Admit cards for ITO/ITI exam 2013 on internet

Admit cards for dept. exam for ITO/ITI to be downloaded from internet. The link has been provided in the Dept. Website.
Click Here to Print Admit Card
To print the card, the candidate has to provide the Application Form No. and date of Birth. If he forgets the Application Form No., a facility is provided to search it by name. Click the "Forgot Application Form No." tool provided in the top right side of the link provided above. The search engine will find out the Form No. and the admit card can be printed.

Cadre Review : Committees' work near completion, Chargewise/Regionwise post distribution soon

The Chairperson and members of CBDT has reviewed the different sub committees' work on 4th September and found that the work assigned is nearly complete. The board will soon decide the chargewise/regionwise distribution of additional posts. CBDT asked all CCITs(CCA) to send the compliance report of updattion of the APARs(Upto F.Y. 11-12) by 16th of this month so that the promotion orders may be issued by the CCITs at the earliest as soon as the deployment order is issued.

Sub:   Judgement of the Hon'ble Supreme Court dated 27.11.2012 in the case of UOI &
Ors.Vs. N.R. Parmar & Ors. -Reg.-

Sir/Madam,

I am directed to refer to the subject cited above and to state that the advice of DoPT is being sought on the decision of Hon'ble Supreme Court in the case of Sh. Parmar. However, presently the DoPT has returned the file with the following advice:

"The DoR has sought our advice on the implications of the judgment of Supreme Court dated 27.11.2012 in the case of Sh. N.R. Farmer & Ors.. This department is already seized with this issue in the contact of the impact of Supreme Court judgment on the policy for determination of inter se seniority of direct recruit and promotee and consequent administrative action to be taken in consultation of DoLA. However, the impact of the judgment on the seniority of the officers of Income Tax Department has to be assessed and analyzed by the Department of Revenue and specific issues should be brought forward so as to enable DoPT to examine the same and give its comments. The comments of DoR would also facilitate a comprehensive examination/advice of the DoLA while considering the general policy file of DoPT. In this context, the advice of DoLA in the Para 24 of p-88/Notes is relevant. The department of Revenue may be advised to take necessary action accordingly."


The matter has now been referred to DGIT(HRD) for inputs on the above aspect.
2.         Further, it is to be informed that the interim advice of the DoPT communicated on a reference by the department for the DPC for the post of ACsIT, in DOR F.NO. 32013/2/2012 Ad VI/DoPT Dy. No. 11640/13/CR dated 06.03.2012, inter-alia states that

"The implementation or otherwise of decision of Hon'ble Supreme Court is being processed separately. As per the instructions on the subject, the administrative department can consider regular promotion on the basis of existing list circulated and finalized seniority list. However, the promotion of these Officers shall be subject to revision of the seniority list of Inspectors/ITOs, if any, while implementing the Hon'ble Supreme Court judgment in N.R. Parmar case.”

3.         In view of the above, I am directed to request that suitable steps may be taken to get the stay on promotions, if any, granted by various Tribunals, vacated on the ground of the instructions of the DoPT in OM No. 28027/9/99-Estt. (A) dated 01.05.2000, advice dated 06.03.2012 given by the DoPT(above) and also for the functional requirement of the Department.

Update on 14.08.2013 : After publishing the news that the Hindi version of this site can be viewed without password, the authority acted promptly and blocked this version too ! The important orders and information will be continued to be linked here for our viewers.
The official site of CBDT, "irsofficersonline" is presently available only for IRS officers. Others can view the homepage only and important information in "official communique" is password protected. Only the IRS officers can view these information with their civil code. The creates problem and denies the right to information to rank and file of this department. But, surprisingly, the Hindi version of this webpage is free from this restriction. Anybody has still free access to all it's useful content.

Recruitment process of 100 ACIT begins

Around 100 more Indian Revenue Service (IRS) officers will be recruited with the government recently granting approval to an ambitious cadre restructuring in the Income Tax department.

The Central Board of Direct Taxes (CBDT), the apex policy making and administrative body of the I-T department, has recently asked the Union Public Service Commission to include the plan of recruiting more officers in their cadre through the all India civil services examination.

