotion mil jata hai to dimag to kharab honge hi.
Promotion to ministerial staff ko bhi exam paas karne ke baad hi milta hai, lekin kab milta hai ye bhi to dekho. Jahan tumlog 4-5 saal me ban jate ho, wahi ministerial ko 10-10 saal lag rahe hain. Aur jaha tak officer ko kaam me assist karne ki baat hai, SG cadre aur ministerial cadre kitna aur kis kis kaam me assist karta hai, "Manual of Office Procedure" - Vol - I issued by Directorate of Income Tax (Organisation & Management Services), CBDT utha ke pad lo sara doubt clear ho jayega. Jaha ministerial cadre ka kaam 18 pages me likha hai wahi steno cadre ka kewal 3 pages me. Tulogon ko lagta hoga ki ministerial cadre ko SG cadre se jalan hoti hai, kaam me itna difference, itni variety ka kaam perform karne ke baad bhi tum logon ka promotion pahle ho jata hai, to jalan to hona to swabhavik hai, tumhare sath bhi aisa hota to tumhare andar bhi yahi bhawna hoti.

Kyu sirf AO wale line me jana chahiye, ministerial cadre Ka nature of work Inspector ke work se match karta hai, isliye ITI cadre me promotion Ka haq ministerial cadre Ka hi hai. Steno log to jabardasti is line me ghuse hue Hain. Steno Ka work PS cadre se match karta hai isliye steno ko PS wale line me jana chahiye. Ministerial cadre bhi usi CGL Exam se aata hai jis exam se Inspector aata hai. Itna tough exam pass Karne ke baad department join karta hai phir bhi promotion pane ke liye comparitvely low standard exam paas Kar Aaye steno se vacancy share Karni padti hai.
Steno ko department me undue benefit ho raha hai. 25% quota khatam karne ke liye court me case file kiya jana chahiye.
Kolkata region me to yaar 15-15 saal junior steno pahle ITI ban rahe hai. Ministerial ke ssath bahut jyadti ho rahi hai.
Jab Ministerial cadre 3 yrs me TA se STA ban jata hai jabki steno ko SG-II se SG-I banne me 5 yrs lagta hai tab to koi kuch nahi bolta hai.
NRP implement karne ka koi time limit bhi hai kya?
Jo seniority Parmaar lagane ke pahle unsettled thi aur phir Parmaar laga ke settled kar di gayi, kya is prakar settled seniority ko 27.05.2019 laga ke 27.11.2012 tak phir se unsettle kiya jayega aur Parmaar lagne se pahle wali seniority phir se bahaal hogi.
From which year ie 2012-13 or 2013-14 . nr parmar board's letter has to be implemented. How is possible to implement from the middle ie27.11.12

how to fix seniority for the direct recruits of vacancy year 2012-13 for which requistion was sent to SSC in the month of october-12 ir before the date of implementation of NRparmar 27.11.12.pl.any one guide.
The seniority which was settled prior to NR PARMAR and later on was unsettled subsequent to NR PARMAR is now once again required to be settled.
DR itis will commence their seniority on the date of joining only even after 2012-13 onwards.
Henfe forth they will be given seniority from date of joining only.
Parmar lagane ke pehle seniority settled thee. Unadvertised recruitment ko seniority nahi milthee.

cadre restructuring committee ki report submit hui ya nahi? Aur EA aur ITI ke New RR ka koi update hai kya kisi ke paas?
I request to the senior officers of the department to mitigate the legal fight which adversely effected the office work. Employee should feel peace in mind. In Mumbai circle undue happened in promotion cell.If anyone do wrong intentionally must be fixed.
Consideration of Year of passing for ICT candidates. What is the correct position. Earlier in MP charge they were given the same year in which they joined in new charge. Recently in this charge started treating them senior on same year of passing on the basis of date of joining. This has further started wait period for those who were waiting their promotion and seats are being taken over from ICTs. Why the rules are so complex?
