If the FM has approved 650 posts for 3 V.Ys, why the RS is calling for fresh report on ACIT vacancy and workload? Is he going to increase or decrease the already approved posts of 650 ACIT S by the FM which will again take longer time to materialise. What JCA is doing for the past 7 months after suspension of agitation on acit promotion issue? Complete waste of time.
Jca is again staging their lunch hour DRAMA on ACIT promotion issue after sleeping for a loooonnnnggg time.
Not only no videography but also no invigilators should be present in the exam hall to ensure 'free and fair' writing of examinations. This can be added in the jca's demands.
Demand of ban on videography will help in empowerment of sc/st exam aspirant. All sc/st will become general after passing betterment exam and kins of union leaders will pass exam with distinstion

Some of the members are managing the departmental exam results in short cut methods. Still what is the fun of stopping videography. Dear JCA please be legitimate and wise.
1. Jca only demanded implementation on NRP retrospectively from 1986 onwards for all cadres instead of date of judgement as interpreted by the dopt.
Without revising the seniority for all cadres on all the states, how the upsc can hold regular DPC for ACIT promotions? Nrp revision has not been done in the big states where national jca leaders come from. So JCA should either ensure nrp seniority revision or wait till all the states complete the process.
3.pending RR will not be implemented even after next cadre restructuring. Old RR of 1959 will be continued for the benefit of Stenographers.
In the new format only one can know the full work done by the assessing officers in addition to assessment work. So new format is in line with the changed environment if the department.
Laptops provided to the officers are either used for playing games by the officers ir used by their children for their studies.
6.In certain centres, especially in north, the pass percentage is abnormally high comparing to other centres. Because of strict supervision of departmental exams in most of the states, the pass percentage is very less in these States. To have a level playing field and transparency, the cbdt has ordered videography of examination process. Instead of welcoming the videography of examination, it is strange that the JCA is opposing it to protect the interest of malpracticing candidates. Those who are law abiding employees should oppose this demand if JCA and ask jca to withdraw this demand.
7. What happened to the enhanced petrol allowance to the IITs and NS? Why this demand is not included now?
To save its blackened face before the members, the jca has called the lunch hour 'DRAMA'. All should boycott the above call tomorrow.
Videography should be made compulsory not in the Departmental Exam but in SSC Graduate Level Exam. Irreparable damage has already been done. As far as Departmental exam is concerned its the matter of self esteem of employees not the matter of copying. Does'nt CBDT has confidence on its own IRS Officers who are the chief invigilators?
Now a days full election process is videographed to ensure fair polls. If so why the JCA is opposing this? This is not a good demand.

How the 'self esteem' of the employees damaged by writing the departmental examination under videography? Now a days everywhere there is CCTV cameras are there for security reasons. Getting through of some of the ITIs in Andhra in ITOs exam was a hot topic when the results were declared recently in December 2015.
May be from Delhi region this demand might have originated bcos last year exams were conducted twice because of abnormal pass % of above 90%. The reexam was videographed. That's y these people are opposing videography of examination. If you are clean and straight forward, y u r opposing? Strange and ridiculous Jca.

Unqualified stenographers were failed to qualify the stenography test conducted by the SSC. Now cbdt has allowed to conduct the said test by the respective Pccit. Shortly you will see the results declaring all pass. Such unqualified stenos will compete for IIT promotions. Itef jindapad.
Videography of stenos skill test must be taken to ensure transperancy and fair test.
ITEF has demanded ban on videography cos it's disturbs the candidates. Just imagine someone carrying someone carry in bright light and video camera and roaming around the exam Halla. ITEF is ok with installation if cctv cameras.
Few members in the name of anonymous suggesting CCTV camera for assessment, search and survey etc. It is more better demand for CCTV camera every place like toilet, bed room, living room etc. It will help security and evidentiary value. Ridiculous personal liberty has no value in your eyes. You just want to bound yourself monitored everytime great.