Income Tax Return for A.Y 2013-14 : Due date extended

The due date of filing of Income Tax return which was today, the 31st July 2013 for the Financial Year 2012-13 has been extended to 5th August 2013. The extended due date will be applicable for e-filing returns as well as manual returns.

Problem in e-filing of return, MOF issued Press Release

Problems are being reported from all section of taxpayers regarding e-filing portal of Income Tax Department. In the last two days remaining of due date, the portal is likely to be near crashed with hits probably exceeding it's capacity. 
In the evening the department has issued a press release and claimed overwhelming response about e filing of return. It also admitted the technical problems faced by the taxpayers but instead of the portal, they fixed the responsibility to local internet service provider as usual.
Anyway , in the evening, while writing this post, the portal is found running smoothly and hope the same consistency be maintained for the next 36 hours.

Implementation of cadre restructuring finally begins with upgradation of all CCITs/DGITs to HIG + scale of Rs 75,500 to Rs 80,000.
All existing officers in the pay band of Rs 67,000 to 79,000 (HAG Scale) is upgraded to next higher grade with effect from 23.05.2013.

Issues relating to amendment/framing of RRs for Gr B and C staff asked for

The cadre review sub committee No.6 (For framing/amendment of new recruitment rule) asked for inputs form all cadre controlling Chief Commissioners regarding issued present in local level reg promotion/seniority of Group B and C staff.
Inputs related to litigation pending in CAT/High Courts, representations from staff members and also recommendations from service associations regarding recruitment rule is urgently asked.
The inputs from local level to be sent to the committee within 22nd July to enable the said committee to complete it's report within the specified time frame.

Cadre Review : ACR to be made ready for DPC

CBDT asked all cadre controlling CCAs to complete ACR dossiers immediately for those who are in the consideration zone for promotion in the next higher grade consequent upon the cabinet approval of additional manpower in the Income Tax Department. Cadre review committees will include member from JCA

CBDT has decided to include association representatives in the Core Committee and different sub committees. For this inclusion, the apex committees will be reconstructed within one week. This decision has come after ITEF and ITGOA strongly opposed the move of not considering association representatives in the implementation team.
In the regional level also the cadre review committee will consist of participation from JCA.

Direct Tax Collection for June'13 Quarter up by 11.52%

Gross direct tax collection during April-June of the F.Y. 2013-14 is up by 11.52 percent at Rs. 1,23,993 crore as against Rs. 1,11,183 crore in the same period last year. While gross collection of Corporate taxes has shown an increase of 7.82 percent (Rs. 76,115 crore as against Rs. 70,594 crore last year), gross collection of Personal income tax is up by 18.53 percent (Rs.46,903 crore as against Rs.39,569 crore last year). Net direct tax collection is up by 6.44 percent and stands at Rs.89,705 crore, as compared to Rs. 84,274 crore in the same period in the last fiscal. 

The collection of Securities Transaction Tax (STT) stands at Rs. 926 Crores. The Wealth Tax has posted a growth of 50.00 percent (Rs.48 crore against Rs.32 crore last year).

Salient features of Income Tax cadre restructure

Salient features of Income Tax cadre review proposals as approved by Union Cabinet on 23/05/2013 is as under :
1. Number of Assessment Units to be increased by 1080, from existing 3420 to 4500
2. Expected additional revenue Rs 25,756.04 crores per anum against additional expenditure of Rs 449.71 crores per anum
3. Each Range to have one more Assessing Officer
4. Administrative CITs to be increased by 22
5. 114 Special Ranges with adequate manpower including ITOs to be created
6. Creation of 620 additional IRS posts as reserve
7.Bifurcations of posts in CIT cadre in HAG and SAG scales on functional basis
8. Upgradation of all 116 CCITs to Apex and HAG+ scale with one increased post
9. Three more RTIs to be created (Patna, Bhopal and Delhi)
10. Directorates to be strengthened/reorganised. Three new DIT(Inv) to be created in Dehradun, Chennai and Goa.
11. CIT appeals to be strengthen with Inspectors. 1Cit(A) for each range in central and corporate charges  and 1 each for other Administrative Commissioners.
12. 179 ITOs to be posted to assist DRs and Sr DRs to strengthen the advocacy system in ITAT.

Cadre review gets momentum, CBDT acts fast.

