ITEF Kerala circle satisfied with allocation, opposes any reduction

The difference of opinion among the state units of association is snowballing day by day. While some of the circles opposing the allocation formula, some circles are obviously satisfied with their share of posts and strongly protest any possible reduction due to agitation of some other units.
A resolution in this effect has been unanimously decided by ITEF, Kerala circle and sent a letter to the central leadership. In this letter it is categorically stated that they will not take part in any nationwide agitation if called by the central leadership. Copy of the letter is published below for our viewers.

"The secretariat of Kerala Circle of ITEF held at Ernakulam on 10.1.2014 took the following decisions unanimously:
1. The report of Sub Committee-1 on cadre restructuring and allocation of posts,  as available, reveals that the findings formulated are unbiased and based on sound principles.  Therefore, as Kerala Circle is concerned, any deviation therefrom is not acceptable.  The committee has rightly addressed the issues that arose out of irrational and erratic allotment of allocation of posts in the previous cadre restructuring exercise.  It is a common knowledge that post restructuring 2001,  posts went begging for candidates in many charges like West Bengal while legitimate promotions were denied to many in small charges like Kerala for want of sufficient posts.  Powerful Circles cornered disproportionate number of posts which resulted in the present scenario.  This needs to be corrected.  That is what the Sub Committee-1 has tried to achieve.
2. The representatives of the ITEF and ITGOA in the Committee has not made any dissenting note  on the decision of the Committee to reallocate the entire posts, as far as we know.  As such any stand taken by the CHQ  in support of the agitating circles will tantamount to disowning its own representative in the committee.  The Secretariat unanimously came to the conclusion that supporting recalcitrant units for unjustifiable demands would be detrimental to the unity and the larger interests of the ITEF and the Department.  Any agitational programmes in that directions will find no takers in Kerala Circle.  No calls for nationwide agitation in support of the West Bengal and Mumbai Circles on this issue will be implemented in Kerala Circle.  It was also noted that Kerala Circle did not embark on agitations when it was handed a raw deal in 2001.
3. Any reductions in the existing posts of any Circles is unacceptable.  Therefore, if such a situation exists anywhere, the posts kept as reserves may be diverted to those charge to tide over such a situation.
4.      Since the cadres are restive over the delay, necessary steps requires to be taken immediately to allocate the posts."

What about promotion of ad hoc JCIT of left over 15 DCs, who are waiting since last 4 months? They could not rejoice Dasara, could not see bright of Deepavali, could not step in New Year happily. Will they be able to celebrate Pongal? Hope ITGOA will take up the issue seriously to get the orders released immediately.

It is irrevalent to write here that recently the Bengal charge has promoted some of its staffs to the post of Sr.TA even those who have not completed stipulated three years of service due to the effect of inter-charge transfer case. This shows that they are very much particular about the welfare of their staffs. Whereas in some other charges they are interested to follow the strict guidelines of the Board. What I mean to say here is that, there should be a uniform way of acceptance of Board's view.

Fist sort out this type of disparities first and then formulate the new recruitment rule and allocate the new posts to the charges as per the real requirements. If you justify with other, you will be justified.

A big clap for you... good, at least you could speak the truth before the CHQ. A handful of genuine issues are pending, like advance increments, 27 years old RR for IITs, promotion of OG stenos from GP 2400 to 4600 with just 3 years service etc.. etc.. speak aloud with back bone straight, change the erratic and foolish norms, never be vulnerable to cheating leaderships any more...

We said. first let us take CR because after March, 2014 i.e. post elections entire scenario will change. Let us put pressure on our CHQ and see that the posts are allotted by this month end and implemented before March, 2014. Eight months has passed still we are where we were. The CHQ should give ultimatum to the Board about CR implementation. Tomorrow i.e. 13th Jan all the state secretaries are meeting at DELHI. Comrades put pressure on CHQ and see that the posts are allotted by this month end.

Just for one or two states let us not put the CR into stake. Act fast. CR in railways and CBSE are going on in full swing. Many comrades are retiring without getting promoted. Let us unite and fight and see CR is implemented by this month end. Wake up comrades fight for ur right or else it will slip out of our hands

anybody can talk about seat allocation to kanpur reason while sub committee has ignored completely to seat allocation. It proves that all comrades are think about themselves not to all.

The present allocation made by the Sub-committee No.1 amongst the states are quite justified and reasonable removing the anomalies arising out of earlier allotment during the year 2001 and further shuffling of CIT level posts from one state to other. Most of the charges will find justification in it. The report is more scientific also. It should be implemented as soon as possible.

One CCIT Region has been abolished in Tamil Nadu Region resulting in less number of ITO posts allocated to T.N in the Cadre Restructrure allocation.

all are saying that it is justified. Where is the justification, if one sees the CIT(Admn) allocated and what was supposed to be have been allocated (as per the formula which they explained in detail). Every body knows that a CIT(Admn) carries with him 3 addl / 3 dc / 16 ITO AND OTHER CADRES. So a big thumps down for the report and also the persons who are satisfied are only saying because their region has got more than expected and there by self interest is there. So once self interest is a loss for others and I do not understand how it is justified..... any charge where less CIT(Admn) posts allocated than the one computed and satisfied with the report. So please do not try to force others just because it is in favour of you. Have a proper allocation on certain criteria without any bias to any region.

iIN PAST SIX OR SEVEN YEARS, MANY RECRUITMENT TOOK PLACE IN DIRECT CADRE AS TA AND INSPECTORS, ONE DIRECT TA OF 2007 OR 2008 BATCH WILL BE ITO IN DELHI CADRE EARLIER THAN 2006 OR 2008 OR MAY BE 2005 BATCH DIRECT INSPECTORS FROM OTHER REGION.THEY WILL BE INSPECTORS IMMEDIATELY AFTER CR AND HAVING POST VACCANT OF ITO THEY MAY BE ITO AFTER 2 YEAR OR IN ONE YEAR AS AD-HOC.BEFORE CR IMPLEMENTTION, MAKE ALL INDIA SENIORITY AND IT IS POSSIBLE IN ONE HOUR WITH COMPUTERISED DATA, ASK OPTIONS FROM CANDIDATES, WHO ARE READY TO GO OTHER CHARGES WITH PROMOTION, THIS IS POSSIBLE IN TWO WEEK, AND FORGET ALLOCATION OF POSTS REGIONWISE.CANDIDATES HAVE NO FAULT IN ALLOCATION OF THEIR REGION AFTER RECRUITMENT OTHER THAN THOSE WHO GOT THEIR HOME AFTER INTER-CHARGE TRANSFER.

Why not people hold agitation for seniority at national level so that the problem of cadre allocation at regional level will be sorted out..
