Allocation of posts as per core committee report

Allocation of posts as recommended by core committee is procured by sources. There are some modifications over the report of sub committee 1. The allocation includes the number of existing and additional man power. The chart available with us is from ITO and upwards. In some region like West Bengal the sanctioned strength of ITO actually reduced from 477 to 471.

Details of meeting with Member(P) on cadre restrucure

Agitation to continue from 21st January
Meetings on cadre restructuring with ITEF and ITGOA convened by Member (P&V), CBDT were held on 16.01.2014 and 17.01.2014. As stated earlier the main subject of meeting was different yardsticks adopted by sub-committee -1 and core committed and that of the ITEF. ITEF cleared its views on formula proposed by them regarding allocation of posts. Meeting was concluded without any final assurance except assurance of Member(P&V) to discuss the outcome in the board.

1982-88 batch IRS officers to be Principal CITs by March

It is learnt that IRS officers belonging to 1982 to 1988 batch are soon to be promoted as Principal CITs with HAG scale. Deficiencies in annual performance appraisal report of eight IRS officers are, reportedly, being examined after which the proposal would be sent to UPSC for date of DPC. The complete process is expected to be completed by March 2014.

Core committee submitted report to CBDT

It is known that core committee has submitted it's report to CBDT. We are yet to procure copy of the same. Form the site of ITEF Kerala circle it is known that the report of sub committee 1 has been slightly modified in respect of regionwise allocation.

Member (P&V) TO MEET ITEF and ITGOA on cadre review

It is learnt that member (P&V) will hold discussion with ITGOA and ITEF on 16th and 17th January on the report of cadre review implementation submitted by core committee. Hopefully the matter is going to be resolved very soon and entire implementation process is likely to be completed within this financial year.

ITEF secretariat meeting Dtd 13th Jan'14 : Agitation and non cooperation from 21st

ITEF secretariat meeting held on 13th January at New Delhi and decided to go on nationwide agitation against unrealistic post allocation, clear instruction on Parmar issue, regular payment to Daily Paid employees. The call is for mass Dharna on 21st January and non cooperation in search and survey, non submission of statistical reports etc from 22nd January. But it is doubtful, how many of circles will join the agitation as some of them is quiet satisfied with allocation of posts and they oppose any change in this regard. Kerala circle has openly against any such agitation. It is reported that Lucknow, Bihar and Jharkhand are also satisfied with their share of posts and most likely to abstain from any such agitation.

No ITR V to be sent after filing Income Tax returns ONLINE

In what could be good news for lakhs of taxpayers filing their I-T returns online, CBDT is mulling doing away with the mandatory submission of paper verification printout to its processing centre in Bangalore.
Central Board of Direct Taxes (CBDT), the apex office to formulate policies for the Income Tax department, was prompted to take this “customer-friendly” step after it was recently informed that lakhs of such paper statements — ITRV — have not reached its Central Processing Centre (CPC) despite people filing their e-returns online.

ITEF Kerala circle satisfied with allocation, opposes any reduction

The difference of opinion among the state units of association is snowballing day by day. While some of the circles opposing the allocation formula, some circles are obviously satisfied with their share of posts and strongly protest any possible reduction due to agitation of some other units.
A resolution in this effect has been unanimously decided by ITEF, Kerala circle and sent a letter to the central leadership. In this letter it is categorically stated that they will not take part in any nationwide agitation if called by the central leadership. Copy of the letter is published below for our viewers.

Another committee to review post allocation ?

According to sources CBDT may constitute another committee to review the proposed allocation of posts by sub committee 1. as per information available with us, F.M. is deeply concerned over the grievance of anomaly by different regions including West Bengal, Mumbai, Bengaluru etc. and ordered to review the proposed allocation with a practical and justified manner. It is also reported that he is against any reduction of post in any region whatsoever. The new committee may be headed by DGIT (HRD).
It may kindly be noted that the news stated above is still to be authenticated by any official sources.
In the mean time JCA, West Bengal has suspended it's "Dharna" programme temporarily for two days. DGIT(HRD) is scheduled to visit Kolkata on 13th January and thereafter after taking stock of the developments, further action plan will be chalked out.

Clarification on Parmar issue soon

It is learnt that CBDT is working on issuance of clarification about implementation of Parmar judgement. According to sources, the date of communication of vacancy to SSC will be treated as the effective date, irrespective of the vacancy year. If the vacancy is due to earlier year, that has to be ignored. A detailed clarification in this regard is expected soon.
Regarding allocation of posts, no confirmed news is available till date.

It is learnt that Names of 23 Principal Chief Commissioners of Income Tax cleared by the DPC have now gone to the Appointment Committee of Cabinet. Postings will commence after the return of names from the ACC.

How to get Individual Taxpayer Identification Number (ITIN)

An Individual Taxpayer Identification Number (ITIN) is a United States tax processing number issued by the Internal Revenue Service. It is a nine-digit number. The IRS issues ITINs to individuals who are required to have a taxpayer identification number but who do not have, and are not eligible to obtain, a US Social Security Number (like me since I am an Indian resident).  I am not going into more details since the objective of this post is get an ITIN assigned. I did not find anything substantial while searching in the Internet (Yes! I used both Bing and Google) so thought of writing this to save many hours that I spent in my process.

ITGOA West Bengal in confrontation with central leadership

Unity of ITGOA at stake ?
JCA West Bengal Unit is continuing their agitation against injustice done by the report of sub committee No. 1. Search/survey action is almost in a halt in the absence of non IRS(Direct) employees.  No statistical report is being submitted. New CCIT(CCA) assumed the charge in Kolkata and promised the leadership to take initiative with CBDT and pursue the demand. 
Meanwhile ITGOA West Bengal Unit has sent a letter to Secy Gen, ITGOA and detailed about the injustice and moreover inaction of the central leadership in many issues.