The cadre review proposal of Income Tax Dept. finally got the necessary momentum. Seven sub committees formed and asked to submit final report within three months for smooth exercise of the cadre review proposal.
Details of the restructure process has also been communicated by the Chairman, Core Committee.
A meeting with all cadre controlling CCITs and the subcommittees have been arranged on 5th July 2013.

CBDT issued circular reg additional manpower as per cadre review

CBDT has categorically said in the circular dated 27.06.2013 that drawal of pay in the higher scale to be admitted only after issuance of necessary instruction from the board. It was specifically said in the circular regarding IRS officers who are likely to be upgraded in HIG + and Apex scale.
Region wise /Charge wise distribution of posts will be informed separately.

CBDT constitutes core committee for cadre restructure

Update on Cadre Review of Income Tax Dept.
CBDT has constituted a "Core Committee" for early implementation of Cadre Review as cleared by Cabinet. It will look into all matters relating to DPC/Upgradation/Promotion etc. Various other sub committees in regional level are also coming up.

Laptop for Inspectors, mobile for all approved by CBDT, sent for IFU approval

It is learnt from ITEF Central Headquarters' circular that CBDT has approved laptop for Inspectors and mobile handset for all employee. The proposal is sent to Integrated Finance Unit for their approval. The expenditure involved is Rs 42.70 crores for laptops and Rs 25.60 Crores for mobile sets. This information was made available to ITEF in the Personnel Grievance Redressal Committee meeting of CBDT on 04.06.2013. The meeting was chaired by Member (P & V) and Member (Revenue).

Ministry of Finance issued cadre restructuring notification for Income Tax Dept.

In consequence to the cadre review approved by the cabinet earlier this month, MOF has come out with much awaited notification today.
It is stated that in the cadre of ACIT, 166 regular pots + 620 reserve posts + 563 vacancies (consequential due to promotion in higher grade) to be filled up in a span of five years.
All other posts which are to be filled up by promotion to be filled at once without waiting for the recruitment rule amendment. Therefore it is time for cheers for the departmental employees as promotion in a very large scale is going to happen soon.

Cabinet approved I.T. cadre review and restructure

Restructuring of the Income Tax Department
The Union Cabinet today approved the proposal for creation of 20,751 additional posts in the Income Tax Department in various cadres that is 1349 additional posts in the IRS cadre and 19,402 additional posts in the non-IRS cadres. This will help the Income Tax Department collect increased revenue and provide better tax payers services. An additional expenditure of Rs. 449.71 crore per annum is likely to be incurred on creation of additional posts and upgradation of some existing posts. This additional expenditure would be more than compensated by the increased revenue of more than Rs. 25,000 crore per annum proposed to be generated as a result of this exercise.

Deductors to download Form 16/16A from website

ATTENTION : TAX DEDUCTORS
All deductors including Govt. deductors should download Form 16 and Form 16A from TRACES website and issue them under proper authentication. Form 16 to be issued annually while Form 16A to be issued quarterly. It is mandatory for all deductors to prepare from 16A for all deduction after 01.04.2011 and Form 16 for all deduction made after 01.04.2012 online.

Cadre review cleared by group of ministers

Paving the way for launching a massive recruitment drive to hire around 19,000 tax officials across the country in the next couple of years, the group of ministers on cadre restructuring of income tax department on Monday gave its nod to the proposal of substantially increasing the strength of revenue officials. 

These recruitments will take place in a phased manner. While 800 of them will be recruited as Indian Revenue Service (IRS) officers in Group A, remaining over 18,000 will be employed as Group B and Group C officials. 

"The proposal will now go to the Cabinet. The recruitment drive will be launched after getting Cabinet approval," an official said. 

Sources said the GoM -- comprising finance minister P Chidambaram, home minister Sushilkumar Shinde, environment and forests minister Jayanthi Natarajan and minister of personnel V Narayanasamy - also decided to extend the rank and pay of special secretaries to chief commissioners of large income tax zones and to chiefs of various directorates under the Central Board of Direct Taxes (CBDT). 

It is learnt that the group of ministers gave its nod to increase the strength of IRS and other income tax officials despite opposition to it from Narayanasamy who argued that other departments may ask for increasing the strength of their respective cadres once the government allows it for income tax department. 