Why the NWR not releasing the promotion orders of ITOS?
Even the Grace marks should not be made available to candidates who are not clearing the exam in one go.
On which ground u blame sc/st for passing of betterment exam by copying .it is not unknown that how biasness is done with non sc/st candidate in exam.u person are given marks generously. But we sc/st candidate intentionally are forced to attend betterment exam. This does not mean that I support copying. This does not mean that u non sc/ st candidate do not cheat in exam. Understad , u better understand. I will write to higher authorities for full proof and tight system of departmental exam. And will also complain about the biasness policy followed with non sc/st candidate and marks exonerated to u people.

Todays our maximum A.Os. pass assessment order with the prior approval of assessee and his authorised representative. Why . Whats r the reasons. No reason other than their incapacity to face CAs, their inefficiency to apply Act and rules because they dont know that. Many officers even do not have or can say do not keep Act and Rules book in their chambers. Because they have paaed departmental exams by cheating . No verifications are done...no 133(6) letters are sent or made to sent . Because max. A.Os fear from confronting assessees and his CAs. If department desires the assessment orders to be passed with the prior approval approval of assessees and his A/Rs ..then allow the " no videography" in departmental exams. Why Learned CIT , exam was changed with other. The last CIT , exam was an efficient one to conduct the departmental exam.....

The Association as usually goes for agitation in lean period as rightly observed by the author. It is not understood as to why the JCA also consider the monitoring the proper implementation of decision of Hon'ble Supreme Court in the case of N.R. Parmar as most of the states have only implemented the last para of the decision i.e., with regard to the year of recruitment of direct recruits. The respected CCsIT/Parmar Committees have not considered various issues arising out of the said decision such as bunching of persons occupying the carried forward vacancies, eligibility of service conditions for giving promotion to ITO cadre etc. It appears that the implementation of Parmar Decision is not in consonance with the observations of Hon'ble Supreme Court.
Nrp decision itself is wrong.That's y not implemented properly for the improper decision.

DPC of year 2016 - 2017 for promotion of ITOS held on 19-04-2016 and orders are likely to be released out of approved officials as and when vacancy arises against retirement. Ten promotion orders have been released on 21-04-2016. The question is nine vacancies are vacant w.e.f 30-04-2016 but till date no further promotion orders have been released of nine officials out of approved list of officials what is the reason for this delay?
NWR Chandigarh while AGT 2016 of ITI is adjusted two Inspectors in TDS Amritsar against the JCM norms and the adjusted Inspector is so called leader of association. What is this, will someone say something.
NWR Chandigarh while AGT 2016 of ITI, in audit the Inspector transferred out from audit in AGT 2015 and thereafter remained adjusted in Audit and the same Inspector transferred out in AGT 2016 of ITI from audit but again adjusted in audit. Stenographers should not be promoted to main stream of income tax department i.e. inspector, ito and so. Rules to this effect should immediately be made.
no videograhy is a very counter productive move. instead why cant the department encourage its official to go for specialized Accountancy and IT courses which can be done via linking with universities. So that our official are better trained.
Instead of laptops inspector should be provided reimbursements when going for enquires and other job related travel even (search n seizures). this is because the amount of TA and other allowance for IIT are very meagre and ofter the IIT has to fund from his own pocket and during searches there are at the mercies of the officers and are accomodated very poorly.
stenographers Gr2 should not be promoted directly to ITI... i. e. from G. p 2400 to 4600... in Nwr it is going to be happen... where many Sr. ta are not going to promoted because of 25% quota provided to steno against the 8% sanctioned strength.

The present scene of promotions of stenographers to main stream is very unfortunate. If they are promoted to main stream, then it's better posts of stenographers be abolished in income tax department.
It's high time reservation whether at entry level or in promotion be discontinued if India has to really prosper. I think all are aware with UPSC TOPPER TINA DHABI CONTROVERSY.
kindly see the HRD cbdt order dated 06/05/2016 to review the recruitment rule as per DOPT issued on 24/03/2009 and many of the promotes may be revert as per this order.