The proposal was, however, cleared when the finance minister convincingly spoke on the merit of the decision. Ministers, during a brief meeting, agreed that the move will significantly increase the efficiency of tax administration at the time when the government is committed to increase its tax collection besides providing better and faster delivery of services. 

The finance minister is learnt to have dismissed the argument that creating a higher number of senior positions would lead to problems pointing out that even states such as Andhra Pradesh had several chief secretary rank officials and there were more director general of police in place than the number of states. He noted that his ministry was going to undertake a restructuring of roles of the officials in order to ensure a greater mopping up of taxes. 

It was pointed out in the meeting that the move would not only help tax payers in getting quicker refunds, but would also detect the high net worth individuals who, at times, either escape the tax net or just end up under-paying taxes.

Cadre Review : Group of Ministers to meet on 29.04.2013

Let's visit the current status of the case. TIOL has come to learn that the CBDT case, which has been running months ahead of the CBEC, was finally referred to the Committee of Secretaries after the DoP&T came up with their partisan prescription to make amendments in their proposal. The issue has presently been escalated to the level of a Group of Ministers (GoM), headed by the Defence Minister. There are about half a dozen other key Ministers in this GoM, which is slated to meet coming Monday (April 29). The only item on its agenda is to look into the fairness of the demand made by the CBDT and how justified is the rejection by the DoP&T. If the GoM approves the proposal with a few alterations, it would pave the way for the CBEC proposal, which has been approved by the Finance Minister recently, and it has to now snake through the Department of Expenditure and then to the DoP&T before it gets the 'bureaucratic nod' to get escalated to the Cabinet-level. The only hope for its speedy clearance is the decision of the GoM on the CBDT proposal. Whatever formula is accepted for the CBDT, the same would apply to the CBEC, which is gearing up for the proposed GST but has not taken any new posts for now matured Service Tax.

I.T. employees to get mobile,Inspectors Laptop, petrol allowance for outdoor staff to be increased

It is learnt that all Income Tax employees are going to get mobile handset as an incentive. The petrol allowance of Inspectors and Notice Servers is also going to be hiked. Inspectors will get reimbursement of 50 litres of petrol (currently 30 litres) and Notice Servers to get 30 litres(currently 15 litres).Inspectors will get laptops instead of motor cycles as demanded earlier. Both the demands have been accepted by CBDT and awaiting Dept. of Expenditure approval.

New 15G and 15H forms introduced for F.Y. 2013-14

Income Tax Dept. has changed 15G and 15H forms for non deduction of TDS from Bank Deposits and certain other deposits. From the F.Y 2013-14, new forms to be submitted to the deductor for non deduction of TDS. As earlier, these forms , 15G (for non senior citizens) and 15H (for senior citizens) to be submitted in duplicate alongwith copy of PAN Card.

It is learnt from ITEF sources that much awaited cadre review proposal, after clearance of Committee of Secretaries, now endorsed by Finance Minister on 12th March and submitted for cabinet approval. Next cabinet meeting is scheduled on 21st March and possibly it may be cleared on that very day.

Cadre restructuring underway in CBDT, CBEC : Revenue Secy


Cadre restructuring of CBDT and CBEC is underway, Revenue Secretary Sumit Bose has said.
This would lead to more commissioners to be deputed at appellate levels to deal with backlog of cases, Bose said at a post-budget meeting with FICCI members here today.

Taxpayers with annual incomes exceeding Rs 5 lakh will be required to file their returns in the electronic form, a senior finance ministry official said today.

The finance ministry is also making provisions for the e-filing of wealth tax returns.
“Income tax returns for the group above Rs 5 lakh will be e-filed. This is a move towards using technology so that the interface between the assessing officer and assessee is minimised,” revenue secretary Sumit Bose said at an industry event.
The government had last year introduced the system of e-filing of returns for assessees with an annual income of Rs 10 lakh and above.

ITEF to observe two days' strike, ITGOA keep safe distance

ITEF, the Group C organization of taxmen are going to observe two days' strike on 20 and 21st February 2013 in the line of Central Trade Unions but surprisingly the promotee officers' association (ITGOA) is not doing so. They are only extending "moral support" to their so called "brotherly" organization !!
ITGOA is keeping safe distance from this movement as in several occasions earlier. As they are not the strikers, no pay cut or other possible disciplinary action is going to be faced by them.
ITGOA is currently on a nationwide non cooperation for their demands, especially the promotion issue of the  Income Tax Officers for which they will sure look for the support of ITEF in near future because without the active participation of the lower level staff, their agitation will never get any momentum. Let's keep your finger crossed and watch whether ITEF supports their movement despite being isolated on the strike issue.

Return of F.Y. 2011-12 can be filed upto 31.03.2013

Forgot to file your Income Tax return for the F.Y. 2011-12 which was due on 31st July/30th September 2012 ? Don't worry. The return can still be filed. According to Income Tax act , belated return can be filed within 31st March of 2013 without any penalty. If there is any tax still outstanding, you have only to pay interest @ 1% for each month or part of month of delay. In case of no tax payable, there will be no interest. If any tax is outstanding, pay the tax due as Self Assessment Tax alongwith interest payable and then file your return of income within 31st March 2013.
Remember no return of F.Y. 2011-12 can be filed after 31st March 2013. So act fast and live an easy tension free life.

Income Tax Cadre Review : Announcement on 15th February ?

It is learnt from reliable sources that cadre review of Income Tax employees are at the final stage and going to be implemented in near future. 
Meanwhile the promotee officers of the department is on a nationwide agitation which may adversely affect the tax collection in the fag end of the financial year and certainly going to adversely affect the direct tax collection target.
"We have been told that the CBDT board, on the finance minister's instructions, will announce a cadrerestructuring exercise on February 15. However, we do not have any details of this and the contents are deliberately kept under wraps," said another Mumbai-based senior income-tax official.

Tax collection may take a hit as I-T officials announce stir

Even as government has stepped up efforts to mop up tax collection before the fiscal ends, a section of Income Tax officials has decided to shun work and stop issuing assessment orders crucial for recovery of taxes to press their demands, including time-bound promotions. The Income Tax Gazetted  Officers Association (ITGOA), in its latest resolution has said that none of the members will "participate in any search and survey action including TDS survey, inspection, verification, study or whatever name called and recovery surveys from February 20, 2013."
The tax collection work ends by the finish of the current financial year on March 31. The ITGOA includes the second rung of I-T department officials, after the Indian Revenue Service (IRS) cadre which supervises the overall work of revenue collection across the country.
The association, which comprises a substantial chunk of the I-T department workforce, has also decided that they would not cooperate in tax recovery drives and will abstain from submission of statistical reports, dossier reports, demi-official letters from February 11, 2013.
The I-T department is tasked with the collection of revenue under the direct taxes category which includes income tax, corporate tax and wealth tax. The association has demanded implementation of the cadre restructuring proposal, promotions of Income Tax Officers (ITO) to Assistant Commissioners, upgrade in pay scales of a certain rank of officials among other organisation and career progression related issues.
As per latest data, net direct tax collections grew by 12.49 per cent to over Rs. 3.90 lakh crore in the April-January period, less than the budgeted annual target of 15 per cent. The direct tax collection target is 5.70 lakh crore for this fiscal. The tax collection drive could further be hit as yet another association of thedepartment.Income Tax Employees Federation (ITEF)-- is also mulling to join the stir after its all-India meeting on February 11.

Govt to come out with modified DTC Bill

New Delhi, Jan 31 (PTI) The government will come up with a modified Direct Taxes Code (DTC) Bill after incorporating the suggestions of the Standing Committee on Finance, which among things had suggested raising annual income tax exemption limit to Rs 3 lakh.

"Will come out with modified DTC (Bill) in response to Standing Committee suggestions," said Advisor to the Finance Minister Parthasarathi Shome at a FICCI event here.

Short Term Capital Gain on equity share may be abolished

 The finance ministry is planning to scrap the tax on short-term capital gains arising from the sale of shares and the units of equity-oriented mutual funds.
Top finance ministry officials said a decision on the issue is likely to be taken before next month’s budget.

The long pending demand of the employees was agreed by Govt. at last. One increment @3% has been ordered by DOPT on 7th Januaty. Most surprisingly, CBDT acted fast and issued it's own order yesterday.
